3 Introduction The IAF and its accreditation body members invest significant effort and resource to maintain the integrity and consistency of the MLA through a peer evauation process. This report sets out the detaied activity that is carried out as part of the peer evauation process, to ensure that reguators, specifiers, and businesses can have confidence in the Arrangement. The IAF MLA The purpose of the IAF MLA is to provide users, in countries with accreditation bodies that are IAF MLA signatories, assurance that equivaent certification and verification bodies in other countries operate to the same standard as those in their own country. Accreditations granted by IAF MLA accreditation body signatories are recognised wordwide based on their equivaent accreditation programmes, therefore reducing costs and adding vaue to industry and consumers. Certificates in the fieds of management systems, products (incuding services and processes), personne, verification and other simiar programmes of conformity assessment issued by bodies accredited by IAF MLA signatories are therefore reied upon in internationa trade. The MLA contributes to the freedom of word trade by eiminating technica barriers. 4 The IAF MLA Mark The IAF MLA Mark can be used by accreditation bodies to demonstrate their status as a signatory to the IAF MLA. If approved by the Accreditation Body, accredited certification bodies can aso use the Mark in combination with the accreditation symbo to use on their certificates, providing the certificates are issued in association with an IAF endorsed scheme. The Mark demonstrates that the certificate has been issued by a Certification Body that is accredited by an IAF MLA signatory and is thus traceabe to the highest authority. It is an assurance that the certificate and the issuing body are of a high standard of competence and may be trusted, as they are recognised as compying to the same set of standards at the goba eve. Scope of the IAF MLA The IAF MLA currenty is comprised of accreditation for the foowing scopes: 1) Main Scope: Certification Bodies of Management Systems: Sub Scopes: a. 5 4) Main scope: GHG vaidation and verification bodies Sub Scope: none Certificates based on a main scope are equay reiabe because the conformity assessment bodies conform to the same standard. Certificates based on a sub-scope are considered equivaent if they are based on the same IAF endorsed standard. New Scope Extensions In 2015 the IAF continued working with Goba Food Safety Initiative (GFSI) to recognise the GFSI benchmarking process to faciitate the acceptance of GFSI benchmarked schemes as sub-scopes under the IAF MLA. Signatories to the IAF MLA The IAF MLA has been structured to buid on existing and deveoping regiona MLAs estabished around the word. Therefore, IAF has granted Specia Recognition to the MLA programs of three Regiona Accreditation Groups, the European co-operation for Accreditation (EA), the Pacific Accreditation Cooperation (PAC) and the InterAmerican Accreditation Cooperation (IAAC), on the basis of the acceptance of the mutua recognition arrangements estabished within these organisations. Membership of the IAF MLA is recognised as being satisfied by membership of either the EA MLA, the PAC MLA or the IAAC MLA for recognised programs. IAF members who are aso signatories of these regiona MLAs are automaticay accepted into the IAF MLA for recognised programs. Another three Regiona Accreditation Groups have been working on estabishing their MLAs and two have made forma appication to the IAF for Specia Recognition of their MLA programs. In recognition of this, ARAB Accreditation Cooperation, (ARAC), African Accreditation Cooperation (AFRAC) and Southern African Deveopment Community in Accreditation (SADCA) have been incuded in this report. There are a sma number of IAF Member accreditation bodies that are not a member of a Regiona Accreditation Group referred to as unaffiiated accreditation bodies. Unaffiiated accreditation bodies can appy directy to IAF to become an IAF MLA signatory. The number of signatories to the IAF MLA has grown in recent years, providing confidence to businesses and Reguators in a greater number of economies. 8 In 2015 the IAF MLA comprised 3 Recognised Regiona Accreditation Groups and 62 accreditation bodies in tota representing 57 economies. Two of the 62 signatories are unaffiiated accreditation bodies New Appicants Further growth in the number of signatories is expected in the future as 3 appications (1 region 2 Accreditation bodies) were received in EA: PAC: NEW IAF MLA Signatories IAF MLA Signatories IAF Members that are not as yet Signatories Non Members In 2014, two appications were received from BSCA, Bearus and GAC, Georgia, to join the EA MLA for a scopes through a biatera agreement with EA. GAC has been pre-evauated in 2015, and peer-evauation wi foow in Pre-evauation of BSCA was performed in the beginning of The appication of MOLDAC, Modavia, was received in 2015 to join the MLA for a scopes through a biatera agreement. MOLDAC peer evauation is panned for The peer-evauation of NAT, Hungary, was canceed by decision of the MLA Counci (MAC), based on the information notified to EA in summer 2015 according to which NAT activities woud stop on 31st December appications for the extension of Management Systems MLA, 2 appications for Product, 2 appications for Greenhouse Gas (GHG) and 4 appications for Persons MLA. 9 Goba Growth In addition to the growth in signatories to the IAF MLA, there has been a corresponding growth in the number of accredited certification bodies. 10 Peer Evauation Process Accreditation bodies are admitted to the IAF MLA ony after a most stringent evauation of their operations by a peer evauation team which is charged to ensure that the appicant member compies fuy with both the internationa standards and IAF requirements. IAF, and its accreditation body members, invest significant cost and resource to ensure they maintain the integrity of the MLA through robust peer evauation. The MLA and its signatories are under constant review. The peer evauation process is ongoing and extensive, covering a economies on a reguar programme. 11 Expanding the scope of the IAF MLA The IAF MLA is under constant review to better serve the needs of stakehoders. At the goba eve, the IAF continues to iaise with the Goba Food Safety Initiative (GFSI) to recognise the GFSI benchmarking process to faciitate the acceptance of GFSI benchmarked schemes as sub-scopes under the IAF MLA. The Regions are aso extending their scopes to broaden the reach and vaue of the IAF MLA. Regiona deveopments that took pace in 2015 incude: Region Deveopment EA No extension of the IAF MLA scope within EA in EA appied to IAF in 2013 to extend the scope of EA to the main scope certification of persons, stated in the foowing EA GA resoution: EA Resoution 2013 (32) 02 The Genera Assemby agrees that EA appies to IAF to extend the scope of EA as a recognized region to the new main scope certification of persons based on ISO/IEC 17024, and asks for the incusion of the necessary peer evauation in the forthcoming peer evauation of EA by IAF/ILAC. The evauation of EA was performed in 2014 and the evauation report wi be discussed at the MLA MC Meeting in Frankfurt. PAC IAAC Extending the GFSI MLA. Currenty operates the foowing MLA scopes (QMS, EMS, FSMS, ISMS, MDMS, Product (incuding GLOBAL G.A.P. IFA sub-scope), Persons, and GHG). In 2015, IAAC began operation of the IAF MLA Scope Extension for Leve 4: Goba G.A.P. Genera Reguations and Leve 5: Product, Goba G.A.P. IFA Contro Points and Compiance Criteria. 12 MLA monitoring and improvement activities IAF is committed to monitoring and reviewing the MLA to ensure that it continues to meet the needs of stakehoders. In addition to consuting widey with stakehoders,iaf carries out a number of programmes and activities to continuousy improve the vaue and effectiveness of the MLA. Feedback Compaints provide a vauabe mechanism for receiving feedback reating to the effectiveness of the MLA. This often confirms that the MLA is working effectivey and that the process in pace is suitaby robust. It can aso provide information that can be used to improve areas of the MLA. The foowing numbers of compaints were raised during this period: IAF: No compaints or appeas received EA: No compaints or appeas received At the end of 2014, 2 compaints were under process. 1 out of those 2 remained open in A TFG was appointed to dea with the case. The other compaint was eventuay cosed. A compaint has been on hod since It wi be reconsidered when ega proceedings at the nationa eve have come to a concusion. A new case was received but found to not substantiate a compaint according to the EA procedure. An appea was odged with EA against a MAC decision. ARAC: No compaints or appeas received AFRAC: No compaints or appeas received SADCA: No compaints or appeas received Continuous improvement IAF consuts widey with stakehoders in deveoping accreditation programs, and it works to deiver the best standard of conformity assessment in order to provide stakehoders with a vaue added outcome. This is meant to improve monitoring of the EA resources and enhance the overa competence of EA evauation teams. The samping and witnessing processes take into account the sub scopes to improve the coverage and efficiency of the peer evauation process. A new poicy for the panning of MAC training activities was estabished. This poicy aims at ensuring reguar and systematic refresher training for team members and team eaders, and giving an enhanced focus on the horizonta issues of peer evauation such as evauation techniques, risks, documentation and statistica information. EA deveoped a coser cooperation with IAF. 17 Pubic Sector Assurance Case studies from economies a around the word continue to be added to the pubicsectorassurance.org website that was aunched in 2014 to iustrate the vaue of accreditation in key poicy areas as a too to hep government officias and reguators deiver resuts. The site, which has been put together by IAF, ILAC, ISO, IIOC and IEC, aso contains inks to independent research and supporting information to provide additiona supporting evidence. By showcasing the poicy areas where accreditation of conformity assessment is, and can be used, such as economic deveopment, heathcare, environmenta protection, energy, food safety, construction, crime and security, the site continues to provide inspiration for centra government, oca government and reguators to deiver positive benefit by the use of more conformity assessment toos. 18 T G L E F R Word Accreditation Day 2015 The goba accreditation community ceebrates each year with the Word Accreditation Day on 9 June to raise awareness of the vaue that accreditation pays in faciitating goba trade or in checking that products are fit and safe for consumption against a standard, a code or practice or reguatory requirements. The theme for Word Accreditation Day in 2015 was Accreditation: Supporting the Deivery of Heath and Socia Care. Accreditation provides a key too for heath and socia care providers in this deivery as the successfu provision of heath and socia care is one of the greatest chaenges today and wi ony grow in its magnitude and compexity. The need to provide reassuring, consistent, cost-effective heath and socia care grows every day and accreditation supports these outcomes.
