6 Certification scheme for dynamic positioning operators The objective of this RP is to provide guidance for parties such as a flag-state, industry organisation or other party aiming to develop, establish and/or maintain a scheme for certification of Dynamic Positioning Operators in line with industry expectations and accepted certification principles. 6

7 Competence of dynamic positioning operators The standard identifies a suggested minimum level of knowledge and skills for dynamic positioning operators, responsible for maintaining the vessel's position or keeping it on track while the vessel carries out an assigned operation. This standard can be used in the following ways: As a reference to familiarise or assess people in the role of bridge watchkeeping officer, winch operator or deck responsible. As a reference for global competence and defining training requirements. As a guide to training providers, who are to develop courses according to the requirements of the standard and needs of the industry. As a reference document for e.g. certification of personnel. 7

8 Competence of dynamic positioning for key technical personnel The target group of the standard consists of key technical personnel and technical staff, without a dynamic positioning (DP) background. These can be engineers, electro technical officers, shorebased technical staff or anyone assigned watchkeeping duties or maintenance/repair work on systems that may affect DP integrity of a vessel or installation. This standard can be used in the following ways: as a reference to familiarise or assess people in a related role on board or on shore as a reference to familiarise or assess people in a related role on board or on shore as a guide to training providers, who are to develop courses according to the requirements of the standard and needs of the industry as a reference document for e.g. certification of learning programmes and personnel. 8

9 Test centre for certification of personnel This standard applies to certification schemes of a non-compulsory nature. The certification of competence may be implemented at the request of interested parties according to ISO/IEC 17024:2003. 33 Conclusions From above statistic seen that most critical for both regions are Emergency Response Next we can see that large number of assessed DPOs even cannot setup DP desk

34 What to do? Following the completion of each phase in the DPO Certification Scheme, the DPO need to be required to complete an assessment measuring their ability on the competencies covered in that phase but also including competencies taught and learned during the completion of previous phases.
