4 Water Audits - A tale from history In 9 BC, a new Roman law appointed Agrippa as the first Curator Aquarum (Water Commissioner). He had available 240 slaves to service the eight aqueducts supplying water to Rome. In 52 AD, the Water Board was reorganised to include a staff of architects, administration and minor officials. He attempted to calculate water delivery from source to consumer by measuring various aqueduct cross sections. Velocity was ignored. Since the totals of intake and outflow did not match, he blamed the water loss on dishonest men diverting public water for private use by unauthorised tapping of the aqueduct supply.
