1 2004 Specifications CSJ SPECIAL SPECIFICATION 6322 Digital Video Encoder/Decoder (Ethernet) System 1. Description. Furnish and install Digital Video Encoder/Decoder (Ethernet) System (DVE/DES) as shown on the plans, as detailed in accordance with these specifications, and as directed. Provide all DVE/DES from the same manufacturer and are of the same model. A. Specifications. The specifications referenced in this item are as follows: 2. Materials. - Special Specification, Electronic Components - Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty - Special Specification, CCTV Field Equipment A. General Requirements. Furnish new, corrosion resistant materials. Furnish, assemble, fabricate, and install materials in strict accordance with the details shown on the plans and in the specifications. Include licenses for all equipment, where required, for any software or hardware in the system. B. Functional Requirements. Provide DVE/DES consisting of a digital video encoder digital video decoder ethernet pair providing the capability for one-way end-to-end transmission of compressed digital color video and two bi-directional data channels at network data rates from 1-4 Mbps via an Ethernet connection to Radio Frequency Links. Locate the digital video encoder in the field site as shown in the plans and as directed. Locate the digital video decoder in the central site as shown in the plans and as directed. Demonstrate the DVE/DES to have the capability of operating reliably, without apparent degradation of image, data or control information due to poor quality communication mediums. Ensure the camera functions to be controlled by the DVE/DES shall be as described in the Special Specification, CCTV Field Equipment. C. Electrical and Mechanical Requirements. 1. Digital Video Encoder. Ensure the encoder accepts an analog NTSC video input, converting it into digital form. Ensure the signal must be compressed via MPEG-2, ITU-T H.264 or MPEG-4 algorithm to reduce the bit-rate to a selected level. Ensure the encoder provides for 30 frame per second operation, encapsulating the

2 video stream into standard IP packets, provided to the transmission equipment via a standard 10/100 Ethernet connection. Provide the unit to support multi-cast operation. Provide the unit capable of operating in fixed or variable bit rate modes. The spatial resolution shall be adjustable among SIF (352 (H) x 240 (V)), 2 SIF (352 (H) x 480 (V)), or 4 SIF (704 (H) x 480 (V)). Provide the video encoder to accept via BNC terminal, as standard, a video input with asynchronization pulse amplitude between 0.2 and 0.4 volts peak to peak, a peak video amplitude with reference to the black level of between 0.5 to 1.0 volts, and for color systems, a minimum color burst level of 100 mv. 2. Digital Video Decoder. Provide the video decoder to receive the video data via its network serial port and perform a processor-controlled MPEG-2, H.264 or MPEG- 4 based decompression, providing NTSC output video signal. Provide embedded software in the decoder for an automatic re-set of the unit, based on excessive data errors or missed packets in a fashion acceptable to the Engineer. Ensure the video decoder shall provide via BNC terminal, as standard, a video output of one volt peak to peak, designed to drive a 75 ohm load. Provide the video decoder capable of both color and monochrome video transmission. 3. IP Network Interface. Ensure both encoder and decoder shall be configured to provide UDP operation over a standard 10/100 Mbps Ethernet interface and be fully capable of multi-cast operation including IGMP 2.0 compatibility. 4. Data Channels. Ensure the individual data channels must be RS-232 or RS-422 selectable. Ensure data channels must be configurable via a user interface program for data rate, with an aggregate data rate capability of all channels to be at least 64 kbps. All channels shall have the ability to accept 7 or 8 bit data and to set parity and stop bits. Ensure the encoder shall dynamically allocate transmission capacity for data on the sub-channels, when such data is present. Ensure channels are capable of operating in any of its available data formats, allowing different formats on a given channel at encoder and decoder. Ensure each encoder and decoder provides a connector, either DB-25, DB-9, or as otherwise directed, for each data sub-channel. 5. Programming. Provide programming of video parameters (including resolution), network parameters, and sub-channel parameters (including sub-channel data rates format, # of bits, handshaking, and parity). Such programming shall be enabled through a PC via its Ethernet connection or a terminal operating, applied through an RS-232 serial programming port on the encoder or decoder. Ensure units must be capable of software update through its Ethernet port. 6. Communications. a. Protocol. Provide the DVE/DES to communicate via Ethernet connection to an appropriate attached interface for transmission over the wireless communications medium

3 b. Communication Interface. Ensure communication must be through an approved wireless interface as shown in the plans and as directed. 7. Communications Medium. Provide the DVE/DES to operate over the following communication systems via external modems or appropriate interface devices; * Wide Area Network * Spread Spectrum Radio Frequency Link 8. Status Information. Provide status information via an LCD or fluorescent display on the front panel of both encoder and decoder, or, alternatively, through an embedded web server in the encoder and decoder units, or SNMP agent acting through a TX DOT approved management system, as shown in the plans and as directed. Provide a power indicator. 9. Software. Provide any and all programming and software required to support the DVE/DES system. Install the programming and software in the appropriate equipment at the time of acceptance testing, and shall be used in the acceptance testing. Provide software update free of charge during the warranty period. 10. Installation Requirements. Provide the DVE/DES capable of mounting in a stand alone fashion or in a 19 rack mountable card cage with a maximum height of 4 RU (7.0 ). 11. Cabling. Ensure all power, alarm, video and control cabling are accommodated at the rear of the DVE/DES chassis. 12. Power Requirements. Provide units capable of being powered by any voltage in the following range: 8-28 VDC or 8-20 VAC 120 VAC If the equipment supplied operates at voltage other than volts AC, furnish and install, as part of this bid item, separate power supply for the equipment and ensure power supply do not draw more than 15 watts of power each. Provide equipment operations that are not be affected by the transient voltages, surges and sags normally experienced on commercial power lines. Check the local power service to determine if any special design is needed for the equipment. The extra cost, if required, must be included in the bid of this item. a. Second Stage Power Surge Protection. Provide a second stage of power and data line surge protection by two conventional computer power and modem surge protectors. Provide each surge protector unit to consist of 4 NEMA 5-15R AC receptacles and two RJ-11 modular jacks for data line input and output, combined in a case attached to a 3 conductor power cord

4 Ensure the AC surge protected circuits to be rated as follows: 15 amperes per socket Transient suppression for up to 13,000 ampere spikes Instantaneous response time Initial clamping voltage of 140 volts AC RMS Protection shall be provided for all three modes: Hot to neutral, hot to ground, and neutral to ground High energy noise suppression shall be greater than 20 db at 50 khz, greater than 40 db at 150 khz, greater than 80 db at 1MHz, and greater than 30 db from 6MHz to 1000MHz. Ensure the data line surge protected circuit to be rated as follows: Clamping voltage of 200 V peak ± 10% Response time of 5 nanoseconds Peak transient input voltage of 6 KV, 10 microseconds Ensure each of the high speed modems is connected to a separate surge protection unit, and the power input for the DVE/DES is connected to one of the surge protection units. Provide the surge protector to have an on/off switch for AC power, and the switch must be backlighted to indicate the on position. 13. Primary Input Power Interruption. Provide DVE/DES that meets the requirements in Section Power Interruption of the NEMA Standard TS2 for Traffic Control System. 14. Power Service Transients. Provide DVE/DES that meets the requirements of Section , Transients, Power Service of the NEMA Standard TS Wiring. Provide wiring that meets the requirements of the National Electric Code. Provide wires that are cut to proper length before assembly. Do not doubled-back wire to take up slack. Lace wires neatly into cable with nylon lacing or plastic straps. Secure cables with clamps. Provide service loops at connections. Provide coaxial cable between the camera and the DVE/DES is of the Belden 8281, 75 ohm shielded precision video cable 20 AWG with crimp on connector. Provide coaxial cable that has a cellular polyethylene dielectric. 16. Transient Suppression. Provide DC relays, solenoids and holding coils that have diodes or other protective devices across the coils for transient suppression. 17. Power Service Protection. Provide equipment that contains readily accessible, manually resettable or replaceable circuit protection devices (such as circuit breakers or fuses) for equipment and power source protection. Provide and size circuit breakers or fuses such that no wire, component, connector, PC board or assembly must be subjected to sustained current in excess of their respective design limits upon the failure of any single circuit element or wiring

5 18. Fail Safe Provision. Provide equipment that is designed such that the failures of the equipment must not cause the failure of any other unit of equipment. 19. Modular Design. Provide DVE/DES that is modular in design to allow major portions to be readily replaced in the field. Identify modules and assemblies clearly with name, model number, serial number and any other pertinent information required to facilitate equipment maintenance. 20. Connectors and Harnesses. Provide external connections made by means of connectors. Provide connectors that are keyed to preclude improper hookups. Color code and/or appropriately mark wires to and from the connectors. Provide connecting harnesses of appropriate length and terminated with matching connectors for interconnection with the communications system equipment. Provide pins and mating connectors that are plated to improve conductivity and resist corrosion. Cover connectors utilizing solder type connections by a piece of heat shrink tubing securely shrunk to insure that it protects the connection. D. Environmental Design Requirements. Provide the DVE/DES capable of operating in temperatures ranging from -17.8ºC to 60ºC with non condensing humidity levels up to 95%. Equipped the units with a temperature sensor input to a microprocessor-controlled fan. Ensure the set point for fan operation is capable of being changed. 3. Construction. A. General. Provide equipment that utilizes the latest available techniques for design and construction with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality. Design the equipment for ease of maintenance. Provide component parts that are readily accessible for inspection and maintenance. Provide test points that are for checking essential voltages and waveforms. B. Electronic Components. Provide electronic components in accordance with Special Specification, Electronic Components. C. Mechanical Components. Provide external screws, nuts and locking washers that are stainless steel; no self-tapping screws will be used. Provide parts made of corrosion resistant material, such as plastic, stainless steel, anodized aluminum or brass. Protect materials from fungus growth and moisture deterioration. Separate dissimilar metals by an inert dielectric material. D. Experience Requirements. The Contractor or designated subcontractors involved in the installation and testing of the DVE/DES, as a minimum, meet the following requirements: Two years experience in the installation of DVE/DES equipment. Two installed systems where DVE/DES have been in continuously satisfactory operation for at least 1 year. The contractor shall submit as proof, photographs or

6 other supporting documents, and the names, addresses and telephone numbers of the operating personnel who can be contacted regarding the system. Provide necessary documentation of subcontractor qualifications pursuant to contract award. E. Technical Assistance. Ensure that a manufacturer's technical representative is available on site to assist the Contractor's technical personnel at each installation site and with DVE/DES Equipment installation and communication system configuration. Do not execute the initial powering up of the DVE/DES equipment without the permission of the manufacturer's representative. F. Testing. Perform testing in accordance with Article 2, Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty. Additional testing requirements are as follows: 1. To verify operation of the RS-232 (sub-channel) link from the central site to the field site, set up the digital video encoder and digital video decoder side by side at a site designated by the Engineer. The site shall be at a location which has a wireless link available for this test. Furnish bit error rate test (BERT) equipment to measure data errors on the RS-232 link originating at the first serial port of the digital video decoder and terminating at the first serial port of the digital video encoder. This test of the RS-232 link shall confirm that the RS-232 link, operating at 2400 bps, has an error rate that is acceptable to the Engineer within the limits of the wireless link and is not code sensitive. Additionally, supply a dual trace oscilloscope and demonstrate that the time delay of characters transmitted over the RS-232 link does not exceed 500 milliseconds, and that the delay experienced is relatively constant to within 10 milliseconds. 2. To verify operation of the digital video encoder and digital video decoder, together with operation of their wireless link, demonstrate that video images can be transmitted at a satisfactory rate from the field location to the central location. Supply a video cassette recorder (VCR) and tape of traffic scenes for this test. Connect the VCR to the digital video encoder and the traffic scene tape shall be played back, providing input to the digital video decoder. Demonstrate that the traffic scene is being received at the central site and in a window on the multiscan monitor. The frame rate demonstrated at the field site shall be at least 6 frames per second for a traffic scene which has 30 percent of the scene being updated by moving vehicles. G. Training. Provide training in accordance with Article 3, Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty. H. Documentation. Provide documentation in accordance with Article 4, Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty. I. Warranty. Provide a warranty in accordance with Article 6, Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty

7 4. Measurement. The Digital Video Encoder/Decoder (Ethernet) system will be measured as each unit furnished, installed, made fully operational and tested in accordance with these special specification. 5. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under Measurement, will be paid for at the unit bid price for Digital Video Encoder or Digital Video Decoder. These prices shall be full compensation for all equipment described under this item, all cables and connectors, all documentation and testing and furnishing all labor, materials, warranty, training and equipment necessary to complete the work
