4 1.0 Introduction The vision of the Northern Corridor Transit Transport Co-ordination Authority (TTCA-NC) is to contribute to sustainable social and economic development of its member states through an integrated transport system that promotes national, regional and international trade. In order to achieve this vision the Authority s mission is to transform the Northern Corridor into an economic development resource offering internationally competitive transit transport services, promoting national and regional trade and integration, and creating opportunities for private sector investments along the corridor. The Secretariat of the TTCA-NC continuously seeks to provide sound advice to the Authority and its Board concerning policy development and implementation initiatives facilitating cost-effective transport operations along the Northern Corridor. To enable this function and enhance its service to public and private sector stakeholders, the Secretariat has established a practical corridor performance monitoring system by defining and tracking a set of indicators measuring the performance of the Northern Corridor. This supports the TTCA-NC vision though; 1) Identification of areas for improvement in relation to targets (or benchmarks); 2) Provision of a set of tools for diagnosing problems/bottlenecks on the corridor; 3) Measuring the evolution of the corridor leading to the measurement of the effectiveness of programs designed to address problems/bottlenecks Online and offline generation and dissemination of information, including the production of quarterly reports on corridor performance indicators by TTCA-NC Secretariat, requires a web-based observatory software system. This manual documents the Transport Observatory Project (TOP) website developed by the TTCA-NC and partners to avail the observatory database to stakeholders for their data analysis needs and to allow the generation of ad-hoc reports as may be required. 4

5 2.0 General Information The TTCA-NC Transport Observatory Project (TTCA-NC TOP) website, is navigable through items grouped by context. Authorized features are accessible by left-clicking the appropriate active links, images or distinctly coloured headings as shown in figure 1. 6 2.1 Change language The TTCA-NC Website is viewable in three languages to facilitate easy access by member states. These are; - English - French - Arabic Click the Change language English French Arabic links on the home page to switch the navigation and menus to a language of your choice. Note: Availability of content in the language of your choice is independent of navigation system language selection. 6

7 2.2 Stakeholder Login In addition to features accessible to users, stakeholders can download standardized data used to generate indicator charts. A separate feature for stakeholder login and account management is provided under the Stakeholders link on the Menu Bar and also at the Login to your account link on the top right hand corner. Stakeholder accounts are created by TTCA-NC TOP Administrator. 1) Log in using your correct Username and Password under the Stakeholder link on the Menu Bar and click Login to your Account on the top right hand corner. 2) To receive a password remind, provide your Address in the Forgotten your Password form. 8 2.2.1 Changing Stakeholder Account Information 1) Click the Change Account Info button on the Manage My Account page accessible upon stakeholder account login. 2) Update any information in the Edit Account Details form, taking note of the mandatory data items marked with an asterix(*). 3) Click Update My Info when done. 10 2.2.2 Change Stakeholder Password 1) Click the Change My Password link on the Manage My Account page accessible upon stakeholder account login. 2) Provide your Current Password and New Password. 3) Confirm Password and click Change Password when done. 11 3.0 Northern Corridor Indicators Northern Corridor Indicators based on standardized computerized data are accessible by clicking the Northern Corridor Indicators link in the Menu Bar to reveal a choice of search options. To view an indicator report, chose between combinations of below operations: 1) Select between View by {Category, Disaggregation or Data Source} 2) Select an indicator genre under each View by XXX group 3) Scroll through the list of Available Indicators and click the link to the desired indicator 4) Use any combination of steps 1, 2, 3 as convenient 11

14 3.3 View By Data Source View By Data Source tab filters indicators retrieved by {Electronic Data Source, Surveys, Node Audits} Figure 8 - Indicator Report: View By Data Source If sufficient data is available to build the indicator, it is displayed as: - a graph (bar, pie or other), - standardized data used to generate the graph - links to download the indicator report in either PDF, Excel, JSON or XML formats. Check the Filter By {Year, Reporting Period or Month} boxes to select reporting period 14

15 3.4 View By Location View By Location tab reveals a GoogleMap with selectable icons showing location of {Border Post, Sea Port, Lake Port, Airport} To View Indicators by Location 1) Check one or more of the Transit Points{Border Post, Sea Port, Lake Port, Airports} boxes. Features represented by the check boxes selected appear on the map with the corresponding icon on the location of interest. 2) Click the location s icon to reveal a list of Available Indicators associated with location. 3) Click any of the Available Indicators to view Indicator Reports associated with that location Click icon to reveal Available Indicators to the right Figure 9 - Indicator Report: View By Location 15

16 3.5 Embedding Indicator Report in another location internet location To embed indicator report for viewing in another internet location e.g. your blog, 1) Click the Embed Graph link 2) Copy the internet address(url) in the Embed Graph text box that pops up 3) Paste the copied internet address (url) to the blog or other internet location Copy this internet address Click to pop up embeddable internet address 16

17 3.6 Downloading Indicator Data (Stakeholders feature) The TTCA-NC TOP website enables stakeholders download the standardized data used to generate indicator reports. Data is available by clicking the Export PDF Excel JSON XML link at the bottom left hand corner and selecting an appropriate download directory. 18 4 Downloading Documents To download published documents 1) Click the Downloads link on the menu bar to access the Document Centre listing available documents 2) Left-click the Download link next to any document s description to download it or right-click and select any other option on your computer s context menu. 19 5.0 News To access news articles published by the TTCA-NC TOP and partners 1) Click the News link on the menu bar to reveal news items 2) Click on the news article heading highlighted in blue to view related content 3) News articles are also highlighted on the right hand of the home page Figure 12 - View News Updates 19

20 5.1 Comment on News Articles 1) Type your comment in the text box below each article. 2) Attach an optional image by clicking the +image button below the text box. 3) Click the Post as button when ready. A valid address or selection of the listed internet services accounts is required to complete posting your comment; 4) To receive other users comments on the article via , check the Subscribe to all comments by box. The RSS link enables receiving real-time updates when content of the page changes. 5) You may click I like this page (or comment) or I don t like this page as commentary 6) Click reply to respond to a particular comment. 7) Depending on the likes and posting time, comments may be sorted using the Sort by drop down list Figure 13 - Comment on News Articles 20

21 6.0 Events The TTCA-NC TOP publishes industry events under the Calendar link of the menu bar. To view events; (1) Click the Calendar link on the menu bar. (2) Select between the pink and red buttons to view event listings for the month. The current selected month is enclosed in a red box, months with event listings are enclosed in a pink box, while months without events are enclosed in gray boxes. (3) Upcoming Events are also listed on the right hand side of the home page. Figure 14 - Events Calendar 21

22 7.0 Enquiries To make enquiries to the TTCA-NC 1) Right-click the Contact Us link on the menu bar 2) You use either a. The Post Office Box to send mail b. 23 8.0 Receiving Newsletters To receive TTCA-NC TOP newsletters in your mailbox, provide your names and a valid address in the Newsletter Subscription form displayed on the home page. 23

24 9.0 Terms of Use The TTCA-NC TOP website maintains a Terms of Use advisory accessible via the Terms of Use link at the bottom left of the Home Page. 24

25 10.0 Receiving Syndicated Updates via RSS The TTCA-NC TOP website provides a Really Simply Syndication (RSS) facility enabling distribution of content updates to internet users. It is accessible under the RSS link at the bottom left of the home page. Figure 16 - Subscribing to RSS feeds 25
