1 C-ITS Platform WG6: In-vehicle resources and data 9th Meeting: 29 September 2015, Meeting Minutes Venue: CCAB, Brussels, Room 4D Action List Nr. Volunteers Minutes and agenda The minutes of the last meeting of WG6 (in-vehicle resources and data) of 3 September 2015 were approved, with one contribution from Ericsson on the Volvo Sensus connected vehicle cloud. The draft agenda of the current meeting was adopted. Definition of a reference dataset (TF4): Short list of data - List of use cases / clusters: Comments were received from ACEA on the short list of data to be harmonised (see Annex). These comments did not address the list of data/clusters as such but rather focus on: a) the need to work on data on a use case basis, b) ensuring that data protection legislation is respected and that the customer has given his consent to the re-use of data, c) the need to compensate vehicle manufacturers for their investment in the ability of vehicles to generate, store, process, transmit, and receive data, in the continued accuracy and reliability of the data that are generated and d) in the safe and secure processing and transmission of these data. FIGIEFA expressed its disappointment regarding these comments, which seem to support the Extended Vehicle solution rather than discuss the list of data. FIGIEFA disagreed on the fact that vehicle manufacturers should check if service providers respect privacy rules. IBM underlined the need for end-to-end security, based in particular on encryption of data from the vehicle to the service provider. A long discussion took place regarding the data access conditions: - vehicle manufacturers expressed their preference for an access depending on use cases, with a pre-defined list of data linked to each use case.

2 - service providers explained that the data subject would give consent to applications, which would be based on a list of data described in the terms and conditions of each application. Regarding the Short list of data - List of use cases, it was agreed to organise a teleconference with representatives from vehicle manufacturers and services providers, with the following methodology: - Start from the list of use cases already identified through the different inputs of members of WG6. - List the data needed for these use cases in order to extract a "short list of data", as defined in the document "Identify the data needs" approved by the WG6 on 8 July Check the existence/availability of these data in all vehicles, independently from brand or model, and check if there are already existing standard(s). On-board application platform (TF1): ACEA and FIGIEFA were expected to work on the identification of common building blocks. The common work was limited to one exchange of s, due to diverging positions. ACEA explained that parallel development as proposed by FIGIEFA was against ACEA's members' position. Car2Car Communication Consortium explained that proprietary systems could be developed quicker, and that competition between two proprietary systems could develop the market. PaulsConsultancy reminded that proprietary solutions provided quality. CLEPA explained that products similar to the developments estimated by Task-Force n 1 to last 14 years had already been presented at IAA 2015, and reminded that the objective within this working group was not to discuss the merits of proprietary solutions, but to open the dialogue in order to understand/justify the arguments behind each position. The Chair invited ACEA and FIGIEFA to try resuming this dialogue. Data server platform (TF3): The Chair informed the group about the positive reply from ACEA regarding the question posed during last meeting (note: question was if conditions expressed in ACEA's answers to aftermarket sector's questions on the Extended Vehicle would also apply to all other sectors). The working group discussed briefly FIA and IBM proposals which had been presented to the group during last meeting. Daimler challenged the encryption of data, which could make type-approval impossible. The Extended Vehicle could transmit data to a shared server if responsibilities would be transmitted as well. 2

3 Due to lack of time, and because several participants had already left, the Chair proposed to ask ACEA to collect vehicle manufacturers' comments/questions on FIA and IBM proposals in order to feed the discussion during next meeting (note: question sent by the Chair by to ACEA on 1st October 2015).
