City of Denton s Proactive Approach to Asset Management featuring InfoMaster & Cityworks
Presentation Scope Why asset management Software tools used in Denton asset management plan Detail discussion of asset management plan Benefits derived
About Denton Population 125,000 Part of DFW Metroplex 2,756,000 linear feet 522 miles of mainline sewer (Denton to Kansas City) Replacement Cost $425,000,000+
Sewer System History The first sewer lines in Denton were constructed around the Court House square in the mid 1910 s The first major interceptor, the Pecan Creek Interceptor serving the core of the city was constructed in 1925 Currently consists of over 522 miles of sewer lines, 27 lift stations and 2 treatment plants Including the private lateral lines from the customer premises to the wastewater main the total system length is over 783 miles
Denton Collection System
Why Asset Management Substantial investment in wastewater collection system assets ($425 Million) Limited dollars for O&M and replacement Good steward of the environment, SSO reduction Work smarter High employee morale Lower rates, happy ratepayers
Asset Management Implementation ESRI GIS Pipeworks/Cityworks CMMS Hydroworks/Infoworks Capacity Models WERF SCRAPS Prioritization Model CapPlan/Infomaster Asset Management Model Operations staff buy in Addition of IT/Database professional CMOM Program
Step by Step to Collection System Asset Management In 1990 s Denton implemented the ESRI GIS for Collection System assets In 1998 implemented PipeWorks that was later updated to Cityworks CMMS In 2012 implemented Cityworks Server, allowing data collection directly from the field Every activity of the Collections Department is recorded as a work order in Cityworks Cityworks now a great source of historical data on sewer system maintenance and repair
How Denton Uses Cityworks
How Denton Uses Cityworks Work orders for: Flushing program CCTV Point repairs Service line replacements Main line replacements Customer calls Odor complaints Chokes and overflows Inspections for: Manhole inspections EVERY ACTIVITY IN THE COLLECTIONS DEPARTMENT IS ENTERED AS A WORK ORDER!
Cityworks Combined with GIS for Flushing Program Example
Cityworks Quality Control **SYSTEM GENERATED INSTRUCTION** Tested for batch closure Could not be closed because of the following: - WO CONTAINS INSTRUCTIONS **END OF INSTRUCTION**
How Denton Plans Capacity Improvements for Asset Management
Interceptor System Asset Management In 1998 when implementing Impact Fees, Denton purchased the HydroWorks model to develop the collection system master plan. This was updated to InfoWorks in 2005 We maintain this model in-house Use InfoWorks Model for 5, 10 & 20 Year Collection system capacity needs modeling, CIP development, and assess impact of new developments
InfoWorks Model to Plan Capacity
5 Year Capital Improvement Plan
Success of Wet Weather Program InfoWorks model a great tool to manage wet weather flows to reduce the number and volume of overflows
The Quandary of Existing Sewer Lines Condition Assessment
Existing Collection System Condition Assessment Hurdles Old clay pipes choke, cause overflows for various reasons Sewer lines do not tell us what is wrong with them Investigating potential CIP is bottleneck Limited resources in manpower, equipment Evaluating and discussing take time and experienced personnel
Leveraging Existing Data The Cityworks database since the late 90 s was substantial and now a great source of historical data on sewer O&M It created the opportunity to implement SCRAPS (Sewer Cataloguing Retrieval And Prioritization System), a computerized prioritization system from the Water Environmental Research Foundation (WERF)
Initial Risk Assessment In 2008, Denton implemented the SCRAPS model The model allowed Denton to begin to focus inspection programs in areas most likely to need attention SCRAPS evaluates each sewer pipe segment for: Probability of Failure Consequence of Failure Ranks pipe segments by combined risk
SCRAPS Model Using Probability and Consequence of Failure SCRAPS provides a numerical ranking from 0 to 100 for each pipe segment, highest being worst Began focusing inspection and preventative maintenance in areas with higher risk based on the SCRAPS output Feedback from the field allowed for data corrections which brought down the average risk in the collection system
SCRAPS Output
Benefits of Digital Database of Collection System

Collection System by Install Year
Basin Cleaning Prioritization Blue sub-basins have higher average SCRAPS Risk scores
Denton s Move to InfoMaster Sewer
Enter CapPlan Sewer SCRAPS Model provided valuable priority ranking It is not a complete asset management system The next step was then to move to full asset management system
CapPlan: InfoMaster s Predecessor CapPlan Sewer was a complete decision support, asset management, and capital planning tool for sewer systems CapPlan Sewer seamlessly integrated GIS information, CCTV video, PACP (Pipeline Assessment Certification Program) condition databases, hydraulic modeling, CMMS and other related information to help prioritize rehabilitation and replacement of sewer lines
What Did CapPlan Do? Identified individual repairs Evaluated necessity of repairs, both major and minor Compared cost of repair to full replacement cost Suggested a rehabilitation method Prioritized CCTV inspection if condition was not known FOR EVERY PIPE!
Upgrade to InfoMaster Sewer InfoMaster retained all functionality from CapPlan InfoMaster provided a near-seamless transition from our existing CapPlan model Processes were streamlined for quicker analysis Geographic outputs were improved Graphical reports were added Integrations to CMMS and CCTV systems were included
