1 PROCEEDINGS OF 214 th MEETING OF THE ERC-NCTE HELD ON 13 th 15 th May, 2016 The 214 th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 13 th 15 th May, 2016 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the Emergent ERC Meeting. With the permission of Chairperson, Shri Mukesh Kumar (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. Sl.No. Item No. Content ER Confirmation of the Proceedings of 213 th Meeting held on 29 th 30 th April 2016 & 1 st - 2 nd May 2016 at Bhubaneswar. Confirmed ATTENTION! 1. The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. The replies so received will also be considered by the committee. 2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per programme. (See ERC website: for detail). 3. The institution need to submit list of 10 schools for internship and school based activities duly approved by District Education Officer. 4. Institutions must give the affidavit for consent / willingness for number of units either one or two if it was not submitted earlier. 5. The institution shall comply with the additional facilities required (additional built-up area, additional staff, additional funds etc) for the SECOND UNIT as prescribed in NCTE (Recognition Norms and Procedure) Regulations 2014 before As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any course or training in Teacher Education without obtaining recognition or permission under this Act, the qualification in teacher education obtained pursuant to such course or training or after undertaking a course or training in such institution, shall not be treated as a valid qualification for purposes of employment under the Central Government, any State Government or University, or in any school, college or other educational body aided by the Central Government or any State Government. 7. The Committee suggested to prepare Data Bank for the teachers. 8. The institution needs to install Fire Safety equipment and submit the Fire Safety Certificate if not submitted earlier. 1

College, Plot No. 606(Old)/886(New),Vill-Jati Town, P.O.-Shanti Nagar, Tehsil/Taluka/Town/City - Barpeta, Dist-Barpeta, Assam (D.El.Ed.- Additional Course) (Private) (SCERT) (ERCAPP3405) received from the NCTE Hqrs. from time to time and VTR, the Committee discussed the matter in detail and observed As per VT Report, the existing built up area of the institution is Sq. Mts. which is less than the requirement for running B.Ed. + D.El.Ed. programme. The area of 1605 Sq. Mts. is under construction. Show Cause Notice be issued to the institution as to why the recognition to the institution be not refused on the above points. The Committee therefore, provides last opportunity under section 15(3)(b) of the NCTE Act 1993 to the institution to submit its reply within 21 days from the issue of this letter before the Committee takes final decision. Rangia Teacher Training College, Plot No. 1817, 1818, 1819, 1051, Vill - Rangia Town, Tehsil/Taluka - Panduri, P.O./Town/City-Rangia, Dist - Kamrup, Assam (D.El.Ed.-Additional Course) (Private) (SCERT) (ERCAPP3684) received from the NCTE Hqrs. from time to time and VTR, the Committee discussed the matter in detail and observed (ii) As per VT Report, all plots are not adjacent to each other. Distance between plots are about 500 Mts. Area of the multipurpose hall is Sq. Mts. which is less than the requirement of 2000 Sq. ft. Show Cause Notice be issued to the institution as to why the recognition to the institution be not refused on the above points. College, Plot No- 6152, 6157, 6160, 6162, Vill/PO- Daskalgram, Tehsil/Taluka- Nanoor, Town/City-Bolpur, Dist- Birbhum, West Bengal (B.Ed.- New proposal) (PRIVATE) (University of Burdwan) (ERCAPP2339) agenda note, the NCTE Act., the NCTE Regulations 2014 including Norms and Standards, guidelines received from the NCTE Hqrs. from time to time and VTR, reply received in response to show cause notice after VT, the Committee discussed the matter in detail and observed a. Show cause notice was decided in 211 th ERC Meeting held on April 2016 on the following grounds:- The institution applied two application simultaneously one for D.El.Ed. in the name of Rajbina D.El.Ed College and another for B.Ed. in the name of Rajbina B.Ed. College. (ii) As the show cause has been decided to D.El.Ed programme (ERCAPP2344) hence, B.Ed programme (ERCAPP2339) comes under the category of standalone institution which is not considerable as per NCTE Regulation b. In response to show cause notice, the institution submitted its reply dated on the basis of proceedings uploaded in the ERC website which is not considerable. The committee is of the opinion that application bearing code No. ERCAPP2339 of the institution regarding recognition for B.Ed. programme is refused under section 14(3)(b) of NCTE Act Rajbina D.El.Ed. College, Plot No. 6152, 6157, 6160,6162, Vill/Po.- Daskalgram, Tehsil/Taluka- Nanoor, Town/City- Bolpur, Dist- Birbhum, West Bengal (D.El.Ed.) (PRIVATE) (West Bengal Board of Primary Education) (ERCAPP2344) agenda note, the NCTE Act., the NCTE Regulations 2014 including Norms and Standards, guidelines received from the NCTE Hqrs. from time to time and VTR, reply received in response to show cause notice after VT, the Committee discussed the matter in detail and observed a. The institution which is already recognized for B.Ed/D.El.Ed course(s) and sought recognition/permission for additional course/additional intake are to furnish the previous faculty list alongwith compliance of the Letter of Intent. 6 Pandit Raghunath Murmu Teachers Training College, Plot NO. 1239, 1240, 1241, 1242, 1242/1293, Vill./Po- palsanda More, Tehsil/Taluka- Nabagram, Town/City- Palsanda More, Dist- Murshidabad, West Bengal (D.El.Ed.-Additional Course) (PRIVATE) (West Bengal Board of Primary Education) (ÈRCAPP4007) received from the NCTE Hqrs. from time to time and VTR, reply received in response to show cause notice after VT, the Committee discussed the matter in detail and observed a. Show cause notice was decided in 211 th ERC Meeting held on April 2016 on the following grounds:- As per VT report, the institution runs another Teacher Training College in the same campus. (ii) The laboratories are not well developed to accommodate the existing and proposed courses. (iii) The library is overcrowded with old practical records. (iv) Building completion certificate is not signed by any Govt. Engineer. b. In response to show cause notice, the institution submitted its reply dated on the basis of proceedings uploaded in the ERC website which is not satisfactory. The committee is of the opinion that application bearing code No. ERCAPP4007 of the institution regarding permission for D.El.Ed. programme is refused under section 15(3)(b) of NCTE Act Kabiguru Primary Teachers Training Institute, Plot No- 1119, Vill- Kaladanga Ghoshpara, PO- Kaladanga, Tehsil/Taluka- Daulatabad, Town/City Berhampure, Dist-Murshidabad, West Bengal (B.Ed.-Additional Course) (Private) (University of Kalyani) (ERCAPP3764) received from the NCTE Hqrs. from time to time and VTR, reply received in response to show cause notice after VT, the Committee discussed the matter in detail and observed a. Show cause notice was decided in 210 th ERC Meeting held on 7 th 9 th April 2016 on the following grounds:- As per VT report, total built up area is Sq. Mts. which less than the requirement for D.El.Ed.(Existing)+ B.Ed.(proposed)+ D.El.Ed-Additional Intake(proposed) as per NCTE Regulation b. In response to Show cause notice, the institution submitted its reply dated on the basis of proceedings uploaded in ERC website which is not considerable. The VT Member Dr. Nirmala Sharma and Dr. S.A. Khan vide letter dated informed that the built up area of the institution is ( ) Sq. Mts.= Sq. Mts. Both VT members have visited the institution in terms of the letter issued by ERC and submitted the inspection report accordingly. The committee considered the report and took appropriate decision to issue show cause notice to the institution as per deficiency pointed out by the VT experts. After two months and without having any authorization letter from NCTE, both VT members have submitted a letter contrary to official report which is not permitted as per NCTE Regulations. Both of the VT members namely Dr. Nirmala Sharma and Dr. S.A. Khan are directed to justify the same. 6

7 Kabiguru Primary Teachers Training Institute, Plot NO- 1119, Vill- Kaladanga Ghospara, PO- Kaladanga, Tehsil- Daulatabad, Town/City- Berhampore, Dist- Murshidabad, West Bengal (D.El.Ed.-Additional Intake) (West Bengal Board of Primary Education) (ERCAPP3766) received from the NCTE Hqrs. from time to time and VTR, reply received in response to show cause notice after VT, the Committee discussed the matter in detail and observed a. Show cause notice was decided in 210 th ERC Meeting held on 7 th 9 th April 2016 on the following grounds:- As per VT report, total built up area is Sq. Mts. which less than the requirement for D.El.Ed.(Existing)+ B.Ed.(proposed)+ D.El.Ed-Additional Intake(proposed) as per NCTE Regulation b. In response to Show cause notice, the institution submitted its reply dated on the basis of proceedings uploaded in ERC website which is not considerable. Show cause notice was decided in 212 th ERC Meeting held on April 2016 on the following grounds:- In the building plan, total land area has been written by hand without countersignature by the approving authority i.e. Assistant Engineer. (ii) As per online application, name of the institution is Prodyumna Institute of Higher Education whereas land is in the name of Prodyumna Institute of Higher Education (B.Ed. & D.El.Ed in composite form) i.e. in different name. b. In response to show cause notice, the institution submitted its reply dated on the basis of proceedings uploaded in the ERC website which is not considerable. The committee is of the opinion that application bearing code No. ERCAPP3342 of the institution regarding recognition for D.El.Ed. programme is refused under section 14(3)(b) of NCTE Act

8 Prodyumna Institute of Higher Education, Plot No- 389, Vill- Katul, PO- Belsulia, Tehsil/Taluka- Joypur, Town/City- Bankura, Dist- Bankura, West Bengal (B.Ed.-New proposal) (Private) (University of Burdwan) (ERCAPP3341) received from the NCTE Hqrs. from time to time and VTR, reply received in response to show cause notice after VT, the Committee discussed the matter in detail and observed a. Show cause notice was decided in 212 th ERC Meeting held on April 2016 on the following grounds:- In the building plan, total land area has been written by hand without countersignature by the approving authority i.e. Assistant Engineer. (ii) As per online application, name of the institution is Prodyumna Institute of Higher Education whereas land is in the name of Prodyumna Institute of Higher Education (B.Ed. & D.El.Ed in composite form) i.e. in different name. b. In response to show cause notice, the institution submitted its reply dated on the basis of proceedings uploaded in the ERC website which is not considerable. The committee is of the opinion that application bearing code No. ERCAPP3341 of the institution regarding recognition for B.Ed. programme is refused under section 14(3)(b) of NCTE Act ER Reply to SCN / Clarification before VT Nagendra D.Ed College of Girls, Plot No- 4630, Street No- SD-69, Vill/PO- Rudranagar, Tehsil/Town-Rudranagar, Dist- South 24 Parganas, West Bengal (B.Ed.-Additional Course) (Private) (West Bengal University of Teachers Training Education Planing and Administration,) (ERCAPP4154) VT, the Committee discussed the matter in detail and observed a. Show cause notice was issued on on the following grounds:- NOC from the affiliating/examining body not submitted. b. In response to show cause notice, the institution submitted its reply dated which is not satisfactory. The committee is of the opinion that application bearing code No. ERCAPP4154 of the institution regarding permission for B.Ed. programme is refused under section 15(3)(b) of NCTE Act Bhimpur Mohanananda College of Education, Plot No.1151, 1169, 1170, 1171, 1172, Street No.-Bhimpur, Vill/Po/Town/ City - Bhimpur, Tehsil/ Taluka - Krishananagar, Dist - Nadia, West Bengal (D.El.Ed.-Additional Course) (Private) (West Bengal Board of Primary Education) (ERCAPP4052) from the NCTE Hqrs from time to time and reply received in response to the show cause notice before VT, the Committee discussed the matter in detail and decided VT be constituted. 8

9 Holy Mission College of Education, Plot No.837, St. No.Kharida, Vill - Kharida Kharagpur, P.O. - Kharagpur Town, Tehsil/ Taluka - Kharagpur Municipality, Town/ City - Kharagpur, Dist - Midnapore, West Bengal (B.Ed.-New proposal) (PRIVATE) (Vidyasagar University) (ERCAPP4082) VT, the Committee discussed the matter in detail and observed a. Show cause notice was issued on on the following grounds:- (ii) (iii) (iv) Land document is not readable. The institution is required to submit the clear copy of land document. In the submitted building plan, total land area and built up area not indicated and also not approved by any Govt. Engineer. As per the certificate of land, the land measuring 2876 SQM situated at plot No.837 which is less than the required 3000 SQM for B.Ed. + D.El.Ed programme. Land possession / mutation certificate not submitted. b. In response to show cause notice, the institution submitted its representation dated on the basis of proceedings uploaded in ERC website which is not satisfactory. The committee is of the opinion that application bearing code No. ERCAPP4082 of the institution regarding recognition for B.Ed. programme is refused under section 14(3)(b) of NCTE Act Holy Mission College of Education, Plot No.837, St. No.Kharida, Vill - Kharida Kharagpur, P.O. - Kharagpur Town, Tehsil/ Taluka - Kharagpur Municipality, Town/ City - Kharagpur, West Bengal (D.El.Ed.-New proposal) (PRIVATE) (West Bengal Board of Primary Education) (ERCAPP4135) VT, the Committee discussed the matter in detail and observed a. Show cause notice was issued on on the following grounds:- (ii) (iii) (iv) Land document is not readable. The institution is required to submit the clear copy of land document.
