Application should be highly parameterized so that any new requirements given by Bangladesh Bank can be accommodated. f. The application should have web service facility which can accept single data and batch data for sanctioning customers from a client program calls. Therefore we can comply KYC/AML regulations against UN, OFAC, EU or other locally / internationally recognized sanctioning sources for our different banking channels i.e. customer accounts (Core Banking, Mobile Banking, Agent Banking, Card Management Software, SWIFT payments, NRB remittances etc.) g. The search engine performs several logic tests to produce possible matches, such as detection of anagrams, inversion of letters, misspellings, abbreviations, phonetics similarities, synonyms and aliases. b. Searching parameters should be dynamic i.e. teller can search on different or combined data. And Search input can be mixed up with different languages i.e. there can several letters of multiple languages within a word. c. Search result should come in tabular format and should have export facility in Excel and PDF. d. For Every search, a report will be generated with unique serial number, input and output data. e. There should be audit log for each activity in this screen. For example, when a teller visits the screen, the audit should be generated. When a search operation is happened then also log should be generated. And each log record should be self explained about the operation and it saves also the user id, operation time of the user. f. If a name exists in different sanctioning source, then the search output will come in a single screen with multiple record mentioning the sanctioning source name. 3 Data Uploading a. Data uploading facility should support all internationally recongnized sanctioning 6

And should have the facility to maintain our own list. Data can be in multiple languages. b. There should be facility to define several customer groups and we can add or remove a customer with or from different groups. Therefore there should be two toggle list boxes. c. There should be history of each uploaded data. For example: if a UN xml is uploaded, the previous uploaded xml will go to archive. And activity log will be generated. 4 Auto update of sanctioning List a. There should be facility to link data between different sanctioning source. For example: we can link a record in UN source with another record with different name in NBR source. 5 Sanctioning a. Batch Processing i. There should be a configurable scheduler in which we can set the time interval to search our existing 10 million customers and sanctioning those individuals. There should not take more than 10 minutes for the entire operation. ii. iii. After sanctioning, the report should be generated for black list customers. And there must be facility to mark TRUE/FALSE for individuals after reviewing the result. There should be log for the generated reports. Therefore when we search a particular customer, the search screen 7

There should be log for scheduler configuration. b. Real Time i. Integration Should be established to our CBS, Mobile Banking, Agent Banking, Remittance System, Credit Card System, SWIFT etc for screening of new customers and/ or transactions to existing customers accounts/cards. ii. iii When a new customer is registered in CBS, Mobile Banking, Agent Banking, Remittance System, Credit Card System by a teller, the customer should be sanctioned before authorization. So if the customer comes in black list, the teller screen must have the facility to indicate FALSE mark the search for sanctioning the customer. And activity log will be generated. Same facility is required while doing transactions in existing accounts ***Separate sheet may be used if required. 8
6. TERMS & CONDITIONS: i. The participant company must submit the offer in two envelope system on or before 12th July by 3.00 PM. The first envelope will contain the technical offer and the second envelope will contain the financial offer. The two envelopes must be covered in a large envelope. All the envelopes will contain the full name and address of the participant company. The name, address and telephone number of the contact person should be mentioned in the forwarding letter submitted with the technical offer. ii. iii. iv. 01 (one) year warranty should be provided for the software. Warranty period will start after successful installation and operation of the system, and the AMC will start after the end of the warranty period All the pages of the RFP as well as all the offered documents should be duly signed by the authority of the bidder. Proper documents and data sheet have to be provided for indicating all the specification is present in the offered software which is stated in the required specification, feature and description. v. All prices to be quoted in US Dollar. VAT, Tax, AIT etc. (if any) will be borne by the Bank. vi. vii. viii. ix. All quoted price should include delivery, installation, implementation, customization, testing and training cost etc. Customization, installation, testing, training and commissioning should be provided by the vendor. Gyantt chart to be provided for the total project. The successful company must submit original technical and user manuals of the software at the time of delivery of the software to the Bank. x. The authority reserves the right to relax, change or drop any of the terms and conditions of the RFP without any further notice. The Bank shall not be under any obligation to accept the lowest quotation. The Bank authority reserves the right to accept or reject any or all, in part or full offers without assigning any reason. Payment terms for software is under: 50% of the cost will be paid in advance against a Bank Guarantee (BG) of equivalent amount with a validity of one year. The BG will be released after going live of all modules. If within one year the UAT is not completed, the BG has to be extended for a mutual period else DBBL will redeem the BG in the last fortnight of the 12th month of the BG period. If BG is not provided, 50% of the cost will be released after one week of going live of all modules. 30% after four weeks of going live of all modules. 20% after three months of going live of all modules. VAT, Taxes, AIT etc. will be borne by the Bank, if any. 9
