2 SOLUTION OVERVIEW Excelerate can offer a fully scalable, integrated, secure and privately managed communications network that can be quickly and easily deployed across incident grounds and operational areas. We have designed and packaged our incident ground communications solutions to maximise the ease of deployment and use of the technology. A small portable COMMAND POD enables a central communications hub that can be deployed by a single person. The COMMAND POD operates independently of a vehicle, allowing the transfer of data, video and voice to the required locations in real time. 3 COMMAND POD Excelerate s COMMAND POD is a portable solution that enables users to rapidly deploy a resilient data network that is available at all times for operational use by each member of the team. The COMMAND POD is a central hub that can be deployed by a single person and enables the following capability: 3G/4G, Wi-Fi, Bluetooth Satellite backhaul connection CESG approved VPN Private and independent LTE Network, enabling data, video & voice (i.e. VoIP & VoLTE) when terrestrial 3G/4G is unavailable ( Always on ) Access to data, video and voice (including VoIP) applications with a 1km range COFDM video receivers enabling real time video in excess of 1km across the incident ground from each specified camera Video streaming to any authorized location and compatible device Autonomous 14 Hour power and hot swappable battery system Interface hardware and equipment (Digital Dashboard Management Interface DDMI) RJ45 and connection points for additional devices and/or vehicles The private LTE network, which is the technology behind 4G and the proposed technology of the current Emergency Services Mobile Communications Programme (ESMCP), will give an instantly available resilient and independent data network, ensuring team members can operate at all times. The private LTE network will allow the connection of LTE enabled devices such as phones, tablets, laptops and Mi-Fi devices. This will allow the passing of voice (Voice over LTE VoLTE), video and other data such as mapping and . The LTE bubble will also allow the connection of the staff physiological monitoring devices. 5 DIGITAL DASHBOARD MANAGEMENT INTERFACE (DDMI) DDMI combines all specified systems and solutions into one seamless, easy to use app style interface. It is currently used by NHS Ambulance HART and NHS Trust customers, as well as Police, and Fire customers to support non-technical operatives in the simple use of the solutions provided. Our DDMI solution is included as standard within all of our Emergency Responder solutions. Feedback demonstrates that it is a highly innovative solution giving better value to incident management solutions investment, operational use, supportability and training. The customizable and scalable solution enables operational personnel to access, monitor and control all integrated technology and solutions in one simple to use interface, without introducing a single point of failure* *Please note: Excelerate s DDMI is a patent pending solution that has been designed specifically to support ease of use by non-technical operatives. The solution feeds into to all specified systems, which can also be operated independently by a user within their standard open interfaces and also hardware, ensuring that there is no single point of failure. DDMI supports a common operating platform with co-responding organisations utilising Excelerate solutions. It will enable all connected devices, e.g. tablet PC's to access its interface allowing a user to control the systems but also to access required data wherever they are within the incident or remotely. 7 PHYSIOLOGICAL MONITORING Our physiological monitoring solution allows Team Leaders to monitor staff operating in high-risk areas. Key vital signs that can be monitored are: body position - pulse rate - skin temperature Other Monitoring capabilities include: Respiratory rate, advanced activity data, sleep data, advanced thermo regulatory measures and physiological waveforms. GPS is also available as an additional feature. All components within the solution are ATEX rated class 1 division 1, which is the European certification for intrinsic safety. Our physiological monitoring solution is lightweight, worn on the body and intrinsically safe. KEY FEATURES: Designed for military and emergency services personnel operating in extreme conditions A close fit, chest worn sensor belt with a secure over the shoulder strap made of breathable fabrics, ideal for wear under PPE and clothing The sensor belt is lightweight, optimised for long wear comfort (24 hours a day) and available in a personal fit. The belt is machine washable. Vital signs data is displayed using the staff monitoring software easily accessible via Excelerate s operating interface (DDMI). Users can access a choice of data formats including a traffic light type welfare-monitoring index with automated alerts. 9 PORTABLE SATELLITE BACKHAUL A portable satellite platform can be deployed as a backhaul should primary communications be unavailable. For example, in flood situations, where there may be no access to a vehicle, the portable satellite will be the primary bearer should a 3G/4G network not be available. The solution has been designed with flexibility in mind, allowing the satellite backhaul to be used as a secondary or primary bearer for the deployable equipment and/or vehicles. In addition, the satellite solution is capable of operating over various satellite bands, including KU, KA and X Band. KEY FEATURES: Our specified portable satellite system is easily assembled, and a user simply needs to remove the lid and attach 3 petals that form the reflector. These are stored within the case. To support with ease of use, flexibility of deployment and to furthermore ensure no single point of failure; The operator can choose to deploy the system by either simply pressing one button on the back of the unit, or from a Tablet PC or any networked device via the DDMI satellite page. 11 ENHANCED RESILIENCE SATELLITE NETWORK (ERSN) Excelerate recommends its KU Enhanced Resilience Satellite Network for emergency response KEY FEATURES: Support with multi-agency cooperation and interoperability by operating the same service as the majority of Police, Fire and Category 2 responders, of which Excelerate s Enhanced Resilience Satellite Network is utilized. Meet and exceed National Resilience Requirements. Support cost efficiencies and budgeting via a fully managed and unlimited data service. The first network to be accredited with the ISO: certification, an internationally recognised standard for security compliance. Provide a resilient network with built in failover. Consisting of TWO different satellites each covering the same geographical area within the UK and beyond, Excelerate s UK emergency services customers are protecting their investment and ability to deliver, whilst also enjoying a better user experience. Both satellites are KU frequency, the spectrum deliberately chosen for maximum resilience and enhanced performance in adverse weather conditions or extreme environments. Our fully managed satellite network operates via two seamlessly interconnecting and resilient teleports within the UK. Each teleport is interconnected on a fully redundant fibre optic ring, where Excelerate hosts its own fully redundant racks, identically populating its individual customers VPN end points, video servers and cloud computing services, meaning that our customers applications and communications are always operational with fast failover. Each teleport provides connectivity into the internet backbone, although Excelerate can provide options that take the internet out of the communications equation completely, if so desired. All of this is managed securely, in real-time 24/7 via Excelerate s privately managed Network Operations Centre, ensuring there cannot be one single point of failure in the connection to broadband, supporting UK Emergency responders in the most extreme and adverse regional and national incidents. Excelerate operates its satellite services under an OFCOM licence. From our Cardiff based network operations centre, the health of the network and the capacity being delivered to our customers is constantly monitored and managed to ensure quality of service. Our satellite capacity is not shared with third parties and cannot be commandeered by other operators or users under any circumstances. Customers can therefore be reassured that their service provisions are continually met in line with operational and national resilience requirements. 13 DEPLOYABLE MONITOR A portable, deployable 40 monitor to allows teams to undertake visual briefings. Camera images, mapping and any other information accessed via the network can be relayed from the Tablet PC to the monitor. KEY FEATURES: The monitor is provided in an integrated flight-case. The design allows for the body of the flight-case to become an integral part of a support stand/structure for the screen once opened eliminating the need for a table to sit it on. When the flight case converts into a stand it will have the capacity to support the screen to a height of approximately 1300mm from the floor to the centre of the screen. 15 BODY-WORN CAMERA Body-worn cameras deployed on personnel enables video streaming back to the required locations. Video can be viewed directly through the easy to use interface (DDMI) on Tablet PC s and any other devices that are connected via Wi-Fi or LTE within the incident ground. The images can be streamed live to incident command rooms or any authorised location either over satellite, 3G or 4G, depending on the connection being used at the time. Access to the stream can be authorised by a username and password and either limited to specific sites or to support with multi-agency cooperation and interoperability authorised for use by co-responders. Our specified body-worn cameras utilise COFDM technology enabling real time video transmission from within buildings, tunnels and underground as well as across incident grounds at distances in excess of 1 kilometre. Our tried and tested solution is used throughout the UK s Ambulance, Police and Fire services to support real time situational awareness and has been designed to operate in difficult environments where normal terrestrial networks (such as Wi-Fi and 3G/4G) are unavailable or compromised. KEY FEATURES: Each set comprises a lightweight standard optical bullet camera that is capable of operating in low light environments along with an enhanced bullet camera that has infra red illumination in excess of 10 metres to allow operation in extreme low light conditions. The enhanced camera is IP67 rated allowing it to be submersed in water of up to 1 metre in depth. A cable adapter allows the connection of other composite video devices, such as, a hand held thermal image camera with compatible video output connection, which can be transmitted back to either a tablet PC or remote locations. Bespoke helmet or body-worn clips to suit requirements along with standard issue headbands. Different mounting options can be provided to suit the PPE or equipment used. A repeater system is supplied to increase both distance and improve building penetration. The repeater has been designed to be portable, with ease of deployment and operational requirements in mind, and will be peli-case based, inclusive of internal batteries with duration in excess of 40 hours. 17 STATIC LIGHTWEIGHT DEPLOYABLE CAMERA A static, lightweight deployable tripod mountable camera allows a fixed view of a specific area. It utilises COFDM technology, enabling real time video transmission across incident grounds at distances in excess of 1 kilometre. Our tried and tested solution is used throughout the UK s Ambulance, Police and Fire services to support real time situational awareness and has been designed to operate in difficult environments where normal terrestrial networks (such as Wi-Fi and 3G/4G) are unavailable or compromised. The signal transmits directly to the COMMAND POD and is available to view directly through the easy to use interface (DDMI) on Tablet PCs and any other devices that are connected via Wi-Fi or LTE. They utilise a higher frequency band allowing for better connection for static cameras. Access to the stream can be authorised by a username and password and either limited to specific sites or to support with multi-agency cooperation and interoperability authorised for use by co-responders. KEY FEATURES: The camera is tripod mountable and has an integrated battery pack allowing an operational time of up to 48 hours. Supplied with a repeater to increase both distance and improve building penetration. The repeater is portable and will be peli-case based, inclusive of internal batteries that will match the duration of each camera system. 19 UNMANNED AERIAL VEHICLE (UAV) An easy to use, all in one Unmanned Aerial Vehicle (UAV) solution, which is ready to fly and capable of being deployed at incidents where an instant 360-degree aerial view is required. Image stills or video can be broadcast back to a Tablet PC or another compatible device up to 2km. It s a lightweight and robust solution weighing less than 3 kilograms, and can be used for indoor and outdoor incidents that require real time situational awareness. KEY FEATURES: Automatic take-off and landing via a one touch button operation Professional flight control system Automatic and retractable landing gear, ensuring the camera view is not obstructed Full Pan, Tilt and Zoom stabilised 4K (Ultra HD) camera and streaming up to 2Km 720P Live video feed and 12 megapixel photo s Intelligent power management system Automatic flight mapping and waypoints Easy safe flight with return to home mode Our specified UAV is supplied with two controllers, each with a dedicated tablet display screen. One controller is to allow operator control of the UAV, whilst the other is for on-board camera control. It is easy and safe to fly and takes just one tap to take off and one tap to land. The system is supplied with two battery packs, fast charger and is all stored within one ruggedized case. With built in GPS, the UAV automatically refreshes the home point to where the operator is standing within the incident. Therefore, the operator can move around the incident and continue to support their primary role and the UAV will always know where to fly back and land safely. The estimated flight time per battery is 18 minutes depending on conditions. The battery reports the voltage of each cell, the total lifetime charges and discharges, and the overall health and battery status. The UAV camera is detachable, allowing teams to benefit from a high specification camera for use on the ground when aerial footage is not required or is unfeasible. This dual purpose portable camera asset will not only provide added operational benefit for teams on the ground but it also represents a future proof option.
