PRELIMINARY REMARKS The information compiled in this report is from telecom companies, Internet Service Providers, 4G retailers, RURA database, postal operators, Pay TV operators, Media and Newspapers. Subscription in this context, an active subscriber is defined as one that has generated revenue within three months of the quarter under review. 2. SUMMARY This is a fourth quarter report for 2016; it covers the period from October to December 2016, and it gives the annual trends of some indicators. This report includes information on mobile telephone, fixed telephone, internet, tariffs (voice and data), traffic, revenues, investment and employment in telecommunication sector, licensed operators in postal and Media. In the period under review, the mobile telephone subscriptions increased from 8,853,301 recorded in the third quarter 2016 to 8,932,108 recorded in the fourth quarter 2016, this portrays a 1% increase. Mobile telephone penetration rate rose from 78.6% recorded in the third quarter of 2016 to % that was recorded at the end of the fourth quarter Fixed telephone subscriptions in this quarter increased by 2% from 13,143 recorded in the third quarter 2016 to 13,403 in this quarter under review. On internet data segment, the number of internet subscriptions as of December 2016 increased by 3% and this implies that they increased from 3,984,323 recorded in the third quarter 2016 to 4,119,928. Internet penetration rate continued to be 36.6%. In the media there are 14 licensed Free to Air Televisions, 3 licensed pay TV operators, 31 radio stations, 50 print media and 80 online operators and in the postal service there are 24 licensed operators as of December P a g e

MOBILE AND FIXED TELEPHONE SUBSCRIPTIONS As of December 2016, operators offering mobile telephony services included MTN Rwanda, TIGO Rwanda and AIRTEL Rwanda, and those offering fixed telephone services were Liquid Telecom, Airtel Rwanda, Tigo Rwanda and MTN Rwanda. 9 Average tariff in Rwf 3G and 3.5G mobile technologies were deployed geographically by MTN Rwanda at the level of 76.03%, Tigo Rwanda at 22.41%, and 17% for Airtel Rwanda as of fourth quarter, KTRN Rwanda deployed 4G geographically by 51% and this network is accessed by 62% of the population. 5. MEDIA With the new mandate of RURA to regulate media industry, and following the enactment of the media law of 2013, RURA in addition to TVs and radios, licensed Internet and Print Media organs.
