In a conversations with Mr. Eric Sequin regarding Epoch's status, he recommended that TMI file this letter on behalf of Epoch explaining their status. TMI complied with Mr. Sequin's recommendation. I have also enclosed a copy of the Annual Affidavit of Switchless Reseller filed with the Arkansas Intrastate Carrier Common Line Pool administrator which explained the fact that Epoch had not commenced operations in Arkansas. Please be advised, once again, that Epoch Networks, Inc's. status in Arkansas has not changed. They are not providing service to any customers in the state of Arkansas. They have no revenues to report and therefore, owe no assessment or penalty to NECA or the Arkansas Universal Service Fund. Technologies Management, Inc. takes exception to their client Epoch Networks, Inc. being cited in this order, Docket No U. TMI and the client, in good faith, followed the directions they were given and attempted to comply. Therefore, we ask that NECA and the Arkansas Public Service Commission remove Epoch Networks, Inc.'s name from this order and return them in good standing immediately. If NECA or the Commission has any further questions regarding this matter, they may direct them to my attention at (407) ARUSF.doc

Hawekotte, Esq. hereby certify that I am the Secretary Networks, Inc. of Epoch (hereafter referred to as "the Company"), and am duly authorized to execute this affidavit on behalf of the Company. 1 hereby certify that, during the el 997 calendar year, the Company did not own or lease switching facilities used to switch telecommunications service which originated and terminated in the state of Arkansas. All calls billed by the Company for intrastate telecommunications, services in Arkansas were switched by [*I, the underlying carrier for the Company. I further certify that the Company does not provide or purchase switched or special access fiom any local exchange company in Arkansas which is used for the provision of intrastate telecommunications services, nor does the Company provide collocated access from any end-user premises to any local exchange company or interexchange carrier in Arkansas. In the event that the Company begins to provide or purchase switched or special access used for the provision of intrastate telecommunications services, in Arkansas, or in the event the Company provides collocated access from any end-user premises to any local exchange company or interexchange carrier in Arkansas, the Company will immediately notify the Administrator of the Carrier Common Line Pool. To the best of my knowledge, information and belief, all minutes of use for intrastate services in Arkansas, which are billed by the Company, are reported to the Arkansas Intrastate Carrier Common Line Pool as non-resold
