7 I County of San Maty ; Intemethtranet Web-Page Design Guideines PURPOSE The purpose of this document is to estabish a set of guideines for the deveopment of the County s Web sites on the Internet and the County s Intranet. This technoogy enabes the County to provide cost-effective operations as foows: Internet A repository for the eectronic dissemination of information to the pubic. The County and its departments have the abiity to provide genera information, meeting agendas, press reeases, caendar of activities, etc. * Estabish a framework and mechanism for interactive communications between the County and the pubic using forms, e-mai and other appications. Information that is currenty avaiabe ony by verba or written request can now be avaiabe via an eectronic diaog between the pubic and the County Web sites. Intranet The eectronic dissemination of information for use excusivey by empoyees of the County of San Mateo. Exampes woud incude poicies and procedures, forms, hep text, notifications, etc. A information and interactive communications avaiabe on the County s sites can be easiy accessed by using a persona computer and web browser software.. APPROACH A centraized County Internet Web site and Intranet Web site wi be estabished to ensure uniform and usefu information is provided to both the pubic and the County. Additionay, this wi provide a cost-effective, reiab!e, secure and easiy maintainabe configuration. If warranted, additiona Web sites may be estabished by individua Departments for both the Internet and Intranet. However, these sites must be consistent with County guideines and must be fuy inked to the centraized site

Such decisions rest with the individua Departments, the County Manager and the Board of Supervisors. This document addresses ony the guideines as to how such decisions are to be impemented. DUTIES and RESPOMSi3DLTUES Responsibiities for the direction, deveopment and maintenance of the County s Web sites wi be shared by the County Manager s Office: Information Services and the various County Departments that desire to use the Web sites for pubic and County access. County Manager s Office The County Manager s Office wi be responsibe for the foowing: Reviewing and approving the County Home Page for the Internet and Intranet County-wide content Periodic review of County Web Sites for accurate and up-to-date information Providing feedback to the County Board of Supervisors Information Services.Department (ISD) The Information Service Department wi be responsibe for the foowing: Maintaining a County Home Page for the Internet and Intranet Acting as the administrator for the County s Internet and Intranet Web site Providing assistance to Departments maintaining additiona Web sites Coordinating services with the seected Internet Service Providers Providing the foowing to Department Web site coordinators: - Sampe Web page tempates - Training. Designing and monitoring the process by which County Departments update their

Requesting Departments County Departments wi be responsibe for the foowing: Content must be consistent with norma County of San Mateo principes and business practices. Each Department wi be soey responsibe for the content utiizing these guideines in the production of their Internet and Intranet Web sites. In addition, each Department wi be responsibe for maintaining their Web pages to assure accurate and current data. Ensuring that the Department Head (or their designate) approva has been obtained for a Web site pages. If content is muti-departmenta, a the Department Heads for the Department s concerned must give approva and the County Manager s office may be required for content approva. Designating a Web site coordinator, who wi be responsibe for: Departmenta training If appicabe, testing and upoading Web pages to Department Home Page on the County Web server or Departmenta Web Server. Ensuring that the Departmenta information is updated and correct Providing front-ine Internet support within department COSTS A costs associated with Web Page design, impementation and content are the responsibiity of the participating Departments. WEB SITE DESIGN The County of San Mateo wi maintain a County Web Home Page. Any County Department may have a Departmenta Home Page and supporting detai pages of information associated with the County Web Home Page. However, both the County of San Mateo Home Page and Departmenta Home Pages shoud abide by the foowing guideines. i o/97
