2 Catalysts The Need (2010) GFSI Board The efficacy of food safety audits being publicly challenged eg. PCA, Jensens Farm. Negative comments in the press and social media about third party audits. There was no recognised universal qualification for food safety auditors 2

3 2. The Auditor Competence Scheme Committee The GFSI Board established a Technical Working Group to define generic food safety auditor competencies underpinning all GFSI benchmarked CPOs, and the mechanisms by which they could be assessed and verified. All GFSI benchmarked Certification Program Owner (CPOs) 4 representatives from each: Certification Bodies Food Retailers Food service companies (including food distribution and brokers) Manufacturers Primary Producers Others: One representative from each of ISO/CASCO, IAF, Codex, food safety regulators One Consultant Non-voting Observers 3

4 AC TWG was assembled in 2010 MANDATE for the Auditor Competence TWG: Build Confidence in 3rd Party Certification Improve the integrity, the consistency and the reliability of audit outcomes across all the GFSI-recognised programmes and supply chains; Improve the cost/benefit in qualifying auditors, by reducing the duplication and wastage in existing training options; Provide a clear articulated pathway for the professional development of food safety auditors; 4

5 The Auditor Competence Process - work plan Competence The demonstrated ability to apply knowledge and skills to achieve intended results 3 milestones to be delivered: GFSI Benchmarking Requirements version 7, Part IV Competencies Competencies developed, reviewed, validated, and published for food safety auditors of GFSI recognized CPOs Knowledge Examination Skills Assessment Rigorous on-line examination for all existing and new auditors of GFSI-recognized CPOs. Developed in association with Prometric Practical skills assessment to be conducted by trained and registered skills assessors. Skills assessment developed and tested by certification bodies, manufacturers and retailers on the auditor committee 5

7 Auditor Competence 2017 Knowledge Examination (set form of questions) Question bank developed and approved/reviewed by ACSC DONE Two generic exams, one for Primary Production and one for Post Farm-Gate. Each exam to be 150 items - 3hr exam - with all the sections common, except for GAP (Primary Production), and GMP (Post Farm-Gate). Auditors wishing to sit both exams should be able to so with an additional 30 questions (~ 30 minutes). 7

8 Auditor Competence 2017 Skills Assessment tool Witness audit assessment protocol and tool - DONE Primary production Post farm gate The skills assessment protocol has been developed by the Certification Bodies that are members of the ACSC, and has been tested by Certification Bodies and the manufacturing ACSC members. Practical skills assessment to be conducted by trained and registered skills assessors Assessor requirements in-process by sub-team - ONGOING 8

9 Auditor Competence Scheme Committee Auditor Competence Steering Committee To be finish before the launch of BRV7.2: Beta test to determine the cut score (passing/failing score): Deliver the beta test through Prometric. 100 auditors (50 and 50 Post Farm-Gate). Recruitment of the auditors ongoing process. Aim finish by end of August. 9
