2 NIJ s Authority to Develop and Publish Standards HOMELAND SECURITY ACT OF Subtitle D The Office of Science and Technology Shall Provide recommendations and advice to the Attorney General. 1. To establish and maintain advisory groups (exempt from FACA*) to assess law enforcement technology needs of Federal, State, and local law enforcement 2. To establish, test, evaluate and maintain law enforcement technologies and performance standards in accordance National Technology Transfer and Advancement Act 3. To establish and maintain a program (s) to certify, validate, and mark or otherwise recognize law enforcement technology products that conform to standards established by OST. * Federal Advisory Committee Act

Certification Program Requirements Defines requirements for demonstrating that products conform to the standard 3. Selection and Application Guide -Provides information to assist law enforcement and corrections agency decision-makers, procurement officials, and end users

8 Compliance Testing Program Administered by NLECTC National the CT Program now follows requirements of ISO/IEC Guide 65 Laboratory Accreditation and NIJ Approval Conformity Assessment Follow-up Testing
