1 1. Log into your IPAS account at: 2. Click on Manage Counselors & Badges 3. Click on Add Certified Enrollment Counselors pg. 1

Complete the Counselor Information section ** IMPORTANT: A Driver s License or Identification Card number AND Certified Agreement must be uploaded for each CEC for the Download Forms link to generate. This link will direct you to the CEC s pre-populated, required background clearance forms. Forms that are not prepopulated via this link WILL NOT be accepted. **IMPORTANT: A photo for the CEC must be uploaded under the Profile Information section before the individual will be set as ready for training. 5. Click Save pg. 2
3 6. Click on the Entity Application tab 7. Click on Certified Enrollment Counselor 8. Click on the Download Forms link next to the name of the appropriate CEC 9. There are two required forms that must be downloaded. Click on the Request for Live Scan Form and the Criminal Disclosure Form links to retrieve them. Provide your CEC with one copy of the Criminal Disclosure Form and two copies of the Request for Live Scan Form. **IMPORTANT: These forms are personalized and should be downloaded separately for each individual. pg. 3
4 FOR CECS AFFILIATING WITH MULTIPLE CEES For Certified Enrollment Counselors who want to affiliate with multiple Certified Enrollment Entities, the follow these steps must be taken to expedite their dual affiliation status: 1. New CEE must add the CEC to their counselor roster 2. Indicate that CEC is already affiliated with another CEE by marking the appropriate box during the addition process and include the CEC s certification number 3. Complete an additional CEC Agreement for the new CEE affiliation **CEC must have a unique CEC Agreement for each CEE affiliation 4. New CEE must upload a photo for the CEC in IPAS 5. CEC can expect to receive a new delegation code and an updated CEC badge that lists their corresponding affiliations 6. CEC must use the new delegation code to create a new user account with Covered California ** A CEC must have a different Covered California user account for each CEE that they are affiliate with. CECs must sure they are logging into the correct user account for the entity they are serving at the time. TROUBLESHOOTING TIPS Users who are experiencing difficulty with any system should: 1. Log out of the system 2. Clear their browser history 3. Log back into the system REMINDER: Switching browser may also resolve the issue. Use the following instructions to clear your cache according to the browser you are using. Browser: Firefox 1. At the top, left corner of the Firefox window, click on the Firefox button 2. Hoover over the History tab and select Clear Recent History pg. 4
5 3. Select Everything under the Time range to clear drop down menu 4. Make sure the following options are checked: a. Browsing & Download History b. Cookies c. Cache 5. Click Clear Now Browser: Chrome 1. At the top, right corner of the Chrome window, click on the button with the three horizontal lines 2. Click on History pg. 5
6 3. Click on the Clear browsing data button 4. Select the beginning of time under the Obliterate the following items from: drop down menu 5. Make sure the following options are checked: a. Browsing b. Download History c. Cookies and other site and plug-in data d. Cache images and files 6. Click on Clear browsing data pg. 6
7 Browser: Internet Explorer 1. Click on the Tools icon at the top right corner of your IE browser 2. Hoover over the Safety tab and click on Delete browsing history 3. Make sure the Preserve Favorite website data option is unchecked and the following options are checked: a. Temporary Internet files b. Cookies 4. Click on the Delete button pg. 7
