Treatment Facility Asset Management and Risk Based Assessment NE Texas WEAT Biennial Conference May 7, 2014
Asset Management What is? A set of processes to minimize infrastructure life cycle costs at an acceptable amount of risk (maximize infrastructure sustainability), while delivering an desired level of service Business Case Prioritized CIP Risk Based Assessment Preventative Maintenance Programs Condition & Criticality Assessment Data Inventory & Mapping, Gap Analysis (GeoDatabase) Data Tracking & Management (CMMS) Set Level of Service Targets 2

Why Initiate a Treatment Facility Asset Management Program? Need to Better Understand and Manage Critical Assets Conduct an Inventory and Assessment of various assets Assigning a value to the fixed assets for accounting needs Optimize Maintenance and Capital needs to reduce life cycle cost and maximize sustainability of the assets. Aging Infrastructure Moving Utilities to Maximize Value of System Renewal Dollars Competing resources for utility CIP funds Replacing specific component areas instead of entire assets Need to maximize sustainability of our existing and new infrastructure 4
Introduction: Why Initiate an Asset Management Program? Continuous Demand to Improve Customer Service Proactive vs. Reactive diagnosis of infrastructure needs Faster responsiveness and reduced length of outages Need for Better Justification of Capital Investments Need to provide graphical and operational based answers to respond to customer & management concerns Provide fact-based solutions to support CIP needs 5
Terminology What is a? Measure of the consequence of an asset failure through loss of service, damages, regulatory impact and public impact. What is a? Measure of the likelihood of an asset failure determined through physical data, performance history or field assessments. What is a? Probability of failure (Condition) multiplied by the consequence of failure (Criticality). 6
