3 1 INTRODUCTION The Glbal Cmmunicatin Access (GCXS) Dutch Intercnnect Alliance (DIA) service is a set f netwrk capabilities and prduct features which facilitate intercnnectin between Next Generatin () Service Prviders (SPs) t enable the exchange f VIP (and ther media ver IP ) traffic. Unlike traditinal TDM r VIP bi- lateral intercnnectin, the DIA service is based n multi- lateral IP intercnnectin acrss a purpse built VIP Alliance netwrk. This prvides the fllwing benefits t participating SPs :- Supprt fr crss netwrk VIP services - The DIA service is designed t enable high quality vice, HD vice and ther multi- medial ver IP services acrss SP bundaries enhancing the revenue ptential. Reduced Opex csts The DIA requires a single intercnnect t the clud fr each SP, s minimises the technical and cmmercial resurces required t set- up and maintain multiple intercnnect arrangements. Reduced time t intercnnect - by cnnecting t the DIA clud, SPs have immediate access t all ther cnnected SPs (wh they wish t intercnnect with). Simplify the intercnnect prcess The DIA service prvides tls and resurces t take away the cmplexity assciated with multiple intercnnectin including interwrking, addressing, cmmercial settlement etc. Experience, Neutrality and Prduct Ownership the DIA service is prvided by a trusted and neutral partner with significant experience in the Dutch market. GCXS will nt cmpete with ur SP custmers and will remain fcussed n intercnnectin, a cmmn requirement fr all SPs. DIA custmers have a strng say in the develpment f the DIA prduct t ensure it meets the needs f ur custmers nw and in the future. 4 2 THE DRIVERS AND BENEFITS OF DUTCH INTERCONNECT ALLIANCE. The DIA service enables crss SP supprt fr VIP (and ther media ver IP) calls, while minimising the effective cst f intercnnecting netwrks. The DIA service is built n a carrier class, neutral intercnnect netwrk and supprts a range f different prduct features. The fllwing sectins prvide an verview f the challenges f intercnnectin in the wrld and highlight the benefits f the DIA service. 2.1 INTERCONNECTION ISSUES AND OPPORTUNITIES. Mst Service Prviders (SP) are deplying /IMS netwrks t take advantage f the cst savings and additinal service features (and therefre revenue pprtunities) ffered by Multi- media VIP services vs traditinal TDM telephny. Whilst VIP features (such as HD vice and vide telephny) may be supprted within an SPs netwrk, experience has shwn (fr example with SMS) that nly when these features are available acrss netwrks d they becme mass market adpted and successful. Tday, mst calls between netwrks transit the TDM PSTN, as shwn belw : GW GW PSTN GW GW Intercnnectin via the TDM PSTN This intercnnect mdel has cnsiderable disadvantages t the Service Prviders:- Advanced VIP features will nt wrk between netwrks. 5 Intercnnectin Direct Bi-Lateral Whilst this intercnnect mdel can supprt VIP services acrss netwrks, each SP has t implement and administer each individual intercnnectin (bth technically and cmmercially). This represents a cnsiderable cst in netwrk and human resurces (with the apprpriate level f technical expertise), and the number f direct bi- lateral intercnnects will therefre be cst limited. 2.2 INTERCONNECTION THE DUTCH INTERCONNECT ALLIANCE WAY. The DIA service enables SP custmers t realise the benefits f prviding crss netwrk advanced VIP services, whilst minimising the effective cst f intercnnectin cmpared with the direct bi- lateral mdel. 6 The DIA service is a multi- lateral intercnnect mdel (als knwn as Alliance). Custmers cnnect their netwrk (IP intercnnect and SIP intercnnect) t the DIA service, and can then send and receive VIP traffic t/frm any ther cnnected netwrk n a plicy basis. DIA will supprt a number f prduct features, allwing custmers t select the best intercnnect service (in terms f traffic types supprted, quality f service requirements, settlement mdels etc.) t suit their business. The DIA service is designed t carry advanced VIP services, and t prvide carrier class availability and traffic perfrmance required fr business critical cmmercial services. GCXS have partnered with XCnnect (a leading player in the intercnnect market) t leverage the expertise, experience and technlgy f bth businesses t deliver a truly carrier class, next generatin intercnnect slutin. 2.3 DIA - BENEFITS SUMMARY. Custmers f the DIA service will benefit frm the fllwing:- Simple t implement intercnnectin which supprts end- t- end VIP services acrss netwrks. High quality VIP intercnnectin, with guaranteed QOS and availability, as gd as the PSTN. Reach multiple netwrks with a single intercnnect, reducing the technical, peratinal and cmmercial csts & risks f multiple direct intercnnectins. Reduced time t implement multiple intercnnects. Bandwidth aggregatin efficient use f IP intercnnect bandwidth by aggregatin f traffic t multiple partners. Flexibility Where pssible GCXS will wrk with custmers t tailr the implementatin t their specific netwrk requirements. Neutrality GCXS will nt cmpete with ur custmers, and all members are listened t equally. Experience GCXS and XCnnect have years f experience in deplying and perating intercnnectin slutins. 7 3 DIA - PLATFORM AND FUNCTIONAL OVERVIEW. Figure 3-1 belw shws a functinal verview f the DIA platfrm. Nte this example shws Dutch Numbering being laded int the Registry frm the COIN NP database. The DIA service is delivered by the integratin f a number f functinal cmpnents. All cmpnents and the underlying netwrk cnnectivity prvide carrier grade perfrmance and availability and are at least replicated t avid any single pints f failure. DIA Number Prtability (NP) Database The DIA NP database cntains the authritative mapping f Dutch Telephne Numbers (TN) t wning Service Prvider (as allcated and regulated by the Dutch telecm regulatr). The DIA NP database is updated frm the COIN NP database DIA Registry The DIA Registry is the brain f the DIA service. The Registry fulfils three functins :- GCXS - in Cmmercial Cnfidence - Page 7 f 19

8 Number/Address Registry this hlds the list f available addresses and any assciated data. Fr example in the DIA service, the Registry will hld the Dutch Telephne numbers mapped t their SP wners. This infrmatin is btained frm the COIN NP database. Plicy Lgic Plicy lgic defines whether a call is allwed based n either cmmercial (eg is SP A allwed t send calls t SP B?), and/r technical (eg can TN A send a call t TN B, are they cmpatible?) rules. Ruting Lgic Ruting lgic defines the rute returned by the Registry fr a given call scenari. The rute returned may be different based n the TN dialled, the riginatr, the type f call etc. Intercnnect Hub The intercnnect hub is the central pint fr intercnnecting SIP Signalling and Media between DIA custmers. SPs cnnect their VIP netwrk t the Intercnnect Hub and can pass calls t all ther cnnected SPs, aviding the need t implement multiple direct VIP intercnnects. The Intercnnect Hub queries the Registry t determine whether a particular call between SPs is allwed thrugh plicy and if s where t rute the call. The Intercnnect Hub prvides the fllwing functins:- Sessin Brder Cntrl All SP SIP intercnnects t the hub terminate n the intercnnect hub SBC. The SBC supprts SIP layer security (tplgy hiding, Call Admissin Cntrl, B2BUA, SIP message validatin), and SIP interwrking (allwing different implementatins and methds f SIP t be interwrked amngst the SPs). Stateful SIP Prxy The SIP Prxy rutes the SIP messages between the SPs. The prxy's internal ruting engine queries the Registry t determine whether a call is allwed, and the apprpriate SIP rute fr the call. The SIP Prxy ruting engine supplements the ruting data received frm the Registry t allw mre cmplex ruting scenaris if required (eg first chice, secnd chice etc.). If a call requires Media Relay, the prxy will allcate an apprpriate address and prt. Media Relay The media relay is an ptinal element, and can be used t supprt particular call scenaris where media tplgy hiding r NAT traversal are required. Use f the media relay fr a particular call is cntrlled by the SIP Prxy. CDR Generatin A Call Detail Recrd is generated fr every call acrss the hub. CDRs are stred in a data- warehuse and frm the basis fr quality and usage reprting fr the DIA services. Fr Alliances utilizing the platfrm settlement ptin, the CDRs als frm the basis f all inter- prvider settlement charges. DIA IP The DIA elements, sit n a guaranteed QOS IP netwrk t ensure quality fr bth media and signalling. Custmers may cnnect t the DIA netwrk via private IP intercnnect, r via the public Internet. 9 3.1 DIA AVAILABILITY AND PERFORMANCE. DIA is designed t prvide carrier class availability and perfrmance, s that custmers can intercnnect their VIP traffic with perfrmance and quality at least equal t that delivered by the PSTN. Table 3-1 belw describes the Service Quality metrics and targets fr the DIA service. 10 4 DIA PRODUCTS. The DIA netwrk described abve is used t create a number f different intercnnect prducts. Custmers can subscribe t ne r all f the DIA prducts depending n their business requirements. DIA prducts will be rlled ut ver time based n custmer demand, and GCXS are happy t hear frm custmers where additinal prducts r features wuld be beneficial. Initially the fllwing prducts will be available :- Dutch Natinal Alliance A public intercnnect Cmmunity f Dutch natinal service prviders, fr exchanging Dutch n- net natinal traffic. Dutch Private Alliance A prduct allwing a Service Prvider t create their wn intercnnect Cmmunity with selected partners t terminate any traffic types. Internatinal Outbund A t Z PSTN terminatin via the XCnnect Glbal Alliance netwrk. Internatinal Inbund Terminatin f XCnnect Internatinally Originated traffic int the Dutch and ther transit markets. 4.1 DUTCH NATIONAL ALLIANCE (DNA). The Dutch Natinal Alliance (DNA) prduct enables multi- lateral peering f Dutch Natinal traffic between n- net Dutch Service Prvider members. The DNA service is a peering service, therefre the fllwing rules apply :- Only Dutch licensed peratrs with telephne numbers issued by OPTA can becme members. Traffic is nly allwed between On- Net numbers (ie n transit traffic) wned by the Members (ie either allcated by Opta r prted- in). Members must terminate all calls t their wn TNs, and all TNs must be available. Traffic will generally be expected t balance ver time. Members can decide t pt- ut f peering with specific ther Members. Members can chse either settlement free, r GXCS will settle fr the intercnnect traffic. GCXS - in Cmmercial Cnfidence - Page 10 f 19

11 4.1.1 Example Call Flw. Figure 4-1 belw shws an example call flw fr a Dutch Natinal Alliance call. SP A, B and C are Dutch SPs with numbers allcated by OPTA. The XC Registry hlds the TNs allcated t the 3 SPs (btained frm the COIN NP database). These TNs are assciated with the SIP trunks set- up t each SP. (1) SP A receives a call t SP A needs t determine whether this call can be sent via the Alliance i.e. is this TN n- net. SP A can determine this in three ways :- a. SP A may have access t the COIN data within an existing internal ruting system. b. Send all natinal calls t the DNA service, nn- supprted calls will be rejected and SP A can rute advance t the next carrier. c. Send a SIP r ENUM query t the DIA Registry. (2) SP A has pted fr ptin C abve, and sends a SIP r ENUM query t the DIA Registry with as the destinatin TN. The Registry perfrms an edge query and determines the TN is reachable and GCXS - in Cmmercial Cnfidence - Page 11 f 19

12 returns the SIP rute t the DIA intercnnect hub. Nte if the TN was nt reachable, the Registry will return a nt fund respnse and SP A will rute advance the call t the next chice rute. (3) SP A sends the call t the DIA Intercnnect Hub via the SIP trunk. (4) On receiving the call the Intercnnect Hub perfrms a query against the Registry. This query uses the infrmatin received in the SIP signalling (A address, B address, ther signalling data eg cdec) t perfrm a plicy and ruting lk- up :- a. The Registry will lk- up bth the A TN (+31123) and the B TN (+31789) and determine that these are valid TNs belnging t SP A and SP C respectively. b. The Registry checks that SP A and SP C are allwed t exchange traffic via plicy (in this case that they have nt chsen t pt- ut). c. The Registry returns the rute t the SIP trunk t SP C. (5) The Intercnnect Hub frwards the call t SP C via the SIP trunk. All subsequent signalling will be prxied via the Intercnnect Hub. A CDR is created fr the call and updated in real- time as the call prgresses. (6) Assuming the call is successful, the RTP media will be prxied via the Intercnnect Hub media relays DNA Perfrmance Targets. As the DNA prduct is aimed at natinal traffic, it is imprtant t cnsider end t end call quality and perfrmance. Perfrmance metrics fr the DIA netwrk are prvided in sectin 3.1 abve. Table 4-1 belw suggests sme target metrics and methds fr the end t end call, which therefre require participatin by the Member netwrks. Nte these are suggestins it will be up t the GCXS Members t determine whether these metrics are desirable r practically achievable within their netwrk scenaris. 14 4.2 DUTCH PRIVATE ALLIANCE (DPA). The Dutch Private Alliance, allws a Service Prvider t create their wn private intercnnect Cmmunity where the wning SP determines the plicy, ruting and settlement rules. Figure 4-2 belw shws an example f a private alliance. The Dutch Natinal Alliance (DNA) prduct, nly allws calls t be exchanged between n- net Dutch telephne numbers. Service Prvider D wuld als like t sell terminatin t KPN numbers via SP Ds existing direct intercnnect t KPN. In rder t d this, SP D can create a Private Alliance where SP D is the nly terminatr. SP D can add either existing riginatrs (eg SP B wh nw belngs t the DNA prduct and SP Ds Private Alliance), and invite new Members (SP C) t intercnnect just t the SP D private alliance. By default, the DPA prduct des nt supprt sphisticated ruting (any call frm SP B r SP C wuld be directed t SP D), r settlement (SP D will be respnsible fr cntract and cmmercials with SP B and C). If required GCXS can prvide a custm service which includes ruting and settlement, nce we understand SPs requirements in these areas. GCXS - in Cmmercial Cnfidence - Page 14 f 19

15 4.3 INTERNATIONAL OUTBOUND AND INBOUND. Via ur partner XCnnect, GCXS can ffer Dutch Intercnnect Alliance custmers an Internatinal Outbund service which terminates traffic via XCnnects Internatinal Glbal Alliance netwrk. This prduct uses XCnnect s direct peering rutes t SPs acrss the wrld cmbined with the XC Registry t prvide high quality, lw cst VIP terminatin. The Internatinal utbund prduct is sld n a traditinal per minute per destinatin basis using a rate sheet which will be prvided t custmers and updated frm time t time. Cnversely, GCXS wuld like t terminate traffic frm XCnnect Internatinal custmers via the DIA netwrk. This may be t Dutch custmers wn TNs nly, r ther natinal r internatinal transit rutes. 5 INTERCONNECTING TO DIA. The fllwing sectin describes the general technical requirements fr an SP wishing t intercnnect t the DIA service. As part f the service implementatin, GCXS will wrk with custmers t exchange intercnnect design infrmatin, and cnduct interperability testing. Cnnecting t DIA requires the fllwing:- Intercnnecting at the IP level t the DIA IP netwrk. Intercnnect may be via Private IP r via the Public Internet. SPs may intercnnect at tw different DIA sites fr increased resilience. Intercnnecting at the SIP and RTP media layers t the DIA Intercnnect Hub SPs need t establish at least ne SIP trunk frm their netwrk t the DIA intercnnect hub but pssibly ne SIP trunk per prduct. Generally this wuld be frm the SP SBC (r ther brder element). The SPs can establish multiple SIP trunks frm diverse brder elements if required fr resilience. SPs need t authrise RTP media t be sent frm the DIA RTP surce addresses. (eg within the SP firewall r SBC). All SIP/RTP IP addresses and cmmn SIP parameter settings will be exchanged as part f the interp prcess. Prduct Selectin. The DIA SP will indicate (and sign the apprpriate cntracts) which prducts they wish t belng t. Establish Outging Ruting Scheme GCXS - in Cmmercial Cnfidence - Page 15 f 19

16 SPs will need t determine hw t rute utging natinal traffic via DIA instead f ruting via the PSTN. A list f DIA members will be available via the DIA prtal. The SP has three ptins fr utging ruting:- (1) Internal Ruting with Internal NP data Where the SP has a sufficiently capable internal ruting engine, the SP can use the Dutch NP database t supprt NP crrected ruting t rute calls via the DIA Exchange service t thse n- net Member TNs nly. (2) Send All Calls the Originating SP can send all calls (r specific knwn ranges) t the DIA Hub. Calls which cannt be terminated will be rejected by DIA with the apprpriate SIP respnse, and the SP can rute advance the call t their secnd chice carrier. (3) DIA Registry Edge Query the Originating SP can d an All Call Query (ACQ) against the DIA Registry, the Registry will return the DIA Exchange SIP address if the call can be terminated via the DIA service. The query may be SIP Redirect r ENUM. If the call cannt be terminated via the DIA service a suitable nt allwed respnse will be returned and the Originating SP can rute advance the call t their secnd chice carrier. This methd has the fllwing advantages : The SP s internal ruting system is less cmplex, as it desn t have t integrate NP data. An All Call Query uses less switch resurces than sending all SIP calls t the DIA Exchange hub. As new SPs are added t the DIA Exchange prduct, the SP des nt have t mdify their utging ruting plan. Billing and Recnciliatin Depending n the prduct, the SP needs t cnsider any impacts n internal billing and recnciliatin systems fr the end- t- end traffic. Custmers will be able t access the DIA prtal t get reprts n traffic usage and perfrmance (and CDR detail) t understand the vlumes and flws f traffic with ther Members. 17 6 OPERATIONAL SUPPORT. In additin t a highly resilient design and exacting perfrmance criteria, the DIA service will als be supprted n a 24x7x365 basis t mnitr and repair the DIA platfrm, and respnd t custmer truble tickets utilizing the prven GCXS custmer service desk Mnitring and Repair. The DIA service will be mnitred n a 24x7x365 basis, via alarms and traps generated by the DIA platfrm cmpnents, and traffic level mnitring and alarms (eg ASRs, PDD, call attempts etc). DIA includes a 24x7x365 Helpdesk available t reprt and respnd t custmer faults and inquiries fllwing standard GCXS supprt and escalatin prcesses. An peratinal manual describing cntact pints, instructins n raising truble tickets, escalatin prcess and target respnse times will be prvided t SPs at hand- ver time Intercnnect Implementatin. New DIA custmers will be implemented via an Intercnnect Implementatin prcess managed by GCXS. The Intercnnect prcess includes intercnnect design, cnfiguratin dcumentatin, intercnnect testing and CDR/billing validatin (between the SP and the DIA service). 7 COMMERCIAL. 7.1 CONTRACTUAL MODEL. SPs wishing t sign up t the DIA service will sign a cntract with GCXS which includes the fllwing: GCXS Master Service Agreement (MSA) The GCXS MSA cvers the generic terms and cnditins applicable t all GCXS services. This mdel allws SPs t exchange traffic, withut having t sign individual cntracts with each DIA member. 7.2 DIA PRICING. DIA pricing cvers the cnnectivity and intercnnectin f calls acrss the DIA platfrm as described abve, and is paid by the SP t GCXS. A minimum term f 12 mnths applies. GCXS - in Cmmercial Cnfidence - Page 17 f 19

18 DIA pricing is bth Service based & Usage (minutes) based. SPs can chse t jin ne r mre Alliances / Prducts & will pay fr the number f minutes cnsumed under the specific Alliance / Prduct. DNA pricing is available n request. 7.3 ALLIANCE INTER SP SETTLEMENT. SPs will sign an Alliance schedule fr each Alliance they wish t jin (assuming they are eligible). The Alliance schedule utlines the terms and cnditins, and bligatins assciated with Alliance membership. The Alliance schedule als describes the settlement regime used between Member SPs fr intercnnect traffic. This mdel allws the Alliance members t exchange traffic withut having t separately cntract with each new Alliance member. The Dutch Natinal Alliance (DNA) ffers 2 main settlement mdels between SPs: a traditinal Settled/Terminatin Rate mdel (DNA Settled) & a Bill & Keep/Settlement Free ne (DNA Bill & Keep). The DPA settlement mdels are left t the free chice f each DPA SP member t agree hw they settled with their chsen DPA SP partners Dutch Natinal Alliance (DNA) Settled SPs subscribing t this Alliance will need t settle fr the traffic exchanged ver the DIA service. Terminating Rates and terms fr such traffic are left t the subscribing SPs t agree, but are expected t mirrr the Dutch Regulated terminatin rates. Settlement service amng DNA members are prvided by GCXS, r SPs can settle fr traffic charges directly amng themselves, if s they wish., The DIA Service will prvide a mnthly traffic & minutes reprt (available via the prtal). The reprt will be prvided t each SP (fr their specific riginating and terminating traffic).
