1 Citizens MapViewer User Manual This guide has been designed with step-by-step instructions to help familiarize you with using the city s Citizens MapViewer. Each of the controls (menus and buttons) is explained to help you learn how to move around in the map and get to your specific area of interest, and how to display commonly requested data using the map. Several examples have been included to demonstrate how to view data, and build and print customized maps tailored to your needs. Getting to MapViewer The City of Midwest City s Citizens MapViewer is accessed by going to the city s website at MidwestCityOK.org and clicking on the map link in the bottom bar: You will be taken to the GIS/Mapping page, where you can go to the Citizen MapViewer page then click on Midwest City Citizens MapViewer The MapViewer opens up and you will be shown the following screen: Notice the buttons and menu bar in the top left corner. The ones along the side are the navigation buttons used for moving around in the map (zooming in and out; panning across, or up, or down, to a new area), marking a spot to identify/get information, and changing to a specialized view, such as street view. Along the top is a menu bar for working with the data and creating customized maps ( Maps Search Tools ). Also, Midwest City Citizens MapViewer 1 Version 2 6/2/2017

2 there is a Find address box where you can type in an address or place name to have the map viewer find and zoom to that location. Inside the map display area, in the top left corner are the Plus/Minus zoom buttons; in the bottom left corner is the map scale bar; and in the bottom right corner shows the X and Y coordinates of the cursor in Map Units. New on this version is the Table of Contents on the right side of the screen. Along the top there is a background slide button, which allows you to move and slide between the map view and the satellite view (Aerial view) as the background for the display. These are described in more detail below, after the navigation buttons. When you zoom-in or out on the map, notice that the scale bar in the bottom left corner of the screen adjusts, to match the appropriate scale of the map. The Navigation Buttons Zoom In button click on this, then either a) click on map and use mouse wheel to scroll in, or b) click and hold left mouse button down while moving mouse to create a box around your Area of Interest (AOI). Release mouse button to zoom into the box as drawn. The more zoomed in you go, the more information (street names parcels address points) is displayed on the map. Zoom Out button - same as above, but zooms out instead. Pan button use like a hand moving the page by clicking on this button, then click on the map and hold and move your mouse across the screen to shift the map in that direction. Also activates the scroll wheel. Zoom to Full Extent button - click to reset the map display to the full extent/size. Especially useful when you change the size of your internet window and want to re-center the map. Zoom Previous Click to return back to the previously zoomed view. Zoom Next Click to move to a previous zoom window, if you have been zooming in or out. Identify Click on this, then on the spot on the map for which you want information. The Identify button needs a little more explanation. Once you select the Identify button by clicking on it, you can click on your area of interest on the map to get more information about that spot. 3 The Identify Pin appears on the spot you selected Bar between panes (click & move over to widen Features) In the Identify Results panel, notice the bar between the Features pane on the left and the Details box on the right (empty for now) can be moved over to widen the Features pane so the entire feature s names show, like Code Enforcement District. If you get several listings for one feature, you may need to zoom in closer before you click Identify. Note that if you get this warning: You simply need to go to the Table of Contents and click on the box for Map Layers of Interest. Additional information can be mapped and listed from the Identify Results panel by clicking on any of the items displayed under a feature, such as the word South under the Code Enforcement Districts feature. New information will be listed in the Details box, like the Code Enforcement Officer s Name, etc, and the area for the Code Enforcement District South will be automatically shaded on the map. Note that if the whole screen is shaded in one color, you may be zoomed in too close and need to zoom out to see the actual boundaries, if desired. 4 The Identify Results panel can be moved out of the way by clicking on its title bar (click next to the words Identify Results and hold down the button) and dragging the panel elsewhere. If you close the panel, the Identify Pin and shading will also disappear. Close Under the Identify button are the final two Navigation Buttons: Bing Bird s Eye & Google Street View. These buttons will open a new window and display the selected area using the selected View. Bing Bird s Eye view Google Street View Midwest City Citizens MapViewer 4 Version 2 6/2/2017

5 Bing Bird s Eye view: Google Street View: To exit this window, either click on the X in the top right corner of the window, close the current tab along the top, or click on the tab for Midwest City MapViewer. Notice that the currently selected navigation tool is darkened with gray. The Zoom-Out button is darkened and is the active navigation tool The Plus/Minus Zoom Buttons Also, in the upper left corner of the map display area, there are 2 buttons to zoom in and zoom-out. Plus button to zoom in Minus button to zoom out The difference with these buttons verses the ones on the navigation bar is that once you click on the Plus or the Minus button, it zooms in or out around the center of the map screen, and then you can also use the scroll wheel on your mouse, and you can click and drag to move the map around. When using the Zoom-In or Zoom- Out (plus or minus magnifier glass) in the navigation bar, if you click and drag, it will draw a box for the zoom in/out area. 6 Note that if one of the Zoom-In/Zoom-Out buttons is darkened on the navigation bar as the last active navigation button, then the Plus/Minus buttons will function the same way as the Zoom-In/Zoom-Out buttons. To change this, click on the Pan (hand) button or Identify button first. The Pan button is darkened and was the last active navigation button Scale bar and coordinates Embedded along the bottom of the map display is a scale bar on the left, and map unit coordinates on the right. The scale bar adjusts from multiple miles, to 60ft in increments, as you zoom into the map. The coordinates show the location of the cursor (or the spot where the cursor left the map) in map units. If you want to find the Degrees-Minutes-Seconds coordinates of a specific spot on the map, you can use the Tools tab of the menu bar, which will be covered under the Menu Bar instructions (after the Table of Contents descriptions). Table of Contents (and Map/Aerial Display) On the right side of the screen, you can change the maps background display, as well as toggle on and off any of the themes of information (datasets). Map View Aerial View Slide Button changes the display Click and drag Use the Background Slide button by clicking on it, holding it down, and dragging it back and forth, to intensify/diminish the appearance of the map and/or aerial image for your background display. To view additional layers on the map, click on the arrowhead next to each dataset name (Map Layers of Interest, Engineering Layers, and Base Map Layers) to open them up. For example, to look at the Map Layers of Interest information, click on the arrowhead Interest: Datasets to see what layers are available in Map Layers of Midwest City Citizens MapViewer 6 Version 2 6/2/2017

7 Click arrowhead to open Click on box to turn on dataset and layers (click again to turn off) Click on the box next to each layer name (like Trails and Subdivisions ) to see what features can be clicked on and displayed. Click again to turn off each layer. Trails and Council Wards have an additional arrowhead which can be clicked on to see the sub-categories. Note that none of these will display unless the box next to the dataset name (Map Layers of Interest) is checked on too. For most maps, it is helpful to have the Base Map Layers clicked on, which is the default, to show the city boundary, streets, and parks with their labels. Because they are part of the base layer, turning most of these off will only remove the labels from the display. You need to zoom in more before these layers will display Midwest City Citizens MapViewer 7 Version 2 6/2/2017

8 Notice when zoomed out too far, not all features display, such as golf course holes, and they will not display until you zoom in closer. When zoomed out too far, the scale is too small to clearly show the information in those layers, even if they are checked on, so the layer name is grayed out. To get access to those features, click on the Zoom-In button along the side, and box-in (or scroll into) a smaller area. Later you can always scroll around in the map using the Pan button, to see other areas that don t show on your screen at once, at that scale. (The current application may not show the contents the same as this manual, but these instructions are still valid when you see a data item grayed out). NOTE: As you zoom in, you will see approximate parcel or lot lines. Due to several factors, these do not always line up properly, and are shown as a general information resource only. For official parcel information, including legal descriptions and ownership information, go to the Oklahoma County Assessor s website at The Menu Bar When creating customized maps, you will need to use the Menu Bar items ( Maps Search Tools ) which are found along the top in the menu bar: When you click on any of these words, a drop down menu will appear with further choices. Maps When you click on Maps the Saved Maps/Print Map button appears: Saved Maps only saves an editable version of the image as you see it on the screen, whereas Print Map enables you to put the map in a template with a title, date, North arrow and scale, but is not editable: Midwest City Citizens MapViewer 8 Version 2 6/2/2017

9 Saved Map Print Map (using CitizenMV_PrintTemplate) Saved Maps You can save, , edit and reload a saved map by clicking on the Maps Menu button and Saved Maps: Clicking on Saved Maps will give you the following panel, with the name of any maps you may have previously saved on your computer (as long as Cookies have not been deleted): Type in name, then Click To save a map you just built, give it a name in the Save a new map Name box, like Trails Near Senior Center, and click on the Save Map button. From this panel you can also Open a previously saved map, Update it after you have added new mark-ups, Delete it, or Share by as an attachment, by clicking on the map s name, under Your saved maps:. This highlights the selected map, and then you can click on the appropriate button, like. If you a link to your map, don t delete it until you are sure the recipient has successfully opened your map. 10 Note: Saving and re-opening your map is a wise step if you want to perform several searches or make various Mark-ups on the same area. If a search takes you outside of your area of interest, you can simply re-open your map in Maps -> Saved Maps. Once you have features selected (highlighted), Save Map first. Then Open Map, and then add your Map Mark-ups (such as Annotation) before using Print Map (this will ensure the selected features are highlighted on the printed map. The Measure Tool cannot be turned off once it is used without closing the box and losing that work, so print map if you want to keep the segment measurements for your records. For example, if you use Measure to estimate the length of a trail, print the map before you close the measure box (even if you Save the map with the measurements on it, once you close the Measure box, they will disappear). Note: When you Save Map, any annotation you added will not be saved exactly where you placed it. This is a technical issue the software vendor is addressing. Spacing of type (annotation) as drawn: Spacing of type (annotation) when saved: WARNING NOTE: Also, when you Save Map, it is saved as an Internet Cookie, and will only be available to be retrieved/loaded as long as the browser s cookies are not deleted. Unfortunately at this time, there is no way to permanently save a copy you can edit. We recommend you save a digital copy of your map as a PDF into a folder (see instructions at the end of Print Map or Map Mark-up), insert the PDF into Powerpoint, and then add additional markups in Powerpoint. The software vendor has noted this functional request and hopes to have that ability in a future version. Print Map If you would like to print a map, it is highly recommended you use the print tool in the Citizens MapViewer to create a file that can then be printed, rather than printing the screen straight from the browser window, since your browser s print tool may not always work properly. To view or print your map, click on Print Map: Midwest City Citizens MapViewer 10 Version 2 6/2/2017

11 The following Print panel appears: Type in the title you want printed along the top of your map in the Title: box. Then click on the dropdown arrow after Layout to open the dropdown menu, and select whether you want to use the pre-designed template (CitizenMV_PrintTemplate), which includes your title, the date, a North arrow, and the map scale set for an 8-1/2 x11 paper; or if you only want a plain map. These are the choices: Click on dropdown arrow Arrow Bar to scroll right to see type that didn t fit in box, ie CitizenMV_Template Click on the dropdown arrow after Format to assign an image format (PDF is the default) Note that you can move the scroll bar for additional choices: Midwest City Citizens MapViewer 11 Version 2 6/2/2017

12 Move scroll bar down to save as EPS, SVG, or SVGZ, if desired But realize at this point it will just be a PDF (or other format) in your computers cookies. After this step you can save a digital copy to a more permanent location if you want. On the right side of the box are 3 scale choices. The map will default to print at the current scale, unless you select one of the other two choices by clicking on one. If you select Print to set Scale, you will need to type in the scale you desire: Type in desired scale Then click Print Map Note: Remember, a scale of 1:12,000 means 1 inch on map equals 12,000 inches on the ground, or 100 feet. If you want your map scale to be an even number, such as 1 in = 400 ft, use a multiple of 12, such as 1:4800; 1:3600 (1 inch on map equals 300 ft on ground), 1:600 (1 inch equals 50 feet), etc. Below is an example of each of the 3 scale selections using the template CitizenMV_PrintTemplate. 13 Map extent as it appears on the screen, centered on Reno Ave and Midwest Blvd: Print to Current Scale Print to View Extent Print Specified Scale (1:12,000 which is 1 =1000 ) Note the screen map is centered and clipped to the current scale 1 =1,892. It only shows what will fit in the map frame space at that scale. Note the entire screen map is shown, plus more, and the scale is now 1 =4,135. It fits the horizontal dimension into the space and includes more of the vertical dimension. Note the center most part of the screen is zoomed in and mapped at the specified scale of 1:12,000 which is 1 = Midwest City Citizens MapViewer 13 Version 2 6/2/2017

14 When you are finished setting up your map, click on, and the map will appear on your screen (depending on which browser and version you use, your screen and choices may look different than that shown below). If you want to make an adjustment, you can close it and re-center your map, or make changes to the scale, testing it out by clicking Print Map until you are satisfied with the final product. If you use the Internet Explorer browser and saved your map as a PDF, you can hover the cursor over the bottom center of the map, until an Adobe taskbar appears, so you can zoom in and out and Save (a digital copy) or Print your map: Midwest City Citizens MapViewer 14 Version 2 6/2/2017

15 hover the cursor until the Adobe taskbar shows up If you want a paper copy, then click the Printer icon here; or your computer s Printer icon, ; or File and scroll down to Print ; or the Tools/Settings cog if you use Explorer), and check your settings in Page setup and Print preview, and then it is ready to Print : Click File on the Menu bar, or the MapViewers Map->Print MapPrinter icon on the Command bar, if shown For Firefox Mozilla users, you may get an empty page that says about:blank : Midwest City Citizens MapViewer 15 Version 2 6/2/2017

16 Just click the Download button: Firefox users: Click the Download icon, and then on the computer-generated filename for your map: Your map should print to your screen, and is now ready for you to inspect, check the Printer Properties, and print a paper copy. Save a Digital Copy If you want to save a digital copy of this map, you can save it into whatever folder you want as a PDF or JPEG, etc. There are several ways to do this. Use Ctrl + S; or in Explorer, click on the Save a copy icon on the bottom: Click on Save a copy icon (Hover along bottom of map for menu buttons to appear) or the Page dropdown arrow (depending on your version), which is along the top of the map (or you can it by clicking on the Mail icon); or click on File in the Top left corner and choose Save as (or ). 18 Select the folder you want your map to be saved in, change the name to something you will recognize later (such as your map title), and click Save. To get back to the MapViewer, just close the tab for the map, or just click on the second tab. SEARCH Click on the Search menu button to get to the Common Searches button: Click box to Search current map extent only Midwest City Citizens MapViewer 18 Version 2 6/2/2017

19 To find a street, you only need to know part of the name, like Pine. If you only want it to search in the area you have zoomed into, Click to check Search current map extent. Click on X to close, and return to map You can export this list as an Excel file Click on one street name to zoom in Click on maximize to show entire list; or minimize to see partial list inside map plus see the corresponding streets highlighted. To search for Parks, click on the Parks tab. If you don t know the name of the park, just click Search, and a list of all the parks will be generated. Just make sure the box for Search current map extent is not checked. However this box is useful if you only want to see the parks in a smaller, local area into which you have zoomed into on the map, like around your house. Type in a Park name, or leave blank to get a full list of Parks. Midwest City Citizens MapViewer 19 Version 2 6/2/2017

20 If you click on a Park Name in the list, the map will zoom to that park. Another Common Search is for the boundary of a Neighborhood Association. Like the Parks search, if you don t know the name of the neighborhood association, just click Search, and a list of all the neighborhood associations will be generated. Then click on the one of your choice, and the map will zoom in to its boundaries. The other way is to turn on Neighborhood Associations under the Table of Contents-> Map Layers of Interest and zoom in to your area of interest to find the information. TOOLS Click on the Tools menu button to see Map Markup, Coordinates, and Measure: Map Markup Click on Tools and drop down to Map Markup to find drawing options to add information to your map. When you select one of the symbols, a new dialog box opens with more choices, so you can cutomize your line or symbol weight and color, etc: Midwest City Citizens MapViewer 20 Version 2 6/2/2017

21 If you are not happy with the placement or look of your symbol on the map, click undo, and zoom-in or out, and try again. But realize that if you Print Map at any scale beside Current Scale, the annotation will move and change size relative to the map elements. Measure Click on Tools and drop down to Measure to find the coordinate location of a point, the length of a line, or the area of a polygon, but realize this is a reference tool only, and cannot be saved on the map: Then click on the Point, Line, or Polygon (Area) icons to get other choices relevant to the measurement you want: The coordinates of a Point can be shown as Map units; Decimal Degrees; or Degrees, Minutes, Seconds; by clicking on the Dropdown arrow: Midwest City Citizens MapViewer 21 Version 2 6/2/2017

22 Click on dropdown arrow to choose: Map = Map units Decimal Degrees Degrees, Minutes, Seconds Note: A more accurate result of the map coordinates will be generated if you zoom in close before you click on the point on the map - but realize the map and its coordinates are not precise, and are meant only as a general information resource. You can zoom by using the scroll dial on your mouse, or the + and - signs on your keyboard. You can pan by using the arrows on your keyboard s number pad. The Line measurement calculates the distance between two features, and the direction/angle of the measurement. Use the dropdown arrow after Feet: to choose the unit of measurement, and after Polar: to choose the direction measuring system: A Polar angle uses N for the starting point, as zero, and increases clockwise, going up to 359 degrees, 59 minutes and seconds when it returns at 360 degrees to zero; whereas a Survey anngle uses four 90 degree quadrants, measured by starting with N heading E, S heading E, S heading W, and N heading W. True N is 0; true S is -0; true E is N 90 E; and true W is S 90 W. Click on the map at your starting point, and on as many other points as needed along your line. Then doubleclick to finish your line. Notice that as you draw the line, the length of the segment just draw is added, each time you click on a new spot. 23 Note: Unfortunately there is no way to undo a poorly placed segment. If you click on an unintended spot, double click to finish that section, and then Save Map (the measurements will disappear after the next step), because you have to close and re-open the MapViewer and your map to restart the Measure Tool so you can start over. After you complete your line, you can change the Unit of Measure from Feet to Miles, if you prefer to see the distances that way. If you want to keep the segment measurements on the map for your records, Print Map before you close the measure box (even if you Save the map with the measurements on it, once you close the Measure box, they will disappear).the only way to save the total length and the list of measurements is to do a Print Screen or use other screen shot or clipping software. The area and length of the perimeter of a polygon can be measured using Area. Use the dropdown arrow after Miles: to choose the linear unit of measurement, and after Acres: to choose the areal unit of measurement, and after Polar to choose the angle method to display: Midwest City Citizens MapViewer 23 Version 2 6/2/2017

24 Click on the map at your starting point, and on as many other points as needed to form your polygon; then double-click to finish your polygon. The area, lengths and angles are then displayed: If you decide you want to see the same area in a different unit of measurement, simply click back on the Acres: dropdown arrow, change it to Sq Feet, or whatever other unit you prefer, and it will be automatically recalculated. If you want to keep the segment measurements on the map for your records, Print Map before you close the measure box (even if you Save the map with the measurements on it, once you close the Measure box, they will disappear).the only way to save the total area and length, and the list of measurements, is to do a Print Screen or use other screen shot or clipping software. Find Address or place Next to Tools is a Find address or place box and search icon Midwest City Citizens MapViewer 24 Version 2 6/2/2017

25 As you type in an address or place name, suggestions pop-up so you can select one and not have to type the whole name. Note that this is based on an outside search engine, so not all of the suggestions will be in Midwest City, and certain locally important places will not come up, like City Hall! In this case you have to type in the address. But Carl Albert comes up: Once you click on the appropriate suggestion, the map zooms to that spot, and places a blue pin and a search result box with a Zoom to link if you want to see the area closer. 26 That was the last option, and completes the explanation of the Navigation buttons on the Toolbar, the Menu buttons on the Menu bar, and the Table of Contents Layers in MapViewer. You are now ready to make some simple maps and display locational information for our city! Other Helpful Tips If you save the MapViewer address to your prefered browser s home page as a favorite on the menu bar, you can get to it easily by clicking on the MapViewer icon. After a period of non-use, the MapViewer may time out and stop working, and any work that you did not already save will be lost. So save maps before you walk away, if you intend to keep them. The ObjectID that shows up in lists when performing Common Searches is just a computer generated number that has no other significance. Note that if you get this warning when using Identify: You simply need to go to the Table of Contents on the right side and click on the box for Map Layers of Interest. If you want to make a map with Mark-ups, Zoom-out a little beyond your area of interest, and position it in the center of the screen. That way you can Print Map using Current scale so that your Mark-ups will not change size or position, and you won t lose part of your area of interest: Midwest City Citizens MapViewer 26 Version 2 6/2/2017
