3 Introduction The IAF and its accreditation body members invest significant effort and resource to maintain the integrity and consistency of the MLA through a peer evauation process. This report sets out the detaied activity that is carried out as part of the peer evauation process, to ensure that reguators, specifiers, and businesses can have confidence in the Arrangement. The IAF MLA The purpose of the IAF MLA is to provide users, in countries with accreditation bodies that are IAF MLA signatories, assurance that equivaent certification bodies in other countries operate to the same standard as those in their own country. Accreditations granted by IAF MLA accreditation body signatories are recognised wordwide based on their equivaent accreditation programmes, therefore reducing costs and adding vaue to industry and consumers. Certificates in the fieds of management systems, products (incuding services and processes), personne and other simiar programmes of conformity assessment issued by bodies accredited by IAF MLA signatories are therefore reied upon in internationa trade. The MLA contributes to the freedom of word trade by eiminating technica barriers. 4 The IAF MLA Mark The IAF MLA Mark can be used by accreditation bodies to demonstrate their status as a signatory to the IAF MLA. Accredited certification bodies can aso use the Mark in combination with the accreditation symbo to use on their certificates providing the certificates are issued in association with an IAF endorsed scheme. The Mark demonstrates that the certificate has been issued by a Certification Body that is accredited by an IAF MLA signatory and is thus traceabe to the highest authority. It is an assurance that the certificate and the issuing body are of a high standard of competence and may be trusted, as they are recognised as compying with the same set of standards at the goba eve. Scope of the IAF MLA In 2014, the IAF Members agreed to: a) Extend the main scope of the IAF MLA to incude the accreditation of GHG Vaidation and Verification Bodies, as part of the IAF MLA based on the Main scope, ISO The scope of the IAF MLA consists of: 1) Four main scopes: Accreditation of Management Systems Certification Bodies, Accreditation of Product Certification Bodies, Accreditation of Certification Bodies for Persons and GHG Vaidation and Verification Bodies 2) Five sub-scopes for Management Systems: a. ISO 9001 Quaity management systems Requirements b. ISO Environmenta management systems Requirements with guidance for use c. ISO Medica devices Quaity management systems Requirements for reguatory purposes d. ISO/TS : 2007 Food safety systems Requirements for bodies providing audit and certification of food safety management systems and ISO Food safety management systems Requirements for any organization in the food chain e. 5 3) One sub-scope for product: GobaG.A.P. Integrated Farm Assurance Genera Requirements and GLOBALG.A.P. IFA Contro Points and Compiance Criteria 4) There are no sub-scopes for the certification of persons and GHG Vaidation and Verification Bodies A main scope means certificates are equay reiabe because the conformity assessment bodies conform to the same standard. A sub-scope means the certificates are equivaent because the management systems or product conform to the same standard. Signatories to the IAF MLA The IAF MLA has been structured to buid on existing and deveoping regiona MLAs estabished around the word. IAF has granted Specia Recognition to the MLA programmes of three Regiona Accreditation Groups, the European co-operation for Accreditation (EA), the Pacific Accreditation Cooperation (PAC) and the Inter- American Accreditation Cooperation (IAAC), on the basis of the acceptance of the mutua recognition arrangements estabished within these organisations. Membership of the IAF MLA is recognised as being satisfied by membership of the EA MLA, the PAC MLA or the IAAC MLA for recognised programmes. IAF members who are aso signatories of these regiona MLAs are automaticay accepted into the IAF MLA for recognised programmes. There are a sma number of IAF Member accreditation bodies that are not a member of a Regiona Accreditation Group referred to as unaffiiated accreditation bodies. Unaffiiated accreditation bodies can appy directy to IAF to become an IAF MLA signatory. The number of signatories to the IAF MLA has grown in recent years, providing confidence to businesses and Reguators in a greater number of economies. A fu ist of IAF MLA signatories as of December 2014 is at Annex 1. There are another three Regiona Accreditation Groups that have been working on estabishing their MLAs in preparation for appying to the IAF for Specia Recognition of their MLA programmes. In recognition of this, Southern African Deveopment Community in Accreditation (SADCA), African Accreditation Cooperation (AFRAC) and ARAB Accreditation Cooperation (ARAC) have been incuded in this report. 8 In 2014 the IAF MLA comprised 3 Regiona Groups and 60 accreditation bodies in tota representing 55 economies. Two of the 60 signatories are unaffiiated accreditation bodies. Eight appications for scope extensions, 2 Management Systems, 2 appications for product, 2 appications for GHG and 4 appications for Persons MLA. Six appications for scope extensions, 3 Management Systems (QMS, EMS, FSMS, ISMS, MDMS), 1 product, 1 person and 1 GHG. Two appications for Management System (QMS, EMS and FSMS as sub scopes) and one for Product Certification. One appication for Food Safety Management Systems (FSMS). 10 Peer Evauation Process Accreditation bodies are admitted to the IAF MLA ony after a most stringent evauation of their operations by a peer evauation team which is charged to ensure that the appicant member compies fuy with both the internationa standards and IAF requirements. IAF, and its accreditation body members, invest significant cost and resources to ensure they maintain the integrity of the MLA through robust peer evauation. The MLA and its signatories are under constant review. The peer evauation process is ongoing and extensive, covering a economies on a reguar programme. 11 Expanding the scope of the IAF MLA The IAF MLA is under constant review to better serve the needs of stakehoders. At the goba eve, the IAF extended the MLA to incude GHG Vaidation and Verification bodies. The IAF is aso processing an appication from the Goba Food Safety Initiative (GFSI) to recognise the GFSI benchmarking process to faciitate the endorsement of GFSI benchmarked schemes as sub-scopes under the IAF MLA. The Regions are aso extending their scopes to broaden the reach and vaue of the IAF MLA. Regiona deveopments that took pace in 2014 incude: Region IAF Deveopment At the goba eve the IAF extended the MLA to incude GHG Vaidation and Verification bodies. Currenty processing an appication from the Goba Food Safety Initiative (GFSI). The Regions scope is being extended to broaden the reach and vaue of the IAF MLA. 12 IAF MLA monitoring and improvement activities IAF is committed to monitoring and reviewing the MLA to ensure that it continues to meet the needs of stakehoders. In addition to consuting widey with stakehoders, IAF carries out a number of programmes and activities to continuousy improve the vaue and effectiveness of the MLA. Feedback Compaints provide a vauabe mechanism for receiving feedback reating to the effectiveness of the MLA. This often confirms that the MLA is working effectivey and that the process in pace is suitaby robust. It can aso provide information that can be used to improve areas of the MLA. The foowing numbers of compaints were raised during this period: IAF: No compaints or appeas received EA: At the end of 2014, there were no open compaints. Two compaints were recorded and addressed during the year. PAC: No compaints or appeas received IAAC: No compaints or appeas received ARAC: No compaints or appeas received AFRAC: No compaints or appeas received SADCA: No compaints or appeas received Continuous improvement IAF consuts widey with stakehoders in deveoping accreditation programmes, and it works to deiver the best standard of conformity assessment in order to provide stakehoders with a vaue added outcome. The foowing activities were carried out to improve the MLA: EA: In order to enhance reiabiity of Evauator data and get a comprehensive and updated picture of the current Evauation resources in the Mutiatera Agreement Counci (MAC), an onine survey was performed in June Information was coected with a greater eve of detai in the description of competencies, for use to support and improve the process for appointment of evauation teams. Foowing the survey, the Evauator s database was updated and a re-approva campaign by the MAC management group (MG) was conducted. It resuted in the extension of the scopes of competence for many evauators and a much better overview of the areas where new resources are needed. The MAC training pan was subsequenty adjusted. The piot programme for the enhancement of the EA peer evauation system continues. Some miestones can be highighted: the PE pan has been reviewed and a few evauations re-distributed to ensure a better baanced annua pan and use of evauator resources. Extensive review of Evauator data (see above) and training activities enabed to quaify new Deputy Team Leaders. 13 This ed to a transfer of some tasks and responsibiities from the MG to the MAC Secretariat, with a view to improving efficiency and timeiness. The MAC endorsed the proposa to transfer responsibiities with regards to assignments of evauators and re-quaification of evauators. Greater attention is put to the seection of competencies needed for the evauation of EA NABs. The extensive update of Evauator data has heped a ot in this regard. Criteria are being further refined. The MAC secretariat was successfuy transferred to the Paris team after the retirement of Marga Zaffe on 21st March. Three persons form the MAC secretariat team. Eodie Lambert is responsibe for Evauator training and management; she is the new Secretary to the WG Training. Lydie Mauger is responsibe for the management of peer evauations and their panning. Martine Bum is the MAC secretary. The Executive Secretary aso pays a key roe in the process for review of appications or appointment of evauation teams. Improvement of the management and operations of the MAC and EA peer evauation system is aso based on cear, updated and practica documentation. A great effort was put in the review and aignment of the MAC document system. Furthermore, EA-2/02, the top eve process document has been subject to extensive review by the Secretariat and the MG. For better carity, it was decided to spit EA-2/02 and create a suppement to cover the process and procedures for the Seection, Training and Monitoring of Evauators. The tempate for a CV for evauator trainee was updated to incude PTP accreditation as a new scope of the EA MLA; the privacy and confidentiaity statements were aso updated. Work remains to be done to improve visibiity of the procedures and tempates supporting the process, on the EA website. The IT project started in 2013 was continued. The objective is to impement a too for the daiy management and administration of peer evauations and Evauators. Onine services wi be deveoped for more friendy access and use of documents and tempates. The target date is end 2016 for the impementation of the IT too by the Secretariat and a invoved in the PE and Evauator management processes. At the end of 2014, a compete set of specifications is ready. 14 IAF MLA monitoring and improvement activities IAAC: Work has commenced to deveop the next IAAC Strategic Pan The IAAC MD 002 "Poicies and Procedures for a Mutiatera Recognition Arrangement among Accreditation Bodies", Annex 7, was changed to incude a poicy that an assessment witnessing is required for an extension appication of the IAAC MLA before the schedued re-evauation deadine, for the foowing sub-scopes: Food Safety Management Systems (FSMS), Medica Device Quaity Management Systems (MDQMS), Information Security Management Systems (ISMS). The IAAC PR 004 "Procedure for Seection, Training, Quaification and Monitoring the Performance of IAAC Peer Evauators" was changed to incude a category for trainee ead peer evauator, in order to improve the ead evauator mentoring and training process. IAAC and PAC are deveoping a procedure for joint evauations. IAAC is drafting a findings appeas process for the evauated accreditation body to be incuded in the IAAC MD 002 MLA procedures' document. ARAC: Working Groups have been estabished in order to improve and update the ARAC Mandatory Document ARAC MD 002 Poicies and procedures for a muti-atera recognition arrangement among accreditation bodies with the aim to be aigned with the new requirements of the Joint IAF and ILAC documents ILAC/IAF A1 and A2. A number of forms used during the Peer evauation process have been updated and deveoped based on ILAC/IAF Forms (ARAC Peer evauation form, Performance ogs for Team Leader and Team members). The Interna audit of the ARAC MLA Committee Secretariat has been panned and the impementation is underway. AFRAC: The AFRAC MRA Committee deveoped a Procedure for the Extension of the AFRAC MRA, which is currenty out for comment. 15 IAF MLA monitoring and improvement activities Training A number of training sessions, seminars and workshops took pace during the period to extend the knowedge base, share best practice, and to maintain the competence of peer evauators and assessment personne. EA: Dummy evauation in February 2014 (6 participants) Refresher training for ISO/IEC & in December 2014 (12 participants) Refresher training for ISO/IEC in December 2014 (9 participants) PAC: Conducted an experienced Peer Evauator workshop Conducted training in ISO/IEC : 2012, ISO 50001, ISO/IEC : 2013 and ISO/IEC : 2011 IAAC: 9 Trainee peer evauators participated in IAAC peer evauations in experienced peer evauators attended a training workshop in Guatemaa, in August ARAC: Refresher workshop for ARAC Peer evauators and MLA Committee members on the changes in the procedures to the IAF/ILAC A1 (Requirements and Procedures for the Evauation of a Region) and IAF/ILAC A2 (Requirements and Procedures for the Evauation of a Singe Accreditation Body). AFRAC: 1 workshop on MRA decision making and IAF-ILAC A-Series Documents hed in September 2014, and attended by AFRAC Peer Evauators and the MRA Committee. 2 trainee peer evauators participated at ARAC Peer evauations. 16 Word Accreditation Day 2014 The goba accreditation community ceebrates each year with Word Accreditation Day to raise awareness of the vaue that accreditation pays in faciitating goba trade or in checking that products are fit and safe for consumption against a standard, a code or practice or reguatory requirements. Accreditation is the independent evauation of conformity assessment bodies against recognised standards to carry out specific activities to ensure the integrity, impartiaity and competence of accredited conformity assessment bodies. Thereby the marketpace can have confidence in the conformity assessment resuts deivered by such bodies. Accreditation: Deivering confidence in the provision of energy Internationa trade is the exchange of capita, goods, and services across internationa borders or territories. Gobaization means that we a enjoy and rey on a vast number and range of products and services suppied from overseas. Most of us woud find it impossibe to imagine, et aone survive, in a word in which our choice of goods and services was imited to those produced within the country in which we ive. Every year sees an increase in goba trade figures which now run into many triions of doars. Internationa trade represents a arge share of the gross domestic product of most countries. Supporting the continued movement of capita, goods and services between countries is therefore of huge importance not ony to the heath and webeing of individuas but aso to the economic heath of entire nations around the gobe. What are the key issues? As internationa trade has grown, so too has the number of nationa and internationa vountary and mandatory technica reguations, standards, testing, inspection and certification procedures across a market sectors which appy to sampes, products, services, management systems or personne. Generay, these are introduced to meet the egitimate requirements of quaity and safety that consumers, businesses, reguators and other organisations demand of goods and services, whatever their country of origin. It is vita, not ony for individuas and organisations but for nationa and internationa economic heath, that products and services can cross borders to meet goba demand without causing undue risk to the heath and security of individuas or the environment. But in these chaenging economic conditions, it is aso vita that reguations and standards which can vary from country to country are not prohibitivey costy or burdensome to businesses and that they do not represent technica barriers either to domestic markets or to export opportunities. It is the primary purpose of both ILAC (in the accreditation of aboratories and inspection bodies) and the IAF (in the accreditation of certification bodies) to estabish mutiatera arrangements between their member accreditation bodies based on mutua evauation and acceptance of each other s accreditation systems. 16 IAF Mutiatera Recognition Arrangement (MLA) Annua Report 2014

17 th Anniversary In this way the acceptance of products and services across nationa borders is made easier by removing the need for them to undergo additiona tests, inspections or certification in each country into which they are sod.
