1 World Bank Training Course for Contracting Performance-based Management and Maintenance of Roads Training Report June , Sriracha, Thailand June , Wuhan, China August 2005
2 Introduction Following award of contract, Carl Bro as has completed 2 training courses on Performance-Based Management and Maintenance of Roads (PMMR) in Thailand and China, commissioned by the World Bank. In Thailand the 3- day training course was conducted on June 2005 at the Department of Highways Training Center, Sriracha, (close to Pattaya), the course was conducted in English using PowerPoint presentations, one in English and one in Thai. In China the 2.5 day training course was conducted on June 2005 at the Oriental Hotel, Wuhan. The course was conducted in English using translation and Power Point presentation in English as well as Chinese. At the start of the course a digital copy in English and hard copies of all slides (handouts 3 slides per page for note making) was handed out to each participant. The total number of participants in China was approximately 120 with participants from 11 provinces and in Thailand 62 participated; 11 from Cambodia and 10 from Laos and 41 from Thailand. The high number of participants indicated a sincere interest for the subject in general; this was also confirmed by the discussions during the course. However the high number of participants made it difficult to get a close dialogue with all participants. Course layout The course was structured in 4 parts. a comprehensive introduction (0,5 day) 6 modules going into details on topics that was briefly covered in the introduction 5 case studies on PMMR in 5 different countries 2 workshops ( 7 sessions) The good mix of modules, case studies and workshops helped to maintain a high level of attention and active participation by the participants. The language barrier was present, but as the time went by, people began to loosen up and dialogue increased. The active participation in the workshops was good. Nevertheless, the time available was rather short to cover the total scope of the workshop. Especially, since the subject was completely new to almost all of the participants. Due to the high number of participants it was not possible for the lectures to monitor each group (groups from 2 to 8 participants were formed depending on the actual topic as well as nationalities) closely. Therefore, it is recommended to conduct the training courses with smaller groups of between 25 to 35 participants, preferably coming from the same country, as conditions (general development of
3 each country, tradition in road construction, technical level of road administrations, consultants and contractors, legal terms etc.) differ significantly. Questionnaires At the end of the course there was a final evaluation of the course using questionnaires and a follow-up discussion. The overall evaluation of the course was very positive and constructive. Some of the most important comments are summarized as follows: Case studies should include more experiences of Asian countries There should be more examples of actual contract documents included in the presentations Case studies should be more detailed Workgroups should be of smaller size The training course should include study tours Presentations should include more pictures Further, the trainees were asked to rate the modules, case studies and workshops. The results of the rating are presented in Appendix 1 and 2. During the discussions as part of the workshops, the following comments were made by Cambodian participants: Assistance in translation of World Bank documents into local language and adjustment to local conditions is required Only routine maintenance is applicable for PMMR at present (only approximately km of km road are paved) Financial and technical assistance from outside is required Low salary = low motivation Participants from Laos commented that there are routine maintenance contracts with some in Laos with villagers comprising approximately 5,500 km, divided into 5-10 km lengths. The average annual costs is 72 US$/km comprising grass cutting, grading and cleaning of culverts once a month. Incentives had been implemented in the form of T-shirts or other prices for good performance. Contracts were not extended in the case on bad compliance. In addition, as part of the workshop the participants were asked to present their proposal for an introduction of PMMR in their country/region. Some of the presentations showed that some additional knowledge on the topic was required, and some showed a very good understanding. In appendix 3, the best proposal is included.
4 Trainers conclusions: The training courses were highly successful. The introduction of PMMR contracts seem to be relevant in all three countries, Thailand, Cambodia and Laos. The training courses have contributed to promote these new contracts schemes and have helped the course participants to understand and apply the principles of PMMR in their countries. The participants strongly felt that the acceptances by the counties decision makers were considered vital and mandatory before a successful introduction of PMMR is possible. They will have to be targeted separately, possibly by one day seminars. Furthermore the participants expressed that: More individual work on adapting the PMMR concept to suit the individual country is required. Pilot projects designed in close cooperation with partners experienced in a PMMR contracts are required to ensure the successful implementation in each country. There is a need for gradually introduction of the PMMR concept by starting with routine maintenance. In addition, the number of participants should be between 25 and 35 to ensure closer dialog between the trainers and the trainees. The inclusion of contractors and more consultants would contribute to more balanced discussions and understanding. The present material has been slightly adjusted to better suit the training needs. The reduction of the 3-day training course by half a day in China did hardly affect the results of the training. A further reduction of the training course to two days would require a substantial reduction of case studies and workshops and would therefore be of lesser value. Projecting the presentations simultaneously in English and in the local language worked well and provided a good support for people not being used to presentations in the English language.
