1 C-ITS Platform WG6: Technical Issues Topic: Hybrid Communications 3 rd Meeting: 15 th April 2015, 14:00 17:30 Roaming EC presented the state of play on the Roaming negotiations. It was mentioned that when developing the current roaming regulation it was targeted at persons, periodic international travel and mainly for voice communications. Current maximum retail cost for 1 MB is 0.20 Euro, Council proposes to lower this at 0.05 Euro (note discussions are still ongoing between EP and Council). Permanent roaming or M2M are not envisaged in the current roaming regulation. M2M and IoT will be taken into account when revising the EU Telecoms legislative framework. M2M communication is currently under study by BEREC. >> DG MOVE will contact BEREC to understand how far their work has evolved. It was also mentioned that GSMA had been working on M2M and had developed a Roaming agreement template. Also mobile operators such as Vodafone already have an extensive M2M offering. At this point it was not understood whether there are any technical or financial issues in relation to M2M in an international roaming context >> Participants are asked to verify within their organisations whether there any issues in relation to M2M / roaming It was mentioned that the impact of App design on mobile networks could be big. For instance when using excessive signalling. It was also mentioned that the issue of OEMs not wanting to replace/install SIMs could be dealt with by remote configurable SIMs, and that industry was working on a variety of solutions to deal with the issue of SIMs (eg soft SIMs) >> DG MOVE will contact mobile operators like Vodafone and the GSMA to get a better understanding of the issue. (see also input requested in point above)

Location accuracy It was mentioned that for current Day-1 applications, current location & mapping accuracy is sufficient, but that in future as applications require location accuracy at lane level, better mapping and location accuracy is required. The communication cost linked with having more accurate maps was also discussed. It was felt that by only having to update the "Delta" this could be kept reasonable. Also the ability to 'crowd source' in order to update the maps was mentioned. It was also mentioned that with more solid state gyroscope's built in cars, combined with other sensors, "dead reckoning" could be used to determine one's position. DG MOVE will consult with the colleagues responsible for Galileo to understand better their roadmap and level of accuracy. Participants also asked to enquire about the costs associated with the commercial service. 4. Dealing with Hybrid Communication Co-existence between long-range and short-range communication technologies It was mentioned that during previous meeting this item was discussed, and that a separate task force would be formed. One member asked to be added to this task force. Smart Phone & other in-cars screens - an interim solution? The USA approach of fostering uptake of C-ITS by using "carry-in" devices was discussed. Smartphones and other devices (e.g. navigation) were seen as an option to introduce C-ITS. It was mentioned that it could be useful to issue a recommendation to allow this type of equipment to be used inside the vehicle. Miscellaneous Capacity & Coverage of Telecom Networks It was also clarified that it would be useful to stipulate in the recommendations/conclusions that cellular communications alone will not be sufficient for C-ITS purposes. ITS-5G has definitely a role to play. Members to provide some bullet points to support this statement

3 There needs to be a "smart mix" of ITS-G5 & cellular. It was mentioned that the Amsterdam Group would propose an addition to the ERTICO document in order to clarify better the decision criteria on when better to use cellular and when ITS-G GHz; i.e. the ITS extension band. It was mentioned that this band is under threat. Recommendation to be made on ensuring a "transparent" approach to use different communication technologies to transport messages. (Currently under discussion in ETSI) Members to provide better wording It was mentioned that it would be useful to have a map of current and planned deployment of LTE in the 800 MHz band as the increased coverage would be beneficial for C-ITS applications relying on cellular communications. DG MOVE to check with GSMA and DG CONNECT whether any such maps / timelines would be available
