1 Role Title IT Officer Role Information Role Type Pay Band Location Duration Reports to: IT Grade H Seoul, Korea 1 year (renewable) IT Manager Role purpose The IT Officer has overall responsibility for the management of a Country s IT environment by managing and maintaining all network, software, and hardware used by the British Council Korea and provide support and enhancement by using information technology in order to ensure that the IT services meet operational needs, corporate standards and service level agreements, and to enable staff to have access to the IT technology they need to meet their objectives. We have operations in high-growth developing economies of China, Indonesia, Vietnam, Thailand, Malaysia, Philippines and Burma, and the major developed economies of Japan, South Korea, Hong Kong, Singapore, Taiwan, Australia and New Zealand. Our business model is to lead surplus generating business in English and our multi-million dollar Exams business, and growing self-sustaining and partnership-driven programmes in Education, Society and Arts fields. We are increasingly focused on generating maximum impact with our audiences with minimum draw on UK government funds. The balance of programmes, products and services that we offer, and the scale of businesses that we operate in each country, varies in response to the specific markets of this diverse region. Increasingly, we are working across countries and business fields, to maximise impact and the return on investment. Geopolitical/SBU/Function overview: The British Council Korea established a presence in Korea 45 years ago in August Our cultural relations work has over the years brought Korea and the UK closer to each other through partnerships in English, the arts, education and society. We have expanded our English work as the demand for English has grown. We currently operate six teaching centres in Seoul and organise training programmes to support English language teaching in Korea in schools, colleges and universities. Our aim is to help students improve their English for the purposes of work, study, social and daily use and assist teachers with in-service professional development. We also provide opportunities for people to sit IELTS, Aptis, professional and school exams. This range of operations requires a significant degree of IT support to ensure that these businesses meet their objectives, and that we meet customer and stakeholder expectations. Information Technology needs and support ranges from day to day support, trouble shooting, ensuring that digital infrastructure is set up and operating during running of the businesses, liaising with our GSD (Global Services Desk) to develop and implement IT policies and standards, and to ensure that Information Management policies are implemented and managed are reported on for Korea. This post will report to IT Manager and will work with IT supporting colleagues in the GIS (Global Information Services) and GSD(Global Services Desk) to ensure that IT functions are served as per needs of the businesses in Korea, and in accordance with British Council IT standards. Main opportunities/challenges for this role: This post involves providing on-site support to a successful, busy teaching operation in which the busiest hours are in the afternoons, evenings, and weekends. This post will ensure optimal and readily accessible IT support to the business and be required to travel to 6 TC branch offices accordingly. Main Accountabilities: Computers, servers, and infrastructure - Provide help desk support for all staff (hardware, software, and peripherals). - Ensure availability of Local Area Network (LAN) and Internet connectivity - Ensuring backups are carried out and checking the backup logs. - Track prioritize and document support request using IT support log. - Troubleshoot network connectivity problems. - Maintain wiring of user s desks and organizing cables of network cabinets. - Apply a regular cleaning plan of IT devices. - Install and manage computers laptops, tablets and other IT peripherals. - Coordinate with GSD (Global Services Desk) and ensure applications are installed and assisting with the process as required. Ensure systems are secured from external threats like hacking/virus attacks, including regular checks. 2 IT Officer August 2018 The British Council
3 - Ensure restricted access to server room and physical security of IT equipment. - Support roll-out of new applications. - Rebuild computers using Operating System Development (OSD) - Perform regular check on IT devices and services inside each meeting rooms. - Maintain screen cables and connectivity in meeting rooms as needed. - Support IT Manager to ensure that the Council s IT policies and standards are adhered to. - Assist with the repair and disposal of computer equipment and storage of spares in line with Council standards. - Provide Technical support to IT users on standard software and hardware. - Manage support call logs, provide technical resolution within agreed period and follow up on escalated issues to meet operational requirements. - Ensure timely first & second level of support as per the pre-defined SLA (Service Level Agreement). - Escalate any problems/issues to relevant teams (Global Services Desk, Global Information Services) as required and follow up - Work with GSD (Global Services Desk) to manage and address IT issues in the all offices in KR; raising service request tickets and follow up resolution. - Applications support queries to be acknowledged within pre-defined SLA (Service Level Agreement). - Support to the GIS (Global Information Services) processes and projects. - Perform the GTI Elevated User role for the local office carrying out specified recurring tasks and acting as a GIS (Global Information Services) s first point of contact for requests that cannot be handled remotely. - Determine ICT training needs, identify training solutions and plan delivery of training programme. - Set up IT equipment on temporary site for presentations, training, and exhibitions. - Provide on call/site support on critical issues for Saturday and Sunday. - Provide end user trainings and prepare a guidance for new users Inventory Check - Maintain the inventory updated and keep tracking of ingoing and outgoing items. - Maintain records of all computers / laptops (back office and front office), desktops, projectors, ipads, lamp life and software licenses for all offices. - Spot checks every 3 months on all PCs to ensure that legal software is being used and copyright laws are being maintained. Procurement - Manage centralised procurement as per business needs and following corporate IT policy. Create and amend Purchase Orders (PO). Follow up with finance team to make sure that supplier's payment is settled successfully according to the procurement process. - Test new purchased and repaired items. - Keep an IT replacement schedule (rolling plan) for the office based on IT assets useful life. - Monitor contracts and evaluate performance of suppliers, services and products. Teaching Centre Support - Ensure the projectors, Interactive White Boards (IWB), Students ipads, and other IT equipment in the classrooms are operational for the teaching staff. - Contribute to the dedicated IT support provided to staffrooms and classrooms in all Teaching Centres according to a schedule planned. - Visit branch offices regularly to maintain IT equipment and provide professional support.
