1 2004 Specifications CSJ SPECIAL SPECIFICATION 6518 IP Video Codec 1. Description. A. This Item governs the furnishing and installation of IP Video Codec in field location(s) as shown on the plans and as detailed in the Special Specifications. The IP Video Codec shall include both video transmitter and video receiver. B. The video transmitter shall encode video and control data for transmission over an IP network. C. The video receiver shall decode video and control data received from an IP network 2. Materials. A. Provide new, corrosion resistance materials for all items furnished, assembled, fabricated or installed under this Item, in strict accordance with the details shown on the plans and in the specifications. B. Furnish an IP Video Codec that is capable of sending and receiving live video and control data over Ethernet networks. 3. Equipment. A. Functional Requirements. 1. Provide IP Video Codec that are compatible to all other equipment used for this project. 2. The IP Video Codec shall have the capability to display video on a PC using Internet Explorer, an analog monitor, or both. 3. The IP Video Codec shall allow camera control from keyboard and on-screen keyboards at the receiving end via an RS-232/422/485 data interface. 4. The IP Video Codec shall utilize a video format of NTSC color, B/W composite, 30 fps (29.97), 2:1 interlaced, compliant with EIA The IP Video Codec shall utilize S-Video and Composite BNC video connectors. 6. The IP Video Codec shall be capable of a video resolution of horizontal x vertical pixels in MPEG-2 & 4 NTSC modes of 720 x 480 D1, 352 x 480 1/2 D1, 352 x 240 CIF
2 7. The IP Video Codec shall be capable of a frame rate in MPEG-4 mode of 1, 2, 3, 4, 5, 6, 7, 10, 15, and 30 fps (NTSC) and in MPEG-2 of 30 fps (NTSC). 8. The IP Video Codec shall have an input/output level of 1.0 Vp-p nominal. 9. The IP Video Codec shall be compliant with MPEG-2 ISO/IEC , 2 MP@ML and MPEG-4 ISO/IEC The IP Video Codec shall have a stream type of elementary and transport (MPEG-2 only). 11. The IP Video Codec shall have a GOP Structure of IP, IPB, IPBB, or I only for MPEG-2 and I and IP for MPEG The IP Video Codec shall have video parameters of brightness, contrast, hue, and saturation. 13. The IP Video Codec shall have a video latency of less than 250 msec@ 5 Mbps end-to-end. 14. The IP Video Codec shall have a video bandwidth of 1.5 Mbps to 10 Mbps for MPEG-2 and 64 Kbps to 5 Mbps for MPEG-4. These bandwidth increments shall be user selectable. 15. The IP Video Codec shall have BNC (f) 75 Ohm unbalanced for composite and an S-Video connector. 16. The IP Video Codec shall have two EIA-232/422/485 serial ports with standard data rates from 1,200 bps to 115,200 bps. The IP Video Codec shall have stop bits 1 and 2 and data bits 5, 6, 7, 8, and 9. The IP Video Codec shall have selectable parity of none, even, or odd. The IP Video Codec shall have local and remote loopbacks. local and remote shall have encoder serial to decoder serial, IP socket to encoder/decoder serial port communications. The IP Video Codec shall have serial port protocol of UDP and TCP/IP. The IP Video Codec shall have flow control selectable as on and off. 17. The IP Video Codec shall have an Ethernet Network Interface using an RJ-45 with built-in TX and RX LEDs, 10/100BaseT-TX Autosensing, half/full duplex modes, and selectable multicasting and unicasting SAP (Session Announcement Protocol). 18. The IP Video Codec shall utilize the network protocols of RTP, UDP, TCP/IP, HTTP, IGMP.V2, ICMP, ARP, DHCP, SNMP. The IP Video Codec shall utilize IP Packets with Unicast and multicast (IGMP V2) and adjustable packet payload size. The IP Video Codec utilize one static IP address for the encoder that is Classes A, B or C configurable by the user. B. Electrical/Optical Requirements. 1. Power Requirements. a. Supply IP Video Codec that operates with a 110 VAC 20A plug power adapter
3 b. The IP Video Codec shall operate at Operating Voltage 110VAC and consume no more that 20 Watts of power. c. Provide equipment that is not affected by the transient voltages, surges and sags normally experienced on commercial power lines. It is the Contractor's responsibility to check the local power service to determine if any special design is needed for the equipment. Any extra cost, if required, is subsidiary to this Item. 2. Power Service Transients. Provide equipment that meets the requirements of Sec , Transients, Power Service of the NEMA Standard TS2-1992, and/or the latest revision. 3. Wiring. Provide all wiring to the requirements of the National Electric Code. Cut all wires to proper length. Provide cable slacks to facilitate removal and replacement of assemblies, panels, and modules. Do not double back any wires to take up slack. Neatly lace wires into cable with nylon lacing or plastic straps. Secure cables with clamps. 4. Transient Suppression. Provide diodes or other protective devices across the coils of all DC relays, solenoids, and holding coils for transient suppression. 5. Power Service Protection. Furnish equipment with contain readily accessible, manually re-settable or replaceable circuit protection devices (such as circuit breakers or fuses) for equipment and power source protection. 6. Fail Safe Provision. Design the equipment such that the failures of the equipment shall not cause the failure of any other unit of equipment. C. Mechanical Requirements. 1. Modular Design. a. Mechanically key modules of unlike functions to prevent insertion into the wrong socket or connector. b. Clearly identify all modules and assemblies with name, model number, serial number, and any other pertinent information required to facilitate equipment maintenance. 2. Connectors and Harnesses. Make all external connections by means of connectors. Key the connectors to preclude improper hookups. Color code and/or appropriately mark all wires to and from the connectors. 3. Housing. Use standard compact serviceable modules for the transmitter and receiver, with dimensions of the IP Video Codec module not more than 6 in. W x 1.4 in. H x 12.4 in. D. 4. Environmental Design Requirements. Provide equipment that meets all its specified requirements during and after being subjected to any combination of the following requirements:
4 5. Operating Temperature range of -75 F to 167 F 6. Operating Humidity of 10-95% maximum relative humidity, noncondensing 7. Storage Temperature of -75 F to 186 F 8. MTBF of 60,000 Hours and a MTTR of 10 Minutes 4. Construction. A. General. Utilize the latest available techniques with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality for equipment construction. Design the equipment for ease of maintenance, with all component parts readily accessible for inspection and maintenance. Provide test points for checking essential voltages and waveforms. B. Electronic Components. Furnish all electronic components in compliance with Special Specification, Electronic Components. C. Mechanical Components. 1. Use stainless steel for all external screws, nuts, and locking washers; do not use any self-tapping screws unless approved by the Engineer. 2. Fabricate all parts of corrosion resistant material, such as plastic, stainless steel, anodized aluminum, or brass. 3. Protect all materials used in construction from fungus growth and moisture deterioration. D. Documentation Requirements. Provide documentation in accordance with the Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty, Article 4. E. Testing. Conduct testing in accordance with the Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty, Sections (F). In addition, include the following testing: 1. Subsystem Test. a. Conduct a video transmission subsystem test. As a minimum, demonstrate all video signal receptions in the control center location(s). b. If subsystem tests fail because of any component(s) in the subsystem, fix the particular component(s) or substitute with other component(s) and repeat the tests. c. If a component has been modified as a result of the subsystem test failure, prepare a report and deliver it to the Engineer for approval prior to re-testing
5 2. Data Performance Tests. Conduct all digital data performance testing necessary to ensure compliance with all of the requirements of EIA Standard 232. As a minimum, test and demonstrate data communications between each of the data channel units in the control center and the corresponding data channel unit in the field. If a component has been modified as a result of the subsystem test failure, prepare a report and deliver it to the Engineer for approval prior to re- testing. F. Training. Provide training in accordance with Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty, Article 3. G. Warranty. Provide a warranty accordance with the Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty, Article Measurement. This Item will be measured as each unit furnished, installed, made fully operational and tested in accordance with these Special Specifications or as directed by the Engineer. 6. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under Measurement will be paid for at the unit price bid for IP Video Codec. This price will include all equipment described under this Item with all cables and connectors, all documentation and testing; and includes the cost of furnishing all labor, materials, training, warranty, equipment, and incidentals
