4 Water Audits - A tale from history In 9 BC, a new Roman law appointed Agrippa as the first Curator Aquarum (Water Commissioner). He had available 240 slaves to service the eight aqueducts supplying water to Rome. In 52 AD, the Water Board was reorganised to include a staff of architects, administration and minor officials. Time Where Let s to go did get Time to beat reorganise all those the water the slaves!! again!! go?? thieves!! In 95 AD, Sextus Julius Frontinus was appointed Curator Aquarum. He attempted to calculate water delivery from source to consumer by measuring various aqueduct cross sections. Velocity was ignored. Since the totals of intake and outflow did not match, he blamed the water loss on dishonest men diverting public water for private use by unauthorised tapping of the aqueduct supply. This is the first documented case of unaccounted for water IWA / AWWA Water Audit A standardized approach to water accounting Rational, standard terms and definitions All water is accounted for as consumptive use or water loss All components of use and loss are presented in units of volume for a reference period of, usually, one year All components of use and loss are assigned an appropriate cost that reflects their impact to the water utility based on the prevailing economics All components of use or loss are also expressed in an array of robust performance indicators that outperform simplistic, poorly defined output/input percentage indicators 4
