In order to meet the global challenges it is necessary to touch the highest literacy rates while producing skillful and productive graduates in all fields of knowledge. Lahore Garrison University has been established to achieve the goal of excellence and quality education in minimum possible time. At present, LGU is running Undergraduate, Graduate, Masters and M. Phil programs in various disciplines. Main campus of LGU is located at the most developed area of Lahore, i.e Defense Phase-VI, Sector C, Avenue III which is easily approachable through Ring Road. The campus, spreads on 65 kanals, comprises of multi-story academic blocks with spacious class rooms, well equipped labs, auditorium, library and cafeteria. Highly qualified and experienced faculty has been hired to educate the students with latest developments in each discipline and enhance their creative abilities. LGU is not only determined to produce the best professionals of international standards in social and physical sciences but also focus to contribute in national development through research and development. At LGU students shall enjoy academic freedom in a peaceful and conducive atmosphere. To ensure the necessary exposure and explore the possibility of appropriate jobs for outgoing graduates, collaboration with national and international Universities and R&D organizations is one of the major priorities of LGU. Lahore Garrison University DHA Phase VI, Sector C Lahore GENERAL TERMS AND CONDITIONS 1. The contract will be executed and handed over to the entire satisfaction of Lahore Garrison University (LGU) on satisfaction note of technical Committee. 2. The tender must be submitted by 11:00 am on 11 th February, 2016 (Thursday). 3. All prices should be quoted on Pak Rupees and inclusive of all charges. 4. The bids shall be opened on two stage two envelope process. Both envelopes clearly mark Technical bid & Financial bid separately. The bidder confirming technical criteria will proceed for financial bidding process. Technical requirement sheet (TRS) is attached Annex-A. 5. The bidder must fill financial bid keeping in view Functional Requirement at Annex-B. 6. All prices should be valid for at least 30 days. Withdrawal or any modification of the original offer within the validity period shall entitle LGU to put a ban on such vendor and declared black listed. 7. The selected bidders required to prepare LGU Website within 15 days after the issue of the work order. 8. The selected bidders may be required to coordinate with technical team the bidder must provide complete training (to end user) free of cost and provide source code to the LGU. 9. The bidder must submit Rs.5,000/- as call deposit receipt (CDR) in favor of Treasurer LGU which will be released after the satisfaction note of technical Committee.

10. It is responsibility of the authorized Website developer to satisfactorily complete the job as per job order, which includes as per Functional Requirements Specifications and LGU s acceptance / inspection thereof. 11. No offer of a supplier/firm will be considered if: - (i) (ii) (iii) (iv) (v) (vi) (vii) Received without CDR. Received later than the date and time fixed for tender submission. The tender document is unsigned/ unstamped. The offer is ambiguous. The offer is conditional. The offer is from a firm, which is black listed by any Govt. Office. Any unsigned / ambiguous erasing, cutting / overwriting etc. is made on the bidding/tender document. 12. If the vendors fail to complete job in time then the vendor will be charged penalty as under:- i) 1% per day of the invoice price for 5 working days. ii) iii) 2% per day of the invoice price for further 5 working days. If the vendor fail to deliver the items during the extended then the supply order will be cancelled, earnest money and payment will be forfeited. 13. It is the sole responsibility of the Websiteprovider to comply with the applicable national or international law. 14. In case of any dispute, decision of the VC, LGU will be final and binding upon the parties. 15. LGU reserves the right to accept or reject part or whole of the tender without assigning any reason thereof. 16. The bidder should furnish a certificate as worded below in token of acceptance of all the terms and conditions of the tender; otherwise the tender will not be considered under any circumstances. 17. Downloadable forms: There should be a place on website from where students and staff members can download any application form or any other document. Website administrator should have rights to upload or delete any document. 5. Contact Us: Any person can contact or query to the university administration. 6. Rules and Regulations of university: All the rules and policies for students and staff members should be displayed on website. This content should also be manageable or editable by administrator. 7. Role Management System: Website should contain the following roles: i. Website Administrator: should have the complete rights to add, update or delete any information from the website. He should also have the rights to add or delete users of the website. He can restrict operators to specific links or specific rights. ii. Operators: will upload or update any information on the website. 8. Alumni: Alumni page will help to comminute their students and their experience.

Site Map: Complete roadmap of the website should be available on website to assist website users. 14. Google Map: Google map will be available on website to locate the lgu. 15. Tender Information: All the information about tenders will be uploaded on website by administrator. Tender information will automatically delete from website when its date expires. 16. Career: Lgu Job portal will display all jobs available in Lgu. When the job application period ends, the status of specific job will automatically be changed to expire. Backend administration of metadata and keywords will be provided to admin. 23. E-Magazine: E-Magazine will be displayed on website and maintain archive. 24.
