Scope The purpose of this survey is to catalogue available monitoring networks within European regional seas, in the context of pressure-related monitoring providing the basis for assessing biodiversity responses to pressures. Therefore this survey will focus on particular MSFD descriptors such as biological diversity (D1), non-indigenous species (D2), food-webs (D4), and seafloor integrity (D6), as outlined in the EU Commission Decision of 2010 (COM Dec; 2010/477/EU)1. Our aim is to perform a critical analysis of existing monitoring and recommendations for the future. You can read more on the context of this survey in the DEVOTES project website: In this sense, for the present survey, please include in the tables only monitoring programs suitable to address the biodiversity related descriptors, namely assessment criteria of D1, D2, D4, or D6. 6 D 1.3 Annex 1 Guidelines to fill DEVOTES Catalogue of Monitoring Networks The catalogue is in a excel file where you will find two main tables: 1. the catalogue itself (image below) in the second spreadsheet "WP1 - MONITORnetworks catalogue"; use this one to add your inputs on the general features related to the monitoring programs; and 2. the parameters table (image below) in the third spreadsheet "Param & physico-chemical data"; use this one in case you have or wish to add information on the type of parameters collected, and supporting physico-chemical data, within specific monitoring programs indicated in the catalogue table. The remaining spreadsheets have supporting information to help fill some fields of the catalogue, namely specific terms definitions and marine regions geographical location. Figure 2. The catalogue is structured in three levels: monitoring program level; monitoring networks level; and web-platforms level. Some details on each below. LEVEL 3 - Monitoring Program level (columns A to CW) Includes several fields describing the general features of each monitoring program, grouped into eight main categories: 3. Monitoring Program general information (columns A to I); 4. Scope of monitoring (columns J to N); 5. Relation to GEnS descriptors (D) D1/D2/D4/D6 (EU Com Dec 2010) (columns O to R); 6. Availability of supporting physico-chemical data (column S); 7. Correspondence with biodiversity components (columns T to AZ); 8. Correspondence with habitat types (columns BA to BC); 9. Relation with specific pressures (columns BD to CO); 10. Geographical range/scale of coverage (columns CP to CW); 2
7 LEVEL 2 - Monitoring Networks level (columns CX to DA) Includes fields relating to collaborations between countries: 1. Does the programme form part of a monitoring network? 2. Network name 3. Which other countries are involved (here you can list the countries or simply state that they are (for example) OSPAR contracting parties). 4. Provide the weblink. LEVEL 1 - WebPlatforms level (columns DB to DD) Includes details of data provision (column DB). Does the monitoring programme provide data and if so, to whom? In the example, the CSEMP programme provides data to OSPAR (column DC) and the data are accessible through (column DD) _000000_ Alternatively, a monitoring programme may take/use data from such a platform. 2. Instructions to fill the table WHAT CAN YOU FIND HERE In this supporting document you will find general guidelines (section 2.1) and topic specific guidelines (section 2.2) to help you fill the catalogue; please read them before entering any data in the tables. To help you fill your data in the catalogue (excel table) check information already entered for several monitoring programmes. Currently, there are 751 entries (751 rows) relating to 192 monitoring programmes. To each programme corresponds a unique Code (column B), for e.g. code 1 was given to all entries under the CSEMP - Clean Seas Environment Monitoring Programme 2. Add your contributions below the ones already in there. Differentiate between different programmes you will include in the catalogue (not entries), re-initiating your Code numbering from 1 (column B). The unique code for the monitoring programme will be generated a posteriori by concatenating your contributors code with each monitoring programme code. 3
8 D 1.3 Annex 1 Guidelines to fill DEVOTES Catalogue of Monitoring Networks ATTENTION Do NOT FORGET to indicate details of the Institution and contact of the person filling in the table (Read me - spreadsheet 1), so that we can easily track the origin of the data and contact you for any queries we may have on the information you provided. Do NOT CHANGE the structure of the catalogue by adding extra columns to the table. For any comments/suggestions you might have, please use the space given in the excel file Read me spreadsheet or the Observations column DE at the end of the table (for specific comments related to each monitoring program) General guidelines Fill the table following the instructions given under each field in italic green/blue (e.g. in Figure 3), and respecting the guidelines outlined in the bullets below. 9 TYPE OF FIELDS IN THE TABLE A. open fields to fill freely (e.g. Figure 1 columns C&E) (see example of the monitoring program already included in the table); and B. closed fields in which you select features that apply to the monitoring program. In this case, there are three main ways to select an option, depending on the fields: B.1. if only one option is available, enter "1" if it qualifies; leave blank if it does not (e.g. columns O to R in the excel table); B.2. in case there are several options available within a field (numbers in brackets), select the one that applies from the drop-down list (e.g. column S in the excel table); B.3. in case there are several options available within a field (numbers in brackets) and more than one option applies, there are two alternatives: 1. add a new entry (row) in the table for that monitoring programme, selecting the corresponding option from the drop-down list, and adding as many entries in the table as options you would need to report for that monitoring programme, e.g., Geographical information/marine sub-region (column CP in the excel table), if the monitoring programme applies to more than one area; 2. or select multiple options in a same entry within a single cell, where more than one option should be indicated simultaneously. This alternative only applies for Biodiversity components fields, e.g., Biodiversity components/fish (column AL in the excel table), if a monitoring programme targets more than one category (e.g., Pelagic fish/demersal fish, follow instructions under columns AL to AX, on how to select more than one option in a cell and consult section 2.2 for further details; C. fields with specific supporting information to help fill in the table, these are marked with an (*) and are: 1. column F Type of monitoring (e.g. Figure 1). This includes surveillance monitoring and condition monitoring. Definitions are given in the spreadsheet Definitions. 2. column BA Seabed/habitat type. Definitions are given in the spreadsheet Definitions. 3. column CQ Geographical information/marine sub-divisions or ecological assessments areas supporting maps are provided to help select among options available (consult spreadsheets per regional sea: Baltic subdivions MAP ; Medit subdivions MAP ; NEA subdivions MAP ); 5
10 D 1.3 Annex 1 Guidelines to fill DEVOTES Catalogue of Monitoring Networks 2.2. Guidelines by topic 1. GENERAL PROPERTIES OF THE PROGRAMME: a. Code (column B) in case you need to add a new entry in the table for the same programme (e.g. to account for a different geographical region, or habitat etc), please keep the same number (#) for the programme in every entry. The Code, monitoring programme name and Source/authorship fields (columns B, C and L to N) will allow programme recognition; b. Monitoring programme name (column C) in case you need to add a new entry in the table for the same monitoring programme (e.g. to account for a different geographical region, or habitat, or different target values, etc ), please keep the same name for the monitoring programme in every entry. The Code, monitoring programme name and contact fields (columns B, C and I) will allow programme recognition; c. Type of monitoring (column F) check Definitions spreadsheet for details on the available options; if a programme has distinct status under different situations add each situation as a new entry (row) in the table. E.g., if a programme is used in the context of both surveillance and condition monitoring; d. Source/authorship update fields (columns E and I): use these fields to allow citing subsequent sources 2. RELATION TO MSFD GES DESCRIPTORS: if the monitoring programme could provide information for specific criteria (C) under any of the MSFD GES descriptors (D), please select the respective descriptors, following general guidelines of section SUPPORTING PHYSICO-CHEMICAL DATA: (column S) Are supporting physico-chemical data collected under this programme? Please answer Yes or No. Details of the supporting data can be entered into spreadsheet Param & physico-chemical data. Here, the primary aim is to collate details of the parameters (biological and physico-chemical) measured as a means of assessing the effectiveness of the monitoring programme. Column E in spreadsheet Param & physico-chemical data requires details of which biodiversity component the supporting data apply to. If more than one component is applicable, please select other and add the relevant numbers in a comments box, as indicated in the example in the spreadsheet. Please note that columns V, Y, AB, AE, AH, AK, AN, AQ, AT, AW, AZ in spreadsheet WP1_MONITORINGnetworks catalogue also require details of supporting data collection, specific to each biodiversity component. Please answer Yes or No in these columns. 6
11 4. BIODIVERSITY COMPONENTS: this category refers to the biodiversity components the monitoring programme relates to. For each component, please enter: a. Is it covered by the monitoring programme? If yes, insert 1; if no, leave blank. b. Is there any Quality Assurance associated with the programme. Please indicate Yes or No (from the dropdown list) for each component. c. Are supporting physico-chemical data collected? Please indicate Yes or No (from the dropdown list) for each component. In the case of a monitoring programme that covers many biodiversity components, you should select all components it incorporates within the same entry (row). In this case you may need to select several components within this category: d. Select several options from different fields (or columns), applying general guidelines in section 2.1 as adequate for the fields in question, e.g., Benthic invertebrates (column AI) and Macroalgae (column AF); e. Or select several options within the same field (or column), e.g., within Fish (column AL), by selecting both (3) Pelagic fish and (5) Demersal fish options, applying instructions under that specific field; NOTE: Categories adopted for Biodiversity Components followed EU Commission Decision (2010) 1 and EU Commission Staff Working Paper (CSWP2012) HABITAT TYPES: this refers to whether the monitoring programme is related to a certain habitat (e.g. a survey of benthic invertebrates in shallow sublittoral sand habitats); a. To select an option apply general guidelines in section 2.1, as adequate for the fields in question; b. Check Definitions spreadsheet for details on some concepts regarding the available options. NOTE: Categories adopted for Habitat Types followed EU Commission Decision (2010) 1 and EU Commission Staff Working Papers (CSWP, 2011; 2012) 6,5 where it was agreed that the "Use of these types provides a direct link between the habitats assessed under Descriptor 1 and the substrate types to be assessed for Descriptor 6 (indicator 6.1.2, different substrate types affected by physical damage) and to the European EUNIS habitat classification scheme (CSWP 2011, page 18) 6. 7

PRESSURES: please fill Pressure information (columns BD to CN) and provide also the source(s) of that information (column CO). 7. GEOGRAPHICAL COVERAGE: this refers to areas where the monitoring programme has been used, or would be suitable for use; a. Marine sub-divisions or ecological assessments areas (column CR) select the marine sub-areas to which the monitoring programme applies, applying general guidelines in section 2.1 and treating each added option as a new entry in the table; supporting maps per region are provided in the marine subdivisions MAP spreadsheets to help you locate your areas; In the case that the monitoring programme is applicable in all Marine regions or sub-regions selected previously in columns CP and CQ, then select the option all from the dropdown list. b. EU Member State official subdivisions (column CS) following the MSFD 7 requirements, in the case that official subdivisions have been defined at the MS level, please indicate them and add the source of information in the Observations column DE. NOTE: according to the MSFD 7, the subdivisions level is up to each EU Member State to define. For this survey, we have adopted well-established international criteria for smaller scale subdivisions or ecological assessment areas (column CQ), in order to increase the spatial detail on the information collected. However, these categories are not binding concerning the MSFD. 3. References 1.
