Moreover it is crucial to understand the training needs that Maritime Pilots have in order to be able to perform this task, together with the other tasks required from their profession. For the scope of the discussion we should look at the study of the European Commission on PECS where there is a proposal for the development of pilotage in this sense. Is the proposal useful? How pilots can benefit from it? Chris Levevre EMPA

3 CERTIPILOT is an ambitious project that covers an important and complex subject such as training for maritime pilots. Has CERTIPILOT considered ECTS, UK Occupational Standards and A960 Recommendation from IMO? Daniele Fantechi MMP The ECTS has been the basis for the development of the model. Such EMPA report covers and lists standards that have to be achieved by pilots and it was considered as the starting point of the project. ECTS was further developed keeping in mind two elements: the focus on environmental protection and risk prevention and the ECVET EQF approaches. The system was re- organised and further expanded leading to a framework that is in line with the EU Vocational Training System. With regards to A960, a specific part of the report compiled by the CERTIPILOT team deals with the International legislation on training. John M Dalli MMP Another important aspect that CERTIPILOT deals with is the transfer of knowledge between Senior and Junior pilots through a train- the- trainer approach. In our profession it is very important to develop a professional capacity to train and instruct our colleagues and learn from each other experience. Chairman: The development of pilots vocational training through a formal recognition facilitate its funding and therefore can easily become an integral part of pilots organisations professional development plans. John M Dalli MMP: Even in the discussion with the authorities, it is important that maritime pilots link the training to the tariff and the industry as the more pilots are trained and equipped the more ports run efficiently and safely, thus giving an added value to the whole sector. Jonathan Mills Medway Pilots: UK pilots are developing national occupational standards related to the profession that have been made public recently. How does CERTIPILOT avoids duplication?

4 Daniele Fantechi MMP: CERTIPILOT target group is licensed maritime pilots, while UK standard as well as other occupational standard being developed in the EU target seafarers who are in the process of becoming a pilot. CERTIPILOT is interested to cover the vocational training and professional development that maritime pilots undertake during their career and does not cover the training and professional path to become a pilot that is a National competence. CERTIPILOT wants to harmonise the vocational training undertaken after a pilot gets his/her license. The harmonisation will lead to an easier mobility of qualifications and will also serve as a decision making tool for pilots organisations and authorities to identify the areas of further improvement of maritime pilots skills and competences. Chris Lefevre EMPA: I would like to suggest the introduction of another occupational standard to the list developed by the CERTIPILOT team. This should be the competence related to International Standards for Ship Port Security and any applicable EU legislation. It is important to train pilots on the IMO regulations that are to become mandatory through their conversion into EU directives and the effects of such new regulations on their job. Fiorenzo Milani Federazione Italiana Piloti Marittimi: If CERTIPILOT is a project that aims at increasing the quantity of certificates produced, in my opinion it goes in the wrong direction. On the contrary, if CERTIPILOT aims as to introduce new technology and new training then it can be very useful for maritime pilots. Ali Comert TUMPA: Pilot job is a continuous training effort in itself and with CERTIPILOT we are trying to develop and apply international standards to a profession that is very much based on the knowledge of local elements and situations. Every manoeuvre is a training and can constitute a training critical mass. It is very important that we are able to emphasise the experience factor as a training methodology. Florin Rusu - Romanian Association of the Maritime Pilots "EUXIN PILOT": Very big congratulations to the organisers for this consultation session and for the project, that represents a very wise idea that can be very effective. Water is water for all the bridge

5 team and it looks the same for everyone. However within the bridge team there is only one person who knows how it is under the water and this person is the maritime pilot. Projects like this have to be an occasion to disseminate and promote our profession and the problems we encounter. The routine is one of the main risk factors in our profession as experienced pilots consider that they know the job and nothing can happen but every manoeuvre is a different challenge. Training and experience can help but every pilot needs to tackle that challenge with the same approach and professionalism. To anticipate things that will happen and their effects on the ship is the key aspect of the pilotage profession and training should help to strengthen this. When there is an accident involving a pilot it is very difficult for other seafarers to be able to take all the aspects into consideration to evaluate and assess the situation. I propose that other pilots that have the means and know how to see the whole picture and understand all the risks involved should carry out judgment and assessment of critical situations involving a pilot. Francisco Mosquera Colegio Oficial Nacional de Practicos de Puerto Do you believe that CERTIPILOT will guide pilots to choose the best course? Daniele Fantechi MMP: CERTIPILOT can be used as a training guide and a decision making tool to understand the training needs of the pilots in relation to specific skills and competences. CERTIPILOT will identify the areas of training required to improve a specific competence and will allow to identify the content and type of training to be undertaken. Joseph Brincat MMP: Where should a pilot train? There are no colleges at EU level that provide specific pilotage training but we all undergo training that is designed for seafarers and master mariners. Moreover, in case there would be a training provider for pilotage training, who should approve this centre? Once we are creating the framework we need a Quality Assurance system that will allow pilots organisations to know that a specific centre is equipped and useful. Livio Lai:

Marco Portelli Why certification for pilots as far as no certification of mariners exist? Godfrey Kenely Outlook Coop The European Credit System for Vocational Education and Training is a European instrument to support lifelong learning, the mobility of European learners and the flexibility of learning pathways to achieve qualifications. Occupational standards define what it means to be competent in a specific job role. Competence is about taking skills and knowledge and applying them to show the understanding and ability necessary to carry out a work function. CHAIRMAN CERTIPILOT is intended to certify competences and knowledge acquired by non- formal and informal learning in particular. It does not consider formal educational learning, that is already certify and recognised, such as for example an university degree. Sergiu Floca - Romanian Maritime Pilot's Federation "EUXIN DANUBE: From this experience I can say that it is an advantage for pilots to have access to their own simulator freely and unconditionally. CERTIPILOT can be exported and applied to all pilots? Daniele Fantechi MMP: Project imply mutual recognition of competences and thanks to ECVET EQF system and could be exported to any European country. Chris Lefevre EMPA: What are next project steps? Daniele Fantechi MMP: CERTIPILOT team will keep on working on the development of the draft model by incorporating the suggestions emerged from this consultation event as well as from the online consultation session.

7 The partners will meet in Istanbul to start WP3 where the model developed will be tested on existing training, meaning that the training available will be associated to the framework developed. Consultation and dissemination will continue so as to be able to exploit the project and reach as many direct and indirect stakeholders as possible. As a final result we will produce a final model available in various languages that could be easily used by different pilots organisations to ask their national certification authorities to adopt it to recognize the vocational training undertaken by Maritime pilots. Chris Lefevre EMPA: As EMPA is very much interested in the project, we would like to keep on following closely its development and support the discussion and dissemination of information within our members.
