4 1. COURSE NAME AND QUALIFICATION 1.1 Course qualification and name 1.2 Nominal duration: 18 hours The duration of this course will depend on the modules studied. The shortest module in the course is 18 hours. 2. COURSE DEVELOPMENT 2.1 Industry and market needs There continues to be a steady demand for training in non-destructive testing. Many of the students studying in this field do not aim at a major qualification or indeed at achieving national units of competency. Many of them are in fact only focused on achievement of certification as non-destructive testing personnel under Australian Standard AS "Non-Destructive Testing - Qualification and Certification of Personnel - General Engineering" or Australian Standard AS "Non-Destructive Testing - Qualifications and Registration of Personnel - Aerospace". This course allows students to study only the modules required to prepare them for certification under AS 3998 or AS 3669 in only those techniques they are aiming at. Students who subsequently aim to achieve units of competency and/or AQTF qualifications can gain credit for modules completed in this course. 2.2 Review for re-accreditation 3. COURSE OUTCOMES 3.1 Course outcomes Ths course provides training in specific areas of Non-Destructive Testing, as selected by students, that are relevant to their areas of occupation. The course is intended to provide the knowledge and skills relating to the use of the selected non-destructive testing techniques in the manufacturing and engineering environment. Students may elect to be examined for certification by the Australian Institute for Non-Destructive Testing as meeting the requirements of Australian Standard AS "Non-Destructive Testing - Qualification and Certification of Personnel - General Engineering" and AS "Non-Destructive Testing - Qualifications and Registration of Personnel - Aerospace" in any of the following NDT methods: * Penetrant testing * Magnetic particle testing * Eddy current testing * Ultrasonic testing (C)2002 NSW TAFE Commission - Manufacturing and Engineering - Mechanical & Materials Program Area 4
5 * Radiographic testing. 3.2 Competency standards Competency standards in non-destructive testing are available under the Metal and Engineering Industry Training Package MEM98. In general, however, students of this course are unlikely to achieve any of these units of competency, as the course, with its own specific purpose, is not structured to this end. Students aiming to achieve these units should enrol in other courses such as 9323 Statement of Attainment in Non-Destructive Testing, 9324 Certificate IV in Engineering - Higher Engineering Trade (Non-Destructive Testing), or 9325 Diploma of Engineering (Non-Destructive Testing). The relationship between the competency standards and the modules is detailed in the Course Competency Units Table at the end of Part B. 3.3 General competencies Since this TAFE statement course is intended to enable students to achieve knowledge and skills relevant to specific techniques in non-destructive testing, it does not address the development of general competencies. 3.4 Recognition given to course If students elect to undertake appropriate theory and practical examinations, they can be certified against Australian Standard AS 3998 "Non-Destructive Testing - Qualification and Certification of Personnel - General Engineering" or Australian Standard AS "Non-Destructive Testing - Qualifications and Registration of Personnel - Aerospace" as NDT technicians in the chosen techniques. 3.5 Licensing and regulatory requirements This course provides knowledge and skills which prepare the student for certification under Australian Standard AS "Non-Destructive Testing - Qualification and Certification of Personnel - General Engineering" or Australian Standard AS "Non-Destructive Testing - Qualifications and Registration of Personnel - Aerospace". Certification is carried out under the auspices of an external certifying body, such as the Australian Institute for Non-Destructive Testing. Persons aiming to carry out radiographic testing must be licenced by the Environmental Protection Authority. Successful completion of the module 1144A "Radiography and Radiation Safety" is recognised as meeting the training requirements for this licence. 4. COURSE STRUCTURE 4.1 Outline of course structure To complete this qualification students need to complete only one module from Group 1, which consists of the non-destructive testing modules. 7 To complete this qualification students need to complete only one module from Group 1, which are the non-destructive testing modules. Group 2 contains pre-requisite modules which are required for some of the Group 1 modules. Completion of the Group 2 modules does not count for the purpose of course completion. 4.3 Exit points As only one module from Group 1 (the non-destructive testing modules) is required to complete the course, there is no intermediate point at which students may exit this course with a qualification. Students who complete any modules and who exit the course before completion will be provided with a transcript showing all modules completed. 4.4 On-job requirements There is no requirement in this course for on-the-job experience. However students aiming at certification under AS "Non-Destructive Testing - Qualification and Certification of Personnel - General Engineering" or Australian Standard AS "Non-Destructive Testing - Qualifications and Registration of Personnel - Aerospace", should be aware of the experience requirements under those standards. 4.5 Customisation The presentation of the modules in this course can be tailored to suit particular groups of students, as long as the aims of developing the knowledge and skills required for certification under AS "Non-Destructive Testing - Qualification and Certification of Personnel - General Engineering" or AS "Non-Destructive Testing - Qualifications and Registration of Personnel - Aerospace", are met. The structure of the course ensures that students study the knowledge and skills for only those NDT techniques they wish to learn. 4.6 Entry requirements NSW School Certificate, or the TAFE NSW Certificate II in General and Vocational Education (or equivalent statement from another educational authority). PLEASE NOTE Entry requirements are the minimum qualifications, attributes, skills and /or experience that students must have to enter a course. Selection criteria should be applied if demand exceeds the supply of places. 4.7 Recognition of prior learning Students who have enrolled in this course and who have completed formal training or who have relevant life/work experience and consider they are able to meet any individual module purpose, may seek recognition of their prior (C)2002 NSW TAFE Commission - Manufacturing and Engineering - Mechanical & Materials Program Area 7
8 learning (RPL). Students may have to take a challenge test and/or an interview with specialist staff. If RPL is to be considered by interview, a portfolio must be prepared including "certified copies" of any formal training results and/or work created by themselves to the standard detailed in each of the modules for which RPL is requested. A statement from the student's employer/former employer or a statutory declaration stating who created the work must accompany the portfolio. In addition a report must be included, that clearly shows how the various items of evidence provided satisfies the granting of RPL against the module purpose. It is the responsibility of the student to assemble the material listed above. Units of competence awarded through another registered training organisation will be recognised and credit granted accordingly. 5. ASSESSMENT 5.1 Assessment strategy The assessment approaches are targeted to the collection of sufficient evidence to assess both theoretical and practical components. Learning and assessment methods focus on the clustering and integration of knowledge, skills and attitudes required of people working in non-destructive testing and related fields. Assessment methods used in this course include both written or oral tests and practical tests and assignments. The assessment evaluates the students' level of acquisition of theoretical knowledge, ie, their grasp of technical terminology and applications applicable to a variety of industrial situations. Practical exercises assess skills in the use of equipment used in non-destructive testing. Informal (formative) assessment is an integral and vital part of the teaching strategy, which provides feedback to learners. This is an on-going process of monitoring learner progress. Formal (summative) assessment is a measure of the learner's achievement against the module purpose and its learning outcomes. From an educational point of view it is not desirable to spend more than 10% of the module hours, or a maximum of 15% for mainly practical modules, on summative assessment. Information on assessment is provided in each module. Summative assessment may also be an ongoing process, but also determines the learner's results and is the basis of reporting on learner achievement. The Commonwealth Disability Discrimination Act (1992) makes it unlawful to treat people with a disability less fairly than people without a disability. In the context of this course, the principle of Reasonable Adjustment is applied to ensure that participants with a disability have equitable access to all aspects of the learning situation. For assessment, this means that artificial barriers to their demonstrating competence are removed. Examples of reasonable adjustment in assessment include: - substitution of an oral assessment task for a written one provision of extra (C)2002 NSW TAFE Commission - Manufacturing and Engineering - Mechanical & Materials Program Area 8
9 time - use of an interpreter - use of adaptive technology. A range of assessment methods, consistent with the teaching and learning methods, has been incorporated into modules to ensure that all the intended outcomes of the course are addressed and that the assessment is valid, reliable and appropriate. 6. DELIVERY OF COURSE 6.1 Delivery modes This course is for off-the-job delivery in a learning environment in which access to the appropriate equipment is provided. There are significant requirements for facilities and equipment for some of the modules, and providers must be aware of these requirements for any modules they are considering offering. This course should be adjusted to incorporate the principles of reasonable adjustment in accordance with the requirements of the Commonwealth Disability Discrimination Act (1992). Reasonable adjustment may need to be made to delivery methods for learners with disabilities. Adjustments to delivery may include: - assistance with reading (eg, explicitly teaching procedures) - adjusting content for the target group - adjusting teaching sequence - providing extra practice/time to acquire skills - providing extra demonstrations and explanations of skills and tasks - using adaptive technology - providing customised learning materials (eg, with pictorial cue) - providing specialist tutorial assistance - professional development for teachers. 6.2 Resources ESSENTIAL TEACHER/TRAINER QUALIFICATIONS To deliver and conduct assessments in the modules in this course, teachers/ trainers must satisfy AQTF and TAFE NSW requirements. (See note at the end of this section) Teachers/trainers must have a combination of: Educational qualifications, to ensure competence in educational delivery and in competency based assessment Vocational qualifications, to ensure knowledge of the occupation or vocation in which the vocational education is provided Industry or related experience, to ensure the currency and relevance of the vocational program to the learner and the industry or community. Vocational Qualifications Teachers/trainers/assessors must be able to demonstrate current vocational competence. Usually this requires completion of a relevant degree, diploma or other vocational qualification. The vocational competencies must be at least at the level of the competencies being delivered and/or assessed. 10 Teachers/trainers/assessors should have a broad perspective and depth of understanding of the vocational area. Note - A person with a qualification in a vocational area that is different from the course in which the module is delivered may also meet the requirements to deliver the module. Appropriate vocational qualifications include a Diploma or a higher qualification in Non-Destructive Testing or Materials Testing. or equivalent qualification that will provide a teacher/trainer with skills and knowledge (or units of competence) to deliver and conduct assessment in this course. Relevant Experience Teachers/trainers must be able to demonstrate a broad perspective and depth of understanding of the vocational area based on current and relevant experience in the industry or community sector. Usually, this will be a minimum of three years experience gained no longer than five years previously. It may have been gained through employment, professional development, industry or community liaison, return to industry programs, community service or a combination of these and other relevant methods. Educational Qualifications As a minimum all TAFE NSW trainers/assessors must meet the qualification requirements detailed in the AQTF Standards 7.3 and 7.4 (see the note below), or equivalent. Teachers, trainers and assessors who are involved in on-line delivery and assessment should be competent on-line facilitators. Should professional development be required, training can be provided by professional organisations such as TAFE NSW Professional Development Network (PDN) on-line program. Teachers, trainers and assessors should have current knowledge and awareness of access and equity issues relevant to learners needs arising from a variety of factors including socio-economic status, disability status, ethnic background, race, family differences, sexual preferences and gender specific differences. IMPORTANT NOTE: AQTF Requirements Under the Australian Quality Training Framework (AQTF), registered training organisations (RTOs) must ensure that delivery and assessment personnel have appropriate qualifications and experience. It is the responsibility of the RTO to verify that its employees have the required qualifications or their equivalent. Assessor Qualifications - RTO standard A - The RTO must ensure that assessments are conducted by a person who has: i the following competencies from the Training Package for Assessment and Workplace Training, or demonstrated equivalent competencies: a) BSZ401A Plan Assessment; b) BSZ402A Conduct Assessment; c) BSZ403A Review Assessment; and ii relevant vocational competencies, at least to the level being (C)2002 NSW TAFE Commission - Manufacturing and Engineering - Mechanical & Materials Program Area 10
11 assessed. B - However, if a person does not have all of the competencies in Standards 7.3 a (i) and 7.3 a (ii), one person with the competencies listed in Standard 7.3 a (i), and one or more persons who have the competencies listed in Standard 7.3 a (ii) may work together to conduct assessments. Trainer Qualifications - RTO standard The RTO must ensure that training is delivered by a person who: i has all the competencies in the Certificate IV from the Training Package for Assessment and Workplace Training (or has demonstrated the equivalent competencies) or who is under the direct supervision* of a person with these competencies; and ii is able to demonstrate vocational competencies at least to the level of those being delivered. * Direct supervision is achieved when a person delivering training on behalf of the RTO has regular guidance, support and direction from a person designated by the RTO who has the competencies in Standard 7.4 (i) and who monitors and is accountable for the training delivery. It is not necessary for the supervising person to be present during all training delivery. TAFE NSW Requirements RTOs may require qualifications in addition to those specified in the AQTF, to enhance the quality of their delivery and assessment practice, eg TAFE NSW may specify a degree or diploma in educational or vocational areas. The qualifications and experience required by teachers/ trainers to deliver and conduct assessments in this course may vary between modules. Consult the individual module documents for details specified in each module. The requirements comprise vocational qualifications, educational qualifications, and relevant experience. For specific qualifications and other requirements for appointment of full-time and part-time teaching staff, consult your Staff Services Unit for the relevant Teacher Designation requirements SPECIALISED FACILITIES AND EQUIPMENT The facilities and requirements for this course depends on the modules being undertaken and are detailed in those modules. It should be recognised however that there are significant requirements for some of the modules, particularly those relating to radiographic testing. Providers should be aware of the requirements for any modules they are considering offering. 7. ARTICULATION AND CREDIT TRANSFER 7.1 Articulation and credit transfer Any modules completed in this course can be credited towards the completion of any other course containing those modules. 7.2 Training, education and career pathways (C)2002 NSW TAFE Commission - Manufacturing and Engineering - Mechanical & Materials Program Area 11
12 Students who complete modules in this TAFE statement may subsequently enrol in other courses in the manufacturing and engineering area which contain those modules as long as they meet the specified entry requirements. All modules completed in this TAFE statement may be credited towards completion of such courses. These courses include: 9323 Statement of Attainment in Non-Destructive Testing 9324 Certificate IV in Engineering - Higher Engineering Trade (Non-Destructive Testing) 9325 Diploma of Engineering (Non-Destructive Testing). 8. ONGOING MONITORING AND EVALUATION Curriculum maintenance involves the review, monitoring and evaluation of a course, to evaluate its effectiveness and to advise on the continuing needs and requirements of industry and the community with specific consideration of changing technology. The Registered Training Organisation (RTO) responsible for curriculum maintenance will monitor and evaluate the course during its period of accreditation or registration. It will collect information from a range of providers/stakeholders including teachers, learners, graduates, employers, industry and community representatives and the relevant ITAB, on: - general relevance of the program to the intended vocational outcomes - specific strengths of the course - sections of the course that need to be reviewed or strengthened - suggestions for improvement - appropriateness of entry requirements and selection criteria - appropriateness of assessment strategies - need to address current industry development and new technologies - monitoring changes to the training package where relevant. This information will be used to evaluate the effectiveness, efficiency and appropriateness of the course and its delivery. The course provides you with the opportunity to gain skills in a range of NDT techniques. You should already have some experience in the engineering industry. You will learn about the advantages, limitations and applications of the selected NDT method and how to carry out specific testing with normal test equipment. CAREER OPPORTUNITIES NDT tester in the particular techniques studied, or, when specified modules have been satisfactorily completed, certified technician (for specific testing techniques) under Australian Standard AS "Non-Destructive Testing - Qualification and Certification of Personnel - General Engineering" or Australian Standard AS "Non-Destructive Testing - Qualifications and Registration of Personnel - Aerospace". ARTICULATION Modules completed in this course can be credited towards completion of a higher qualification in materials technology.
