1 Meeting Minutes Personnel Certification Governance Committee November 6-7, 2012 JW Marriott Hotel New Orleans 614 Canal Street New Orleans, LA Administrative A meeting of the Personnel Certification Governance Committee (PCGC) was held on Tuesday, November 6, 2012 from 8:00 a.m.-5:00 p.m. and Wednesday, November 7, 2012 from 8:00 a.m.-noon Central. The agenda and task list are affixed as Attachments A and B, respectively. 1. Welcome and Quorum PCGC Chair, Jake Burger started the meeting welcoming the committee members and NERC staff. A quorum was determined. The list of meeting attendees can be found at the end of the meeting minutes. NERC Antitrust Compliance Guidelines The NERC Antitrust Compliance Guidelines were reviewed and all attendees agreed to abide by the NERC Antitrust Guidelines. Public Meeting Notice Trion King reminded all participants the meeting is public and was posted on the NERC website. Task List reviewed The PCGC reviewed and updated the task list, Attachment B. 2. Consent Agenda/Approve Meeting Minutes The PCGC reviewed and approved the agenda for this meeting. The committee approved the August 28-29, 2012 (San Diego, CA) meeting minutes with no changes. 3. Exam Working Group (EWG) Meeting Update EWG Chair presented an update from the September EWG meeting. Prometric and AMP made presentations of the available services (both testing administration and exam development). Trion King presented the summary of the newly proposed demographic survey questions for the certification exams. The current survey questions gather information for the test centers. The EWG would like to gather more useful demographic information about the System Operators who take the exam. PCGC approved the revised survey questions which will be implemented in all eight exam forms effective January 1, 2013 at a cost of $2100 per exam form. 4. System Operator Certification and Continuing Education Program Updates Data and statistics of the System Operator Certification and Continuing Education (SOCCED) programs were updated for exam pass rates (by exam), certified system operators, continuing education providers and approved continuing education hours (CEHs). There was an update of Phase

2 1 of the SOCCED project. The presentation included testing schedule and participants, as well as webinars to inform the industry on the changes and new capabilities. Phase 1 is scheduled for release in January A presentation was given on the secure shared site. Trion King will look into converting this site to SharePoint and clean up existing documents. 5. Task Force Reports a. Nomination Task Force: Brett Hallborg reviewed the membership terms of the current PCGC members. All five members with expiring terms agreed to continue as a member with the exception of Kristi Cocco. A nomination package will be placed on the NERC website. The nomination deadline for applicants is December 31, The replacement term will include completing the remainder of the resigning member plus two year term. Brett Hallborg s name was submitted as Chair to the Board of Trustees (Board) during the November meeting. PCGC voted to nominate Mike Anderson as the Vice Chair of PCGC. The nomination will be presented to the Board at the February 2013 meeting. The Nominations Task Force membership was revised to Rick Liljegren (Chair), John Kerr and Don Oatman. b. Budget Task Force: The task force reviewed the actual income and expenses through 3 rd quarter 2012 with the PCGC in detail. The Budget Task Force membership was revised to Dave Carlson (Chair), Mike Anderson and Jake Burger. c. Program Evaluation/Measurements: The Task Force identified metrics that are tied to the responsibilities in the PCGC Charter. Action item: Task force and NERC to determine collection of data for metrics. d. Record Retention, Storage and Transmittal: Initial draft policy documents were reviewed by the PCGC. NERC legal will review the latest product. In response to a request from NERC staff for access to SOCCED, access to SOCCED is granted based on business need and assurance of non-disclosure. The Retention, Storage and Transmittal Task Force membership was revised to Dave Carlson (Chair), Don Oatman and Bill Ellard. e. RFP Task Force: The draft RFP has been completed and the RFP package will be sent out to three potential vendors. The RFP Task Force membership was revised to Keith Comeaux (Chair), Bill Ellard and Jake Burger. f. Rules of Procedure Section 600 Task Force Updates: The Task Force reviewed the PCGC Charter. No changes were identified as a result of this review. Work is now complete, the task force was disbanded. g. Hardship Task Force: PCGC agreed with task force recommendation to deny the request and provide a response to the candidate. Meeting Minutes Personnel Certification Governance Committee 2

3 h. Credential Establishment Process Taskforce: Brett Hallborg provided the final update for the process. Work is now complete, the task force was disbanded. 6. Task List Update The task list was updated and is attached as Attachment B. 7. Future Meetings The committee decided to continue to schedule meetings for two days with the afternoon of the first day set aside for task force work.
