6 ISO/IEC JTC 1 Ad Hoc Vocabulary Group Rapporteur Mr. Jean-Marc Desharnais (Canada) SC 7 appoints Alastair Walker (South Africa) as its Rapporteur to IEEE project 828. In accordance with the plan in WG 7 N 1230, Dr. Walker is authorized to submit comments gathered from SC 7 experts and working groups to the IEEE project with the intent of revising IEEE Std 828 to a form suitable for fast-track submission. The ISO/IEC JTC 1/SC7 Secretariat will send a letter to the Secretariats of the aforementioned committees to communicate officially this resolution and will copy the Advisory Group LIAISONS JTC 1/SC7 instructs its Secretariat to notify JTC 1/WG6 that SC7/WG1A will act as its liaison group. The Convener of SC7/WG1A will be lead liaison officer Liaison ISO/IEC JTC 1/SC 7/WG 7 to ISO/IEC JTC 1/SC 27/WG 3 and 4 JTC1/SC7 instructs its Secretariat to communicate to ISO/IEC JTC 1/SC 27/WG 3 and 4 the liaison statement, once received, about the intention of WG 7 send a delegation to the ISO/IEC JTC 1/SC 27/WG 3 and 4 working group meetings in Redmond, Washington, USA during 2 6 November Delegation to ISO/IEC JTC 1/SC 27/WG 3 and WG 4. ISO/IEC JTC 1/SC 7 resolves to appoint Samual Redwine and Richard Kitterman to represent SC 7 at the upcoming JTC 1/SC 27/WG 3 and WG 4 meeting in Redmond, Washington, USA on Application of up-to-date terms and definitions within SC SC7 instructs its Working Groups to support JTC 1 directives on terminology by referring to previously defined terms and definitions in new standards wherever feasible. As the compilation of definitions from ISO JTC 1 SC7 standards is now available at SC7 instructs Project editors to review drafts of standards and omit terms and definitions from new standards that are already available. 5

10 1145 JTC 1/SC 7 instructs its Secretariat, based on the NWIP ballot results (SC7/N4185), to terminate ISO/IEC Information Technology Tools and Methods of Requirements Engineering and Management for Product Lines and to restructure the project into two standards: ISO/IEC Software and systems engineering Reference model for software and systems product lines and ISO/IEC Software and systems engineering Tools and methods of requirements engineering and management for product lines 1146 JTC 1/SC 7 instructs its Secretariat to do whatever is necessary to change the title of ISO/IEC to "Software and systems engineering - Guide for requirements engineering tool capabilities 1147 JTC 1/SC 7 authorizes WG25 to submit ISO/IEC Information technology Service Management Part 2: Code of practice, for combined WD Circulation, CD Registration and CD ballot subject to receipt of the final revised document JTC 1/SC7 instructs its Secretariat to issue ISO/IEC for CD registration and CD Ballot if the above document meets the requirements for CD and when it is received by the Secretariat JTC1/SC7 instructs its Secretariat to issue a combined WD, CD registration and CD ballot of ISO/IEC (Software engineering- Software product Quality Requirements and Evaluation Quality measure elements) when it is received by the Secretariat with the appropriate documentation and if this project is approved JTC 1/SC 7 instructs its Secretariat to initiate a combined PDTR Registration and PDTR ballot for the Systems Engineering Handbook per New Work Item Proposal N4258 when the document is available from INCOSE 1151 JTC1/SC7 instructs its Secretariat to forward a revision of COSMIC for combined WD, CD registration and FCD ballot if the above document meets the requirements for FCD ballot and when they are received by the Secretariat. WG4 WG4 WG25 WG10 WG6 WG20 WG JTC1/SC7 instructs its Secretariat to issue a combined WD, registration for CD and CD ballot for ISO and ISO if the document meets the requirements for a ballot subject to receipt of a document and SC 7 Resolution 1016 compliance statement JTC1/SC7 instructs its Secretariat to do whatever is necessary to reschedule the end date for ISO/IEC and ISO/IEC to an end date of November The reason for this request are delays due to a late start, harmonization with ISO and ISO 15288, reformatting of the process part to ISO/IEC 24774, and turnover of WG members. WG26 WG26 IFPUG PAS 1154 JTC1/SC7 instructs its Secretariat to send a request to JTC1 for revision of IFPUG PAS comment disposition e-meeting with WG6/FSM subgroup proposed disposition report. WG6 9

11 Numbering of SC7 Standards 1155 JTC1/SC7 instructs its Secretariat to investigate with JTC1 and ISO Central Secretariat, the possibility of assigning dual numbering to selected SC7 standards that are related to more than one domain within SC7 scope. Study Group on Revision of ISO/IEC Transfer of projects to JTC 1 /WG Given the creation of JTC1/WG6 (JTC 1 Nara Plenary Resolution N9447 Resolution 41) JTC1/SC7 instructs its Secretariat to do whatever is required to transfer to JTC 1/WG6 the following projects: ISO/IEC NP Software and System Engineering -- Corporate Governance of Information Technology ISO/IEC NP Information Technology -- Corporate Governance of IT Implementation Guide. Secretariat Maintenance of SC7 terms and definitions (ISO/IEC 24765) 1157 Upon affirmative conclusion of the FDIS ballot for ISO/IEC 24765, JTC 1/SC7 authorizes WG22 to submit the Vocabulary Maintenance Procedures for approval ballot once received by the SC7 Secretariat SC7 instructs its Secretariat to provide to the ISO/IEC Project editor a copy of each new standard and TR upon approval of its final ballot, to allow its terms and definitions to be added to and its database. SC7 instructs its Secretariat to notify the ISO/IEC project editor whenever SC7 standards are withdrawn or stabilized. WG22 WG22 Availability of ISO/IEC TR JTC1/ SC 7 endorses SC7 N4294, Request for Making ISO/IEC Technical Report 24748, Part 1 a Freely Available Document, and instructs its Secretariat to forward to JTC 1 for approval WG7 Availability of ISO/IEC TR Technical Reports 1160 JTC 1/SC 7 Secretariat requests the JTC 1 Secretariat to take the necessary action for making all the technical reports of the ISO/IEC series publicly available as a navigator for ISO/IEC ISPs and the base standards ISO/IEC 12207:2008 and ISO/IEC 15289:2006 using document SC7 N4294. 12 NWI 1161 JTC1/SC7 instructs its Secretariat to take whatever action is required to initiate a maintenance project for the harmonisation of ISO/IEC with ISO/IEC 12207:2008. When initiated, JTC1/SC7 instructs its Secretariat to: Assign the project to WG10; and Study Group On Revision of ISO/IEC Appoint as project editors: o Timo Varkoi (Finland) o Risto Nevalainen (Finland) 1162 JTC1/SC7 instructs its Secretariat to take whatever action is required to initiate a maintenance project for the harmonisation of ISO/IEC , with ISO/IEC 15288:2008. When initiated, JTC1/SC7 instructs its Secretariat to: Assign the project to WG10; and Appoint as project editor: Study Group On Revision of ISO/IEC o Stuart Arnold (UK) o Jonathan Earthy (UK) o David Walden (INCOSE 1163 JTC 1/SC 7 instructs its Secretariat to assign the revision project of standard ISO/IEC 26702:2007 (IEEE Std ), Systems engineering Application and management of the systems engineering process, to be conducted in coordination with the IEEE Computer Society, to Working Group 7 and appoint as project editor Ms Teresa Doran (IEEE-CS). The scope of work is outlined in the WG 7 document W07N1231, document which will be communicated to the SC7 Secretariat for publication. WG7 11

The SWG will consist of the following members: Kiyoshi Ogawa (Japan) Garry Roedler (USA) Bud Lawson (Sweden, INCOSE) Terry Rout (Australia) James Moore (IEEE-CS) Peter Fagg (UK) Serge Oligny (Canada) Dennis Ravenelle (itsmf) Max Shanahan (ISACA) Facilities and Events Fees 1221 Given the low amount of funding for Plenary and meeting hosting available from many National Bodies, and the significant facilities costs incurred in the hosting of these meetings, JTC1/SC7 recognizes that in order to be able to afford hosting its Plenary or Interim (i.e. WG) meetings, Members Bodies may have to charge facilities and events fees to delegates. JTC 1/SC7 also recognizes that this approach will also provide the opportunity to small countries and developing countries to be able to host SC7 plenary and interim meetings. This approach has already been used in the last twelve years for many JTC1/SC7 interim and plenary meetings. JTC1/SC7 thus reaffirms its Resolutions 625, 805 as well as subsequent resolutions on this topic. While JTC1/SC7 acknowledges that JTC1 procedures (section 7.4 Funding Mechanisms) must be upheld, the following application guidelines will be used for future meetings: The host organization shall notify the JTC1/SC7 Secretariat if any fees may be charged when it agrees to host a meeting. The facilities and events fees level must be approved by the JTC1/SC7 Secretariat no later than 4 months before the beginning of the meeting. The host organization shall provide to the JTC1/SC7 Secretariat the appropriate data, as described in section 7.4 of the JTC1 Procedures) for the approval. The level of the fees and the payment process and options shall be clearly documented in the meeting registration material. The host shall use the terminology of the JTC 1 directives to describe its fees. A receipt for the facilities and events fees shall be provided to delegates upon request at the meeting. Where possible, credit card payment should be accepted. If a delegate refuses to pay facilities and events fees, he/she cannot be denied access 37

39 to the meetings as per clause of the JTC 1 directives. To facilitate the processing of delegates expenses reports and given that accounting rules varies from country to country, a receipt bearing the name Facility Fees shall be available to all delegates. Other fees such as meals should appear on the receipt in a segregated fashion. Facilities fees should not exceed Swiss Franc (CHF) 260, if possible. Convener Certification of Documents Sent to SC7 Secretariat 1222 JTC 1/SC7 re-affirms resolution 806 and instructs its Working Group Conveners to certify that all documents are complete and drafted in accordance with the Editing Directives before sending them to the SC7 Secretariat for processing. Electronic Meetings 1223 JTC1/SC7 recognizes the opportunities for using electronic meetings supported by relevant collaboration toolset to progress technical work within the frame of JTC1 procedures. JTC1/SC7 authorizes WG10 and WG25 to conduct electronic meetings on a trial basis within the frame of JTC1 procedures. JTC/SC7 further requests the WG10 Convener - Alec Dorling (UK) to develop and maintain Policy and Guidance on the use of electronic meetings and to report back to JTC1/SC7 Advisory Group at the next Plenary meeting. Participation in the Program of Work 1224 JTC 1/SC7 instructs its Secretariat to do whatever is required with P Members who do not participate in its activities as per JTC 1 Directive 3.1. SC7 Work Program Endorsement by JTC JTC 1/SC7 instructs its Secretariat to send to JTC 1 its current Work Program for endorsement. 38

40 Cut-off Date for Document Issuance 1226 The JTC 1/SC7 Secretariat commits to respect the following schedule for all ballots. In this schedule, the JTC 1/SC7 Secretariat commits to take no longer than 1 week to process the documents prior to and following the ballots.
