T0000500 SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA) SYSTEM T0000500-1 Description. Furnish and install Supervisory Control and Data Acquisition (SCADA) in accordance with the Contract Documents. The SCADA Control Panel will use IEEE 802.3u, 100 Mbps, Fast Ethernet protocol to communicate with the Department s Ethernet network. Voltage/Current Analog sensors, monitors, and position indicating contacts will be installed to provide inputs to the SCADA system. The remote sensors, monitors and components will be connected to the SCADA system with power and communication cables labeled and stored neatly in raceways to form a complete system. Some equipment, such as cabinet door switches, will send information indirectly to the SCADA system. A technician from the Department will load the final programming at the primary SCADA control panel necessary for final acceptance and commissioning tests. T0000500-2 Materials. Furnish all labor and materials necessary to provide, install, and test a Supervisory Control and Data Acquisition (SCADA) System in each local hub cabinet and master hub building. Refer to the Supervisory Control and Data Acquisition Details in the ITS Plans. Provide a SCADA power supply Module (Sola SDN 10-24-100C or Equivalent). The SCADA power supply module shall include a 24 VDC power supply module to power SCADA system components as well as other DC powered ITS devices per plans, and shall have the following specifications: Input voltage range of 115 230 VAC, Output voltage of 24 VDC (23.5 VDC Min. to 28.5 VDC Max.), Operating Temperature range of -25 Celsius to +60 Celsius, Weight of 1.1 pounds or less, Din Rail mountable (Din Rail included), Internally fused, and a 5-Year limited Warranty. T0000500-3 Component Input/Output Parameters. T0000500-3.1 Analog Inputs. The SCADA system shall be capable of receiving up to four Analog Inputs At all local hub cabinet installations, the incoming utility power voltage and current will be monitored between the primary surge protection device and the UPS, by a RMCV60BD Voltage/Current Analog Converter and a H921 Veris Current Sensor (4-20mA output). At all local hub cabinet installations, the UPS output power voltage and current will be monitored between after the UPS, by a RMCV60BD Voltage/Current Analog Converter and a H921 Veris Current Sensor (4-20mA output). T0000500-3.2 Digital Inputs. The SCADA system shall be capable of receiving up to twelve Digital Inputs. The door positions on the local hub cabinet doors (front and back) will be monitored by door position dry contact tamper switches. The door tamper switches contacts will be open when the door(s) are open and closed when the door(s) are closed. The position of the UPS external maintenance bypass switch will be monitored using factory installed dry contacts to indicate the switch position. The alarm contact on the surge suppression devices at each local hub cabinet shall be monitored by the SCADA system. T0000500-3.3 Digital Outputs. The SCADA system shall be capable of sending up to eight Digital Outputs. Digital Outputs shall be wired to the Relay Sockets to be installed for the CCTV Power, Device Server power, MVDS power, and Media Converter power. T0000500-3.4 Power Input/Outputs. The SCADA system will utilize the 120 VAC power circuit powering the local hub cabinet and all of its components. This 120 VAC circuit will feed the 24 VDC power converter which will feed the SCADA devices as required. T0000500-4 Environmental Specifications. T0000500-4.1 Ambient Temperature. The SCADA system shall have a minimum operating temperature range of 0 C to +60 C and a storage temperature of 0 C to +60 C. Page 3 of 7
T0000500-4.2 Relative Humidity. The SCADA system shall have a minimum operating relative humidity range of 10 to 95% non-condensing, and a storage temperature of 10 to 95% noncondensing. T0000500-5 Shop Drawings. Shop drawings shall be submitted for the SCADA system. The SCADA system shop drawings shall include hardware product information including, but not be limited to catalog cut sheets, data sheets, performance surveys, test reports, equipment lists, material list, diagrams, pictures, and descriptive material. The product information shall cover all items including mechanical devices, mounting components, wiring, terminal strips, connectors, accessories, and spare parts. The submittal information shall show the standard and optional product features, as well as all performance data and specifications. Prior to commencement of manufacture (or shipment for stock items), the SCADA System Provider shall submit for review product information for all equipment and material specified in this Section. Include specification sheets on each remote sensor, power meter, or interface card that will communicate or provide status to the SCADA system. T0000500-6 Quality Assurance. The SCADA Control Panel Integrator minimum qualifications include a minimum of ten years of experience in the design, manufacture, testing, or installation of solidstate PLC systems. Before shipment, the manufacturer fully and completely tests the system to assure compliance with the specifications. T0000500-7 Product and Product Fabrication. Products submitted other than listed part numbers are the responsibility of the contractor for system integration and revised PLC programming to make any substitute product integrate into the SCADA system. All materials and components making up the SCADA system will be new, of current design, and not in prior service except as required during factory testing. The SCADA system will be constructed of replaceable subassemblies. T0000500-8 Wiring. Wiring practices, materials, and coding will be in accordance with the requirements of the National Electrical Code (NFPA 70) and the National Electrical Page 4 of 7
Manufacturer Association. Cables with shields and/or drain wires will have the shield and/or drain wire grounded at the SCADA control panel end only. Each cable or conductor installed for the SCADA system will be field labeled at both ends of the cable or conductor. Labels will be installed within 6 inches of the ends of each cable or conductor. Ensure the labels are self-laminating and the label material is vinyl with white matte finish and black 12 point text that is heat and solvent resistant. Contact the TSM&O Engineering Department for wire naming conventions and label syntax. Wiring inside the SCADA control cabinet will be routed through proposed cable management ducts. The white wiring ducts will have removable covers. The wiring duct will be equal to Panduit, Type G wide finger wiring duct. T0000500-9 Location. The SCADA system shall be installed with the local hub or master hub as detailed in the ITS plans. T0000500-10 Network Connection. The SCADA system shall be connected to the Local Hub Ethernet Switch or the Master Hub Ethernet Switch. The Ethernet switches are to be paid for separately. T0000500-11 Contractor Field Services and Department Provided Services. T0000500-11.1 Contractor Provided Field Services. The contractor shall install, inspect, and test the SCADA installation before notifying the Department that the SCADA system is ready to be programmed. All inspections and test procedures shall be performed by trained field service personnel during the SCADA system start-up and commissioning. Visually inspect the installation to ensure the equipment shows no signs of shipping or installation damage. Visually verify the completed installation has been installed per the plans and detail drawings. Visually inspect the installation to ensure that all I/O modules are correctly fitted, all power supply modules are correctly fitted, and all terminal screws, nuts, and/or spade lugs for tightness. Mechanical Inspections shall include the verification that all I/O modules are correctly fitted, all power supply modules are correctly fitted, and all terminal screws, nuts, and/or spade lugs for tightness. Electrical Inspections shall include the verification that SCADA system control panel is energized at each local hub, and that the input and output voltages for all SCADA system related components are within tolerance. Confirm the Remote I/O is connected to the local area network. Confirm each remote sensor, meter, and interface card is functioning correctly. Page 5 of 7
T0000500-11.2 Department Provided Services. The Department will provide and install the back end SCADA hardware to be installed at the Traffic Management Center and the software program for the SCADA system PLC. Upon Contractor completion of all Contractor required field services in this section, notify the Department 4 weeks prior to proposed testing date, which includes 14 days for the Department to install and test the PLC program. T0000500-12 Replacement Part Stocking and Availability. Replacement parts shall be available through a local distributor within 100 miles of the job site. All SCADA parts and materials will be available 24 hours a day, 7 days a week, 365 days a year from a local distributor. Include the local distributors name on the shop drawings. T0000500-13 Test and Performance Verification. The completed SCADA system will be operationally tested in accordance with the following requirements. Verify capability to remotely power off all ITS devices connected to Relay each Socket. Verify capability to remotely power on all ITS devices connected to Relay Sockets. Verify receipt of accurate current readings from both Analog Current Sensors. Verify receipt of accurate voltage readings from both Analog Voltage Sensors. Verify digital inputs trigger alarms when Front Door Opens, Rear Door Opens, UPS set to bypass, and Surge Protection Device (SPD) trips. T0000500-14 Warranty. The manufacturer will warranty all components against defects in materials and workmanship for five years from the date of final acceptance by the Engineer. The warranty will cover all parts and onsite labor required for troubleshooting and repair. Contractor hereby assigns to the Department any and all manufacturers' or other sellers' warranties that come with any products, material or supplies which are incorporated into or are consumed in the project in any way. To the extent that any such warranties do not extend to subsequent purchasers or owners or such warranties contain a limitation on assignment, Contractor agrees that Contractor purchased the products, materials and supplies on behalf of the Department with the intent that the Department be the intended recipient of any warranties. All documents associated with or describing any such warranties shall be delivered to the Department along with the other project final acceptance documents and shall be deemed to be a part of the required final acceptance documentation. Contractor shall not take any action or fail to act in any way which voids any such warranties. All subcontracts shall contain a similar provision which requires subcontractors to assign any such warranties to the Department. Page 6 of 7
T0000500-15 Method of Measurement. The Contract unit price for each SCADA system furnished and installed, will include furnishing, placement, and testing of all equipment and materials, and for all tools, labor, hardware, supplies, support, personnel training, shop drawings, documentation, and incidentals necessary to complete the work. T0000500-16 Basis of Payment. Price and payment will be full compensation for all work specified in this Technical Special Provision.
