1 National Fire Protection Association 1 Batterymarch Park, Quincy, MA Phone: Fax: MEMORANDUM TO: FROM: NFPA Technical Committee on Emergency Power Supplies Colleen Kelly, Administrator Technical Projects DATE: March 18, 2015 SUBJ: NFPA 111 Proposed TIA No PRELIMINARY FINAL TC BALLOT RESULTS According to 5.5(a) in the NFPA Regs, the preliminary final results show this TIA HAS achieved the ¾ majority vote needed on both Question 1 (Technical Merit) and Question 2 (Emergency Nature). 30 Eligible to Vote 6 Not Returned (Chudasama, Dagenais, Day, Gregory, Nash Jr., Patterson) Technical Merit: Emergency Nature: 0 Abstentions 0 Abstentions 23 Agree 20 Agree (Skiba w/comment) 1 Disagree (Manche) 4 Disagree (Cotton, Manche, Olson, Smidt) There are two criteria necessary to pass ballot [(1) simple majority (2) affirmative ¾ vote]. Both questions must to pass ballot in order to recommend that the Standards Council issues this TIA. (1) In all cases, an affirmative vote of at least a simple majority of the total membership eligible to vote is required. [30 eligible 2 = = 16] (2) The number of affirmative votes needed to satisfy the ¾ requirement is 18. (30 eligible to vote - 6 not returned - 0 abstentions = = 18) An appeal relating to a proposed Tentative Interim Amendment shall be filed no later than 5 days after the notice of the Technical Committee TIA ballot results are published in accordance with (c) and In the case that a Correlating Committee is also being balloted, appeals need to filed 5 days after the notice of the Correlating Committee TIA ballot results are published. Preliminary Final ballot comments are attached for your review. Ballots received from alternate members are not included, unless the ballot from the principal member was not received. Per Section 5.4 of Regulations Governing the Development of NFPA Standards: (a) The existing table does not contain an error or an omission that was overlooked during a regular revision process. While it can be argued that the new informative text needs repair, it is not so urgent that it could not wait to be changed in the next code cycle. (b) The existing table does not contain a conflict within the NFPA Standard or with another NFPA Standard. (c) The proposed TIA will not correct a previously unknown existing hazard. (d) The proposed TIA will not offer to the public a benefit that would lessen a recognized (known) hazard or ameliorate a continuing dangerous condition or situation. (e) The proposed TIA does not accomplish a recognition of an advance in the art of safeguarding property or life where an alternative method is not in current use or is unavailable to the public. (f) The proposed TIA does not correct a circumstance in which the revised NFPA Standard has resulted in an adverse impact on a product or method that was inadvertently overlooked in the total revision process or was without adequate technical (safety) justification for the action. Table continues to use the same classifications in Column 1 that have always been there, and the permitted output interruption times are unchanged. The terminology used in Column 2 is well described in Annex A If the fix proposed in this comment were to be accepted, the offensive terminology would be moved to a new column 3. There is no emergency. Submitter is free to submit a public input in the next cycle if he continues to feel that there is a better way to harmonize the two standards. Signature

Ideally NFPA 111 would reference those instead of inventing new UPS types. Note that VFD, VI and VFI are input dependency characteristics, also described in section Certain UPS topologies deliver certain input dependency characteristics and inherently can only provide certain dynamic output performance curves. To put that into more layman's terms... We agree with submitter's statement that "...the NFPA should strive to harmonize its codes and standards with accepted international standards." We only partially agree with submitter's conclusion that "...The elaborated definitions disharmonize NFPA 111 with industry accepted international standard, IEC " It is precisely because these terms are used in the IEC standard that they were added to NFPA 111 Table 4.2.2; The terminology used in NFPA 75 is unique and is not used by the rest of the industry. We would like to see everybody in the world using the same terminology. Refer to Section of IEC IEC identifies a UPS (or stored-energy emergency power system) based on a number of criteria in the following format: AAA BB CCC AAA = Input dependency characteristics. This is where the terminology in the revised Table comes from. There are 3 types Type VFI = Voltage and Frequency Independent - output of the SEPSS is independent of supply (mains) voltage and frequency variations and shall protect the load against adverse effects from such variations without depleting the stored energy source Type VI = Voltage Independent - output of the SEPSS protects the load from: under-voltage applied continuously to the input; over-voltage applied continuously to the input. Type VFD = output of the SEPSS is dependent on changes in a.c., input voltage and frequency and is not intended to provide additional corrective functions BB = Voltage waveform characteristic, which is not being considered at this time. CCC = Dynamic output performance. This clause describes the voltage variation caused by: change of mode of operation (1st character), linear load step application (2nd character), non-linear load step application (3rd character), Submitter is correct that input dependency is not the same as dynamic output performance, which is what Table is focused on. To be precise, the table should zero in on the first character, which can be one of three classes: 1 : performance is required for sensitive critical loads 2 : performance is accepted by most types of critical load 3 : performance is accepted by general purpose IT loads
5 We suggest that, if Table needs to be fixed (and we agree that it probably does), then defaulting to the 2013 edition is not a satisfactory solution. The table should be adjusted as follows: Table Types of SEPSS* Type Output Interruption Time Corresponding IEC Performance Type O No interruptions Type VFI,UPS carrying load, 0.0 sec; Type U Type VFD or Type VI, UPS system with utility as preferred source Class 1 equivalent: performance is required for sensitive critical loads. Input dependency could be VFD or VI Type B 1.0 cycle: sec Class 2: performance is accepted by most types of critical load. Input dependency could be VFD or VI Type sec Class 3: performance is accepted by general purpose IT loads. Input dependency could be VFD or VI Type M Manual stationary or nonautomatic no time limit Class 3: performance is accepted by general purpose IT loads. I believe that further investigation should be made to see how this fits with other standards, such as related IEEE standards.
