1 Verification of Lawful Presence GASPA November, 2013
2 Lawful Presence Georgia Law (O.C.G.A ) requires all federal, state or local government agencies offering a public benefit to verify that applicants for such benefit are lawfully present within the United States.
3 What Does This Mean? Beginning 11/25/13, ALL certification application cases must include the following: Verification of Lawful Presence Form Completed, signed and notarized Affidavit A copy of a secure and verifiable document for identification purposes All individuals issued a certificate on or after 7/1/13, including those processed via ACRES and CLAIMS, will be required to submit the above documents to comply with the law. All individuals with certification cases currently on hold will receive a revised correspondence requesting submission of the required lawful presence documentation in addition to the previously requested documents.

7 Affidavit Option 1: Once documentation is verified, applicant will not be required to re-verify. Option 2: Lawful presence verification documentation must be submitted with each certification application. The DHS alien number should be listed in the space provided. Option 3: Lawful presence verification documentation must be submitted with each certification application. If applicant does not have an alien number, the 11-digit I-94 number or similar number should be listed in the space provided.
8 SAVE Verification If option 2 or 3 is selected, the GaPSC will verify the applicant s lawful presence through the DHS Systematic Alien Verification for Entitlements (SAVE) program. The SAVE verification will not delay certification processing. If the SAVE system returns an unfavorable outcome, the GaPSC will take appropriate action.
9 Additional Information The GaPSC will accept photocopies of the documentation via , fax, mail or ExpressLane. A VLP guidance document for LUAs will be created and posted to the GaPSC website. All VLP documents must submitted to and will remain on file electronically at the GaPSC.

12 Verification of Lawful Presence Effect on Certification Processes Going forward we will create a Verification of Lawful Presence case for EVERY certification transaction unless we previously accepted an applicant s affidavit and copy of a secure and verifiable document as proof of United States citizenship.

24 Georgia School Staffing Survey A vacancy is any state, local, or federally allotted certified position that is unfilled, filled by a substitute teacher, filled by a teacher under a waiver, or filled by a teacher who is not considered highly qualified, or filled by a teacher who is not teaching in a position for which they are certified. A vacancy does not include anticipated vacancies or positions filled by substitutes who are working in place of contracted employees during a leave period.

Due to new technologies, most tests (not all) contain selected response items only with immediate feedback. All tests are customized for Georgia and aligned with state and national standards for educator preparation and with state standards for the P-12 student curriculum.

45 MyPSC Account To be able to register for any GACE (except Paraprofessional), all examinees must have a MyPSC Account ( The examinee s name in MyPSC must match exactly as it appears on the photo ID that will be used when seeking admission to the test center to take a GACE assessment. If not, the examinee will not be admitted.
46 Steps for Examinees: MyPSC If the examinee already has a MyPSC Account, he/she should verify that the account is registered under his/her legal name. Make sure the name on the MyPSC account matches the valid identification documents the examinee will be showing at the test site administration.
