Ask industry to "sign-on" to CAAP. Develop CAAP Recognition Program. Retrofit Feasibility Study completed; $6.3M combined ports funding approved; draft program guidelines due March 31, 2007; working with stakeholders (i.e., trucking companies) to roll-out retrofits.
5 Report, cont d. Heavy-duty vehicles. HDV1: 1 Heavy-duty vehicles. HDV1: 2 Heavy-duty vehicles. HDV1: 3 Develop HDV1 implementation plan. Monitoring, record keeping, and reporting requirements for HDV1 program. RFP to demonstrate 120+ MY 2007 alternative fuel trucks. Draft proposal will be presented at the April 12, 2007 CAAP Implementation Task Force meeting. Staff will use resulting input to finalize plan. These will be included in the staff report that is pending stakeholder input from the CAAP Implementation Task Force meeting on April 12, 2007.

RFP for LNG station construction and management/ operation of maintenance facility. Ports staff to confer with stakeholders to revise and renew the VSR MOU. Meet with Marine Exchange and US Coast Guard on VSR program extension to 40 nm. Fact Sheet to be posted to CAAP website in April Pending opinion from CARB and EPA on need for MOU. Meetings initiated.
7 Report, cont d. OGV3: 3 (auxiliary engines) OGV4: 4 (main engines) OGV5: 1 OGV5: 2 Ports staff to complete implementation evaluation. Develop fact sheet that describes technologies to reduce emissions from existing ships to meet CAAP goals. Develop fact sheet to facilitate CAAPcompliant new ship builds; initiate follow up with lines & ship builders. to be implemented through lease renewals. Conducting a legal analysis for the use of tariffs.
8 Report, cont d. OGV5: 3 Cargohandling equipment. CHE1: 1 Cargohandling equipment. CHE1: 2 Validate slide valve emission reductions for DPM and NOx. Develop a technical fact sheet for cargo handling equipment. Develop a customer status sheet showing their plan to meet CAAP performance standards. This project is a partnership between ARB, APL, both Ports and coastal air districts. ARB is the lead. Installation of control equipment is delayed pending USCG review.
9 Report, cont d. Rail. RL1: 3 Rail. RL2 Rail. RL2: 1 Technology Advancement Program. 1 LNG locomotive demonstration. Use ULSD in all dieselpowered Class 1 switcher and helper locomotives. Work with rail industry to draft plan for limiting locomotive emissions. Draft TAP guidelines. Fuel provider selected; implementation pending City of Los Angeles Fire Department permit approval. Meeting is being scheduled.

Determine if a tariff is appropriate for implementing vessel lowsulfur fuel measures. Conduct outreach on CHE modernization technology/funding. Develop fact sheets & conduct outreach on harbor craft modernization strategies. All Tier II locomotives in operation by PHL. Develop Best Management Practices for construction. Develop 2 nd Annual update to the CAAP.
