4 1. Opening WG 7 Plenary 1.1 Attendance WG 7 met in Helsinki, Finland May 2005 with 33 delegates from 15 National Bodies and 3 liaisons in attendance. Refer to WG 7 N0850 Membership list Helsinki for details. 1.2 Meeting agenda and schedule Agenda adoption The agenda was revised and adopted as WG 7 N0848 Final Agenda - Helsinki Daily schedule adoption The daily schedule was finalized as WG 7 N0849 Final daily schedule - Helsinki. 1.3 Previous minutes Approval The minutes for the previous meeting in Stockholm (WG 7 N0824R) were adopted as a true and correct record Business arising There was no business arising from the minutes other than has been covered in other reports. 1.4 Reports Convener The Convenor reported on progress since the previous meeting and identified the key objectives and issues for the meeting. Refer to WG 7 N0847 Convener s opening report Project Editors Mr. Tom Pigoski presented the status of the ISO/IEC Software Maintenance project. Refer to WG 7 N0855 ISO/IEC status report Helsinki. Mr. Alain Faisandier presented a very detailed report on the status of the ISO/IEC Harmonization project. Refer to WG 7 N0853 Harmonization Project Report Helsinki Liaisons Mr. Jim Moore summarized the status of the Category A liaison between IEEE-CS and SC 7 and proposed small updates to the Vision of Liaison Objectives. Mr. Moore addressed issues specifically related to WG 7. Refer to WG 7 N0854 IEEE-CS Liaison Report. Mr Moore also presented a "light" approach to harmonization. Refer to WG 7 N0842. Mr Jim Moore (IEEE-CS liaison) discovered some small defects in the text of ISO/IEC It is believed that it is not necessary to trigger the Corrigendum process due to the minor nature of the errors and the fact that a revision is forthcoming. Refer to WG 7 N0840 ISO/IEC Editorial issues. Dr Jonathan Earthy reported that ISO TC 159/SC 4 intends to restructure all of its standards as parts of ISO This includes its process, method and life cycle guidance documents. 5 Dr Jonathan Earthy further reported that TC 159 welcomes the IEEE-CS proposal to progress the harmonization of WG 7 process standards in a minimum change, lightweight fashion and offers support to this work. The proposal for a standard for VSEs should take account of the commercial necessity for VSEs to make usable products and reference should be made to the process standards from TC 159/SC 4 in this work Head of Delegation Mr. Garry Roedler presented the United States objectives as defined in WG 7 N0843 USA Delegation Objectives Helsinki. Dr Jonathan Earthy (GBR) reported that ISO/IEC is back on sale in GBR. They are seeing further spread in the use of ISO/IEC in terms of sectors of industry: construction and education are the latest. Some reports that the standard is going to be revised/rewritten are causing unfortunate concern amongst potential users and are damaging the brand and uptake of the standard. (Refer to WG 7 N0869 Status of ISO/IEC and ISO/IEC ) Dr Jonathan Earthy advised that Great Britain supports the IEEE proposal that the WG focus on a lite (sic) harmonization of its two main products. Great Britain proposes that, in order to minimize time pressures, the schedule for this harmonization should align with the natural five year revision cycle for each standard. Furthermore, Great Britain proposes that, in view of the need for detailed knowledge of the content and purpose of the text in the standards, the work to revise each individual standard is done by their designated or existing editor. Great Britain would support a proposal for the detailed harmonization to be carried by a small sub group and the majority of the WG to concentrate on the preparation of a work program for the lite (sic) harmonization of both standards. This will include resolution of a number of points of detail in the IEEE-CS proposal. 2. Projects 2.1 ISO/IEC JTC 1 sent out the FDIS ballot on April 10, 2205 and the ballot is due to close on June 6, Only editorial comments can be submitted on the FDIS. Delegates were requested to check with their National Bodies to ensure that ballots are submitted by June 6. After the ballot closes, the ISO editor will update the FDIS with the editorial comments, if there are any. The IEEE Computer Society will then conduct a recirculation ballot with the updated FDIS. When the IEEE recirculation ballot is closed, IEEE will forward the results to the ISO editor. At that point the FDIS will then become an International Standards. The target date for publication is June Refer to WG 7 N0855 ISO/IEC status report Helsinki. 2.2 ISO/IEC A ballot and comment resolution meeting was conducted 23 May 2005 during the WG 7 meeting held in conjunction with the JTC 1/SC 7 Plenary meeting in Helsinki, Finland. Purpose of the meeting was to disposition ballot comments against the new work item proposal (NP) for ISO/IEC The ballot was approved, with a total affirmative of ten out of eleven voting to accept the proposal as sufficient definition of the new work item, and a total of nine out of eleven voting in support of adding the new work item to the programme of work of the joint Technical Committee. 6 A total of five comments were received from P members voting NO on one or both of the questions above four comments from the United Kingdom and one comment from Japan. Refer to WG 7 N0857 NP Ballot Comment disposition ISO/IEC NP Ballot for Project Management and WG 7 N0859 ISO/IEC Revised NP Proposal. 2.3 Harmonization of ISO/IEC and ISO/IEC Harmonization Report (V2) comment disposition Version 2 of the report was submitted for comments earlier in Great Britain, Russia and the USA provided comments. Refer to WG 7 N0853 Harmonization Project Report Helsinki. The version 2 comment disposition was ratified by WG 7 as N ISO/IEC WD Part 1: Introduction to life cycle concepts This proposal was offered in response to a request made by ISO/IEC JTC 1/SC 7/WG 7 at its October 2004 meeting. During the Plenary, discussions were held to address comments concerning ISO/IEC submitted by Mr.Garry Roedler and Mr. Terry Rout. The result was a list of decisions that included the following: 1. Document structure identified in the introduction will be deleted. Document structure is not needed at this time and could be too constraining. 2. Do not use sub-process. Use the existing Guideline for Process Definition. If the Activity level is further elaborated with Purpose and Outcome, then it is still an Activity (albeit elaborated). If the activity is elaborated with purpose, outcomes, and activities, then the result is a new process (at the lower level). 3. Only use stages the term phases is reserved for the Project Manager only use phase (if necessary) in a note to explain why it is not used. 4. A Process Architecture will be defined and added to this document to establish the framework for process definition. For additional details refer to WG 7 N0864 ISO/IEC WD.1 feedback Near term actions In the absence of the Project Editor, the closing WG 7 session requested Mr Dick Kitterman (Co- Editor) to: 1. Review the project requirements and advise WG 7 in light of discussion at the meeting. 2. Review ISO/IEC and ISO/IEC to determine what material is generic and could be combined into a guide that is not sensitive to the work of the Alignment and Integration teams i.e. general guidance about life cycle models. 3. WD.1 to be revised in accordance with the original concept and according to feedback and discussion at the meeting Process Architecture Mr. Garry Roedler, as an Ad Hoc Group Chair, reported on a set of processes and a means to categorize them to allow for effective life cycle management on systems and software. The presentation laid a foundation for revisions to ISO/IEC and ISO/IEC and provided a draft outline for the content for the Technical and Management Processes. 7 2.4 NP Proposal Software Life Cycles for VSE Mr. Tanin Uthayanaka (Thailand) briefed WG 7 about the project. The project defines Very Small Enterprises (VSEs) as organizations having less than 25 employees. It is intended to define collections of processes and work products and provide guidelines for the application of those collections. Many VSEs cannot afford the resources or see a nett benefit in establishing a software process as defined by current standards (e.g. ISO/IEC 12207, ISO/IEC 15288) and maturity models (e.g. ISO/IEC 15504). Refer to WG 7 N0841 NP Proposal - Software Life Cycles for Very Small Enterprises. The majority of the National Bodies recognized that there needs to be a solution to the VSE problem however, developing a new standard is not the answer. National Body representatives recommended that the NWI be rewritten and presented for reconsideration. Refer to WG 7 N0860 NP Proposal - Software Life Cycles for Very Small Enterprises. 2.5 ISO/IEC Risk Management draft The risk management standard has been updated based on comments received. Those comment responses are being discussed with WG 9, and the updated standard will be submitted for 2 nd FCD ballot. 2.6 ISO/IEC Measurement Process ISO/IEC will be updated to change the title to Systems and Software Engineering Measurement Process, with an updated scope encompassing systems. This will be submitted as a NWI. Cheryl Jones (Project Editor) and Garry Roedler (Co-Editor) were appointed to lead the work. This work will e coordinated with WG 6 and WG Working Group coordination 3.1 WG 2 WG 2 will prepare a New Work Item for a suite of new software documentation standards, which will incorporate and supersede the current set of WG 2 standards. These standards will be more relevant to the community they represent. The new suite will incorporate the content of IEEE 1063 (Standard for Software User Documentation). It is the intent of the group to get more Technical Experts involved in the project. 3.2 WG 9 WG 9 has re-architected ISO/IEC WD.4 to focus on Core Assurance Processes and their relationship to the Technical and Management Processes of ISO/IEC and ISO/IEC 12207, the Risk Management processes of ISO/IEC 16085, and the Measurement processes of ISO/IEC WG 10 Mr Alec Dorling reported that there were 10 comments for ISO/IEC and those comments have been dispositioned. WG 10 made a major effort to combine ISO/IEC and ISO/IEC 15289; however, this approach did not survive the ballot. The second edition of the document needs complete coordination and access to people with technical knowledge in Bari. NWI s for Bari include Assessment of organizational Maturity (TR 2 Part 7), Systems Assessment model (TR 2 Part 6) and an Amendment to ISO/IEC when published to align with ISO/IEC It is the intent for WG 7 to eventually take ownership for ISO/IEC WG7N0852_MINUTES_HELSINKI 14 June 2005 Page 6 of 7

8 3.4 SWG 5 The Guidelines for Process Definition have been updated by SWG 5. They are being transitioned to a Technical Report, from their current state as an internal SC 7 document. The current document will be attached to the proposed NWI and distributed (next week). Jonathon Earthy will be Project Editor of the project. 4. Comments previously recorded in Letter Ballot Summary SC 7 N3198 will be deferred for treatment in the resolution of the combined WD, PDTR Registration Ballot.
