1 0632 HUD Dedicated HMIS Annual Performance Report (HMIS APR) EXECUTIVE SUMMARY This ART Gallery report has been created to facilitate the extraction of data from ServicePoint for the completion of questions 10a-f and 11a-c of the HMIS APR. The layout of the report is patterned after the e-snaps data input screens to facilitate on-line reporting. AUDIENCE This report is intended for HUD Grantees and Sub-grantees of HMIS dedicated projects funded under the Supporting Housing Program (SHP). FREQUENCY This ART Gallery report should be run periodically to confirm that complete and accurate data are being properly recorded in ServicePoint. PURPOSE Required reporting and monitoring of data quality for the HMIS dedicated projects. COMPATIBILITY AND SYSTEM REQUIREMENTS This version of the report requires ServicePoint 5x and ART 3x. PREREQUISITES AND WORK FLOW REQUIREMENTS This report assumes adherence to the proscribed HUD workflow including the proper collection and recording of the HUD universal and program specific data elements. 2 INSTRUCTIONS: The easiest way to start using this report is to navigate to the automapper. This is a folder that has the reports automatically mapped to your site, so that you don t have to map them yourself. You can navigate to the automapper as shown below: Requests for additional information concerning the report function/design should be directed to Bowman Systems Customer Support Specialist (CSS) staff. IMPORTANT KNOWN INSTALLATION ISSUE: This report utilizes several detail type variables that are each associated with a particular dimension. In testing the installation process with this report a mapping malfunction was sporadically encountered which resulted the associated dimension being stripped from the variable during the installation process. When this occurs the report will return erroneous count values. Bowman Systems is working with Business Objects to determine and correct the root cause of this malfunction, and will publish an updated version if needed. Meanwhile customers using this version of the report are strongly encouraged to verify that each of the detail variables in this report is properly displaying an Associated Dimension as shown in the related technical note below. In cases where the Associated Dimension has been stripped during installation, the Associated Dimension will appear blank. When this has occurred the user will need to edit the variable, specify the proper dimension, save the variable, and resave the report, prior to use. The table in the related technical note below lists the detail variables in this report, along with their proper associated dimension. To insure that this report is returning the proper results, it is very important that these associations be checked/ verified following installation and prior to running the report. Before running the report: Prior to running the report the user must have access to the list of ServicePoint providers included in the grant, and the starting/ending dates for the current reporting period. 3 How to run: Upon opening the report, the user will be prompted (see Diagram 1) to specify parameters which control the data returned by the report. Once the user has provided these parameters by responding to the user prompts, a green check-mark will appear next to each field to indicate that a selection has been made. The user should then single-click the Refresh Data button to generate the report. The user prompts contained in this report are: Diagram 1. Prompts associated with the report 1. Select Provider(s): Click the refresh list icon and wait for the left window to refresh. Now select the providers to include, by highlighting them in the left window and moving them into the right window using the right selection arrow. This is an optional prompt. If no value is selected, the filter will be removed. 2. Select CoC Code(s): Click the refresh list icon and wait for the left window to refresh. Now select the CoC codes to include, by highlighting them in the left window and moving them into the right window using the right selection arrow. This is an optional prompt. 4 NOTE: If both the Provider prompt and CoC Code prompt are left blank the report may have an extended run time due to the large amount of data. For optimal performance, be sure to use at least one of the prompts. 3. Enter last Wednesday of January: The user should type in, or select from the calendar, the last Wednesday in January occurring during the reporting period/year. 4. Enter last Wednesday of July: The user should type in, or select from the calendar, the last Wednesday in July occurring during the reporting period/year. 5. Enter Start Date: The user should type in, or select from the calendar, the first day of the reporting period/year. 6. Enter End Date PLUS 1 DAY: The user should type in, or select from the calendar, the day immediately following the last day of the reporting period. For example, if the reporting period is July September , then October 1, 2010 should be entered/selected. 7. EDA Provider: The user should select the EDA provider to run the report as, or leave it at the default "-Default Provider-" if EDA mode is not desired. 8. Select Service Description for Types of Shelter: Click the refresh list icon and wait for the left window to refresh. Now select the service code descriptions to include, by highlighting them in the left window and moving them into the right window using the right selection arrow. NOTE: For more information on the Enter Data As (EDA) prompts, please reference the EDA documentation. How to read: The report contains multiple data tabs. Each tab is a sub-report containing three sections: Report Header: The header contains the title of the report and the tab/subreport. When running the report in modify view, the report header is only visible in print/page layout mode. Report Footer: The report footer contains the title of the report, the name of the tab/subreport, the page number, the version number, and the date/time the report was run/printed. Like the header, the footer is only visible in print mode when the report is run in modify view. Report Body: The report body is the main section of the report located between the header and the footer where the reports data is displayed in a variety of different chart formats. The data contained in each of the tabs in this report is displayed and described below: REPORT DETAILS INTRODUCTION The HMIS APR is based off of the corresponding HUD guidebook. As the guidebook is updated frequently, the most recent version is available here: e-snaps APR Guidebook for HMIS Dedicated Projects. 5 QUERY INFORMATION The HMIS APR contains two queries. Their names and functions are described below: Query name: Beds Query function: Pulls all ACTIVE providers selected either (1) in the provider prompt or (2) providers with a CoC code in the CoC prompt where Provider Program Type is HUD designated. The HUD-designated program types are: Emergency Shelter (HUD); Homeless Outreach (HUD); Permanent Housing (e.g., Mod Rehab SRO, subsidized housing without services) (HUD); Permanent supportive housing (HUD); Safe Haven (HUD); Services Only program (HUD); Transitional housing (HUD); Other (HUD); Homelessness Prevention and Rapid Re-Housing (HUD) Query name: Clients Query function: Pulls all ACTIVE clients where they were served during the reporting period by either (1) a provider selected in the prompt or (2) providers with a CoC code in the CoC prompt. Active clients are defined as those clients who meet any of the following criteria during the reporting period: had an entry-exit had a service or shelter stay of a specific service description selected in the prompt are in a Homeless Outreach program with an entry exit, shelter stay, or service and a recorded date of engagement REPORT INFORMATION The report contains several tabs, some of which are direct corollaries to their corresponding HMIS-APR questions, and others that aid in improving the data quality relating to those HMIS APR questions. To easily distinguish between the two types of tables, the column headers of the HMIS-APR questions that can be directly imported into e-snaps are in white, while the column headers of the related data quality tables are in black. User information relating to each tab described below. TAB A HMIS APR QUESTION 10, PARTS A-F: HMIS Bed and Unit Participation Chart. Notes on the populations included: This question shows counts only for program types emergency shelter, permanent supportive housing, and transitional housing. It shows the counts for these programs twice, once by JANUARY Point-in-time(PIT) and again by JULY PIT. Each program type/pit date combination is assigned a separate part in question 10. 6 Notes on cell calculations: 1. Year Round Beds is calculated on the Bed Inventory based [Bedlist Inventory Start Date] and [Bedlist Inventory End Date] 2. Year Round Beds in HMIS is calculated on the HMIS Participating Beds based [Bedlist Inventory HMIS Participation Start Date] and [Bedlist Inventory HMIS Participation End Date] 3. Year Round Units is calculated on the Unit Inventory based [Bedlist Inventory Start Date] and [Bedlist Inventory End Date] for households with children ONLY 4. Year Round Units in HMIS is calculated on the Unit Inventory based [Bedlist Inventory HMIS Participation Start Date] and [Bedlist Inventory HMIS Participation End Date] for households with children ONLY 5. The Number of persons in residential programs is calculated on the count of clients served on the PIT Date in January or July (depending on the section). Clients are counted in the category With Children if the group Id includes at least one child or the child was served alone; all others are counted in Without Children. 6. The Number of households in residential programs is calculated on the count of households served on the PIT Date in January or July (depending on the section). Clients are counted in the category With Children if the group Id includes at least one child for the child was served alone; all others are counted in Without Children. Additional information: Unaccompanied youth and child only households are counted in With Children and can be identified in the Tab C Quality detail section highlighted in red text. If a client has multiple entry-exits / Services / Shelters on the PIT date the LAST transaction will be used for household calculations. TAB B HMIS APR QUESTION 11, PARTS A-C: HMIS data quality. Notes on the populations included (parts a and b): Part a, residential programs, is defined as Emergency Shelter, Permanent Housing, Permanent supportive housing, Save Haven, and Transitional housing. Part b, Street Outreach/ SSO Programs, is defined as Homeless Outreach and Services Only program. All other program types are excluded from this question. Notes on cell calculations (parts a and b): 1. First Name will always be 0% because they are required by Service Point. 2. Last Name will always be 0% because they are required by Service Point. Notes on the populations included (part c): Program Descriptor Data Elements are based on all HUD defined program types Notes on cell calculations (part c): 2. Site Configuration Type is based on the Site Information field. 3. Site Address is based on the Physical Address for the provider. Programs are only considered Missing: if all the following fields are blank: Address 1, City, County, State, Zip NOTE: DV programs (indicated by the Target Population B) are not required to have an address listed Bowman Systems Page 6 of HMIS APR

7 4-7. Geocode, Site Type, Housing Type, and CoC number are based off of the fields of the same name. 8. Program Type Code will always be 0% because the data set is limited to HUD specific program types. 9. Bed and Unit Inventory is required for Residential Programs only. 10. Target population B is required for Residential Programs Only. TAB C CLIENT DETAIL General information: Unaccompanied youth and youth only households will be identified by pink highlighting as shown below in Diagram 2. These clients will be counted in the Without Children category because only adult/child households get counted in the With Children category. Diagram 2. The display of unaccompanied youth in Tab C To locate clients associated with inactive providers utilize the Input Control titled Is the associated provider INACTIVE? When doing so, do not use in combination with any other Input Controls. If the client composition of a Point-in-Time count is desired, then the Last Stay PIT input control will need to equal Last PIT Stay ONLY. This input control selection limits the data to only the last transaction for clients with multiple transactions. If the client composition of the Tab B Data Quality counts is desired, then the Last Stay for Data Quality input control will need to equal Last DQ Stay ONLY. 8 TAB D PROVIDER DETAIL Diagram 4. Input controls for the provider detail tab General information: The first 7 Input Controls on the Tab D- Provider Detail (displayed in Diagram 2 above) are for displaying data relevant to TAB A HMIS APR Questions 10a-f. Input Controls 8-15 on the Tab D- Provider Detail (displayed in Diagram 2 above), the Show Missing Input Controls, are for locating associated missing provider data in Tab B HMIS APR Question 11c. Deleted Bedlists are included in the provider detail sections and will be indicated so. These deleted values are not included in the counts. Deleted Providers are NOT included in the table for Tab D. See Tab E Additional information for these providers.
