3 1 ASSESSMENT STRATEGY 1.1 Assessment Model The external assessment will be conducted through a combination of a written assessment and practical task at a registered assessment centre. The written or oral examination will be concluded at the registered assessment centre and marked by registered assessors. Practical tasks will also be assessed by registered assessors. The combination of the written and practical assessment will be conducted over a period of two working days. During both the theoretical and practical assessments, the learner must demonstrate knowledge and understanding of performing how the Dock Master plans, coordinates and controls the safe and efficient docking and undocking of all vessels and or structures for the purposes of surveys, planned maintenance, unplanned repairs, alterations and refits. 1.2 Qualification Purpose The purpose of this qualification is to prepare a learner to operate as a Dock Master. The Dock Master plans, coordinates and controls the safe and efficient docking and undocking of all vessels and or structures for the purposes of surveys, planned maintenance, unplanned repairs, alterations and refits. 1.3 Qualification Outcomes 1. Docking and undocking bookings optimised at the management level (NQF 6) 2. Docking and undocking of vessels planned and coordinated (NQF level 6) 3. Vessel docked and undocked at the management level (NQF 6) 4. Vessel warped at the management level (NQF 4) 5. Vessel transferred on land at a management level (NQF 6) 6. Environmental Protection managed (NQF 4) 7. Dock maintained and repaired at the management level (NQF 5) 8. Security duties managed (NQF 4)) 1.4 Assessment Standards Assessment Standards for the Qualification Integrated Assessment Focus Area 1 IAFA01 Optimise the docking and undocking booking schedule in line with established safety requirements and regulations (5%) IAFA0101 A booking schedule is provided and maintained IAFA0102 Ship waiting and dock vacant time are optimised IAFA0103 Late arrivals and time overruns are managed IAFA0104 Vessel is allocated to most suitable facility Integrated Assessment Focus Area 2 IAFA02 Plan and coordinate the docking and undocking of vessels (45%) 3

4 IAFA0201 The position of the vessel in or on dock is planned. IAFA0202 Precautions during the sue are determined. IAFA0203 Vessel docking condition is established. IAFA0204 Dewatering and flooding plan are prepared for docking and undocking (graving docks). IAFA0305 Divers are sent to inspect and adjust where necessary. IAFA0306 Docking vessel is started to first contact with blocks to completion of sue. IAFA0307 Docking is completed. IAFA0308 Preparations are made for undocking. IAFA0309 The vessel is undocked. ASSIGNMENTS TO BE EVALUATED EXTERNALLY No assignments must be produced for external evaluation 3. CRITICAL ASPECTS OF THE INTERNAL ASSESSMENTS BE ASSESSED EXTERNALLY No internal assessments to be re-assessed during external assessment 4. CRITERIA FOR THE REGISTRATION OF ASSESSORS Minimum of five (5) years qualifying service as an experienced dock master Registered with ETQA as an assessor Registered with TETA in its regulatory capacity 5. FOUNDATIONAL LEARNING Foundational learning competence is a not a pre-requisite for the awarding of this qualification. 5
