1 August Meeting Minutes Personnel Certification Governance Committee August 28-29, 2012 Catamaran Resort San Diego, CA Administrative A meeting of the Personnel Certification Governance Committee was held on Tuesday, August 28 from 8 am to 5 pm and Wednesday, August 29 from 8 am to 2 pm Pacific Time. The agenda and task list are affixed as Attachments A and B, respectively. 1. Welcome and Quorum PCGC chair, Jake Burger started the meeting welcoming the committee members and NERC staff. Quorum was determined. The list of meeting attendees can be found at the end of the meeting minutes. NERC Antitrust Compliance Guidelines The NERC Antitrust Compliance Guidelines were reviewed and all attendees agreed to abide by the NERC Antitrust Guidelines. Public Meeting Notice Nancy DeLeon reminded all participants the meeting is public and was posted on the NERC website. Task List reviewed The PCGC reviewed and updated the task list, Attachment B. Certification performance benchmark task needs further guidance from committee. 2. Consent Agenda/Approve Meeting Minutes The PCGC reviewed and approved the agenda for this meeting. The committee approved the June 5-6, 2012 (Minneapolis, MN) meeting minutes. 3. Certification Exam Development Nancy DeLeon presented the progress of the 2012 Exam development cycle. The French version RC exam was published in July PCGC and the EWG will determine deliverables, strategy and ensure continuity of services as they work on new contracts.

2 4. System Operator Certification and Continuing Education Program Updates Nancy DeLeon reported on several exam terminations while they were in progress. Due to a compiling coding error in the exams, there were five recent instances of exam computer failure that affected the candidate. The exam compilation errors only affected Prometric s secondary testing sites. Prometric responded promptly to identify causes, but did not have a process to immediately notify NERC when instances occurred. It was recommended that an exam delivery failure notification be established by Prometric and provided to NERC on a timely basis. System Operator Certification and Continuing Education Database (SOCCED) SOCCED project phase 1, which covers the system operator interface, was demonstrated to the committee by Kamila Serwin. The committee provided comments. The timeline was discussed for testing, announcements, training, and final rollout in January The committee recommended a script be developed for the field testing. The PCGC will be part of the testing group. Information on the database upgrades and user interface changes will be communicated through webinars shortly before implementation. 5. Exam Development Demonstrations - Request for Information Conference calls with several exam development and delivery companies were conducted to provide and discuss their capabilities. 6. Task Force Reports a. Nomination Task Force: PCGC and the EWG are now at full membership. Brett Hallborg requested members whose terms expire at end of 2012 to let him know plans for renewing membership with the PCGC by next meeting. b. Budget Task Force: The task force reviewed the actual income and expenses for first and second quarter 2012 in detail. The 3-year Budget Forecast has been approved with minor changes from NERC accounting. Estimates of operating and maintenance cost and capital project investments were discussed. Exam and renewal fee adjustments for 2013 have been announced and go into effect January 1, It was suggested that following each annual budget cycle, the PCGC issue a communication on fees for the following year, whether they change or not. c. Program Evaluation/Measurements Task Force: The Task force presented the metrics and requested feedback and potential additions. The TF will consider metrics to gain some insight on continuing education topics used for credential maintenance. d. Credential Establishment Program Task Force: Brett Hallborg will present documents for the existing process and for establishing a new credential to EWG chair for comment at the November meeting. 3 e. Rules of Procedure Section 600 Task Force: Kristie Cocco reviewed the Rules of Procedure, Section 600 and the supporting documentation was addressed for each section. The Task Force has completed all areas of documentation, except Section 606 Candidate Testing Mechanism, which is being developed by the Credential Establishment task force. A document retention and safeguard policy will also be drafted. f. Emergency Operations credit Task Force: report due next meeting 7. Task List Update The task list was updated and is attached as Attachment B. 8. Future Meetings NERC will coordinate with the PS for the February 2013 joint meeting location and agenda.
