2 UNC Campus Security Initiative In August 2013, President Ross asked for a review of current security practices, an assessment of pending needs, and recommendations for coordinated action. The 2014 review produced 26 findings and 36 recommendations that addressed a wide range of issues. The findings and recommendations are available in Appendices C and D of the report. As part of this renewed effort, the committee also looked at the work from the 2004 and 2007 campus safety initiatives. The 2007 review produced 40 recommendations with 12 priorities. Those recommendations are available in Appendices F and G.

3 2014 Recommendations

4 Annual Security and Fire Safety Report The Annual Security and Fire Safety Report is disseminated by October 1st of each year in accordance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. The report contains most of the information required by the Campus Security Initiative recommendation. Recommendation 1: Adopt a University system policy requiring a periodic (no less than annual) report and presentation to the boards of trustees and the Board of Governors with relevant data and information concerning: campus security student safety sexual assault alcohol and drug use risk management associated institutional policies

11 Useful Data & Information Resources Recommendation 4: Develop a data collection protocol and process for campuses to collect campus security information from each constituent institution in a way that is most useful to law enforcement, campus student affairs, campus administrators, boards of trustees, the Board of Governors and the president. 12 Campus Security Initiatives Progress... UNCG has completed approximately 30 of the 2014 recommendations. The remaining recommendations are either in progress or pending system-wide consensus. Some examples of the pending recommendations include: Recommendation 2: The University should adopt a system policy on sexual harassment and sexual violence. Recommendation 10: The University should, if feasible, issue a system-wide request for proposals for basic online training content. Recommendation 27: The University should assemble and utilize UNC system Clery Act compliance peer review teams and/or external audits. Recommendation 34: The University should develop a basic manual for conducting and documenting investigations. Recommendation 9: Campuses should collaborate in the development of system regulations or guidance for adoption by the president that address the training that must be provided to all students and responsible employees.

15 Notable Accomplishments: Recommendation 24: Every UNC Campus police department should meet baseline proficiency standards. Such as National Accreditation by the Commission on Accreditation for Law Enforcement Agencies (2007). Became accredited in March Recommendation 13: Each campus, with coordination by General Administration, should provide advanced sexual assault and interpersonal violence investigation training for police officers (2014). UNCG has been recognized by GA as the system-wide advance sexual assault training resource. Recommendation 28: The University should seek resources necessary to create and fund victim assistant positions within each campus law enforcement agency (2014). New grant funded position. Recommendation 19: Each campus should invest in a mobile safety app for students (2014). We are in our third year with the LiveSafe Mobile Security app. Recommendation 34: Campus construction and renovation budgets should include the cost of procuring and installing building security systems, and building operating budgets must provide ongoing funding for operation and maintenance of security systems and devices (2007). One of our most significant accomplishment, the completion of the four year Master Security Plan.

16 Master Security Plan The Master Security Plan was completed in December of last year. As part of our ongoing committee to safety and security, we have created a plan that provides for a unified, comprehensive strategy with strategic directives designed to mitigate existing risks, educate the community and deter criminal behavior. The Plan identifies six key goals: Goal #1: Centrally manage security risk Goal #2: Enhance security awareness through community engagement and education Goal #3: Integrate security into planning, design, construction, and facilities operations Goal #4: Implement measures to protect building perimeters Goal #5: Enhance security of campus perimeter and outdoor spaces Goal #6: Enhance security of campus communications and infrastructure

17 Master Security Progress... Each goal is supported by multiple strategies with an overall objective of enhancing safety and security. A few strategies already underway include: Strategy 1.3 Implement Risk Management Process/Program - Risk committee structure, risk registry, and our comprehensive risk management approach Strategy 2.4 Engage the Community - Coordinated quarterly safety messages, community outreach initiatives (RAD, RUN HIDE FIGHT, Cops in the Cafe, Operation Move-in, House Calls with Residence Life, and our community advisory boards), and just making community a priority Strategy 3.4 Integrate Security into the Construction Process - Strategic design, collaboration, and coordination with UNCG s Facilities, Design and Construction (Security Surveys) Strategy 4.2 Enhance Building Security with Mechanical Locks and Access Control - Classroom locks, remote control, one-card integration, and perimeter monitoring Strategy 6.2 Evaluate the Current Radio Receptions in All Facilities - BDAs
