2 Public Gazettes Reading Room (located in the Japan Patent Office building) Role as a central office for the communication to the public of patents, utility models, industrial designs, and trademarks With its collection consisting of about 120,000 domestic gazettes from 1885 and 290,000 foreign gazettes from 1855, the Public Gazettes Reading Room serves its role as a central office for the communication to the public of patents, utility models, industrial designs, and trademarks concerning industrial property rights, as the Paris Convention for the Protection of Industrial Property stipulates that the provision of such services is obligatory. Purposes of data search and inspection for users Search for prior arts before application In order to avoid unnecessary expenditures, users search for prior technologies, designs and trademarks before application. Survey on technological trends In order to select an appropriate study theme, or to avoid similar past studies, users survey technological trends before initiating their research and development. Survey on rights Users survey their rights to avoid infringing on industrial property rights belonging to others, which could result in an order for discontinuation of sales or a compensation claim for infringement. Method of data search/inspection and the support system provided by search instructors Conventionally, we used to directly inspect paper public gazettes manually. However, most gazettes are now being published in the form of electronic media such as CDs and DVDs, and dedicated terminals used exclusively to inspect CD/DVD public gazettes are now available. In the 1990s, the Japan Patent Office (JPO) accumulated data published in print and converted such data into electronic data under the paperless promotion scheme. JPO established the Industrial Property Digital Library (IPDL) in March 1999, and began transmitting its messages to the world over the Internet. This has allowed anyone to freely search and inspect information on public gazettes at any time and from anywhere in the world. For greater user convenience, the Public Gazettes Reading Room is equipped with computer terminals available for high-level search and inspection. These terminals are identical to those used by patent examiners to examine patents and utility models. At the Public Gazettes Reading Room, instructors are on hand to guide users on how to use the equipment for document search, and provide consultation on four classifications concerning intellectual property rights, that is patents, utility models, designs, and trademarks. 2

3 Advanced Inspection Terminals for Patents and Utility models (Data search system for patents and utility models) The advanced inspection terminals for patents and utility models are equipped with the same functions as those used by patent examiners to examine patents and utility models at JPO. High-definition display is available using two screens at the same time. Function and characteristics of the Advanced Inspection Terminals for Patents and Utility models Cluster search Cross-sectional search is available using various classifications (e.g., FI, F term, ECLA) for domestic patent documents (since 1885) and foreignoverseas patent documents (since 1978). Keyword search is also available for domestic documents (since 1996), as well as for documents from the U.S., Europe (since 1978), and WIPO (since 1979). ICREPAT (alloy) search Documents can be narrowed down using specific search keys indicating: [1] base metal of an alloy, [2] content of elements, [3] property/intended use, and [4] process. Display of relevant information Relevant information such as patent family and references can be referenced. PMGS (Patent Map Guidance System) This system enables referencing of FI, F-term, an IPC explanation, the FI handbook, and the F-term list. Search by document numbers Document numbers can be used for search. Relevant information such as bibliographic items, number search, and search keys can be displayed. Keywords can also be used to search classifications. Full text search Full text search is available for domestic public gazettes published since June Furthermore, the proximity search and the combined search of FI/F term code with text are also available. Display Indicating the words in color and in inverted display, and displaying the spectrum bar allows the location of specific words to be easily identified. Other The Industrial Property Digital Library (IPDL) is available via Internet. 3

5 Terminals for Internet search The public gazette database published on the web pages of foreign patent offices is available through Internet. The Industrial Property Digital Library (IPDL) is convenient for users of the Reading Room not needing advanced search, and for users who want to search data on designs and trademarks. * Please refer to the guidebook for the IPDL for details. Reference to domestic/ foreign printed public gazettes Printed public gazettes and detailed statements are stored in a rented room outside the facility. A prior request is required to inspect these documents (which are then delivered to the Reading Room in response to the prior request.). Please check the availability of documents in the list of foreign and domestic public gazettes on the INPIT homepage < in advance, fill in the request form, and then submit it to the reception counter at the Public Gazettes Reading Room. 6 History of the Public Gazettes Reading Room The Ministry of Agriculture and Commerce in1893 * Display Center of the Ministry of Agriculture and Commerce in1911 * June 1884: Inspection of books and trademark samples was made available at the Library Section, Trademark Office, Engineering Bureau, Ministry of Agriculture and Commerce. December 1887: A library was established in the General Affairs Department, Patent Bureau in Engineering Bureau, Ministry of Agriculture and Commerce. The Display Room was also established in the library. 1899: Japan became a contracting party to the Paris Convention. The library thus became positioned as"a central office for the communication to the public of patents, utility models, industrial designs, and trademarks." January 1918: The Display Center was established in the library. December 1924: The library was closed and integrated into the Display Center. Sannen-cho Building in 1934 Patent Bureau, Ministry of Commerce and Industry August 1952: The name of the Display Center was changed to the "International Industrial Property Resource Center." October 1986: Service began for searching a "general resource DB" (of digitalized paper public gazettes). January 1993: Reference to electronic public gazettes (CD-ROM publications of unexamined patent and utility model applications) became available. 7 User's Guide to the Public Gazettes Reading Room Hours of Operation: 9:00 to 17:45 Closed on Saturdays, Sundays, national holidays, winter holidays, and days separately decided by the Room. Fee: The reference fee is free of charge. Photocopy/printout service is available for 30 yen per sheet. Personal belongings allowed to be brought in the Room: Leave your belongings in a locker, except for writing utensils and valuables. Presentation of ID: Use of the advanced inspection terminal for patents and utility model requires that an application be submitted and a valid ID presented. * A Reading Room User card, once prepared, eliminates the need to subsequently present ID next time a user wishes to use a terminal. The use of each terminal is limited to 90 minutes. (Reentry is permitted when the Room is not crowded.) Printed public gazettes are stored outside the Room. Requests for reference should be submitted in advance. Check whether the desired data is available by referring to the list of archives on the homepage, and then submit your request beforehand.
