This enhances the usage of core network resources, reduces network investment, and avoids network congestion. In addition, the MSC-level disaster tolerance mechanism is introduced to the MSC Pool. The All IP solution adopts the IP bearer network to transmit voice services on mobile communications network, which reduces transmission costs. 1
