Latest PC SCOOT developments The majority of recent developments to PC SCOOT have been focussed around the parallel developments for UG405 PC SCOOT now includes full support for UG405 as well as the Siemens Outstation Support Server (OSS) Links between the OSS and PC SCOOT allow configuration data to be automatically updated to assist in the configuration of new UTMC OTUs This reduces the time and effort involved in configuration of new sites onto the SCOOT system as well as reducing the time required to replace a faulty or damaged site Other developments have been driven by customer requests as part of the ongoing enhancements in software support releases Page 36
SCOOT kernel updates SCOOT Steering Group has expanded with TfL joining the meetings and now contributing to the ongoing development of the SCOOT kernel Next major release of SCOOT is scheduled to Siemens in September 2010 This will naturally need integration into the SCOOT system before delivery and this will likely occupy a significant portion of ESS for 2010/11 Key features planned for the release are: Enhanced pedestrian optimisation varying invitation to cross period Enhanced cycle time optimisation improvements to cycle time optimisation under low flow conditions Consideration of additional data inputs into SCOOT Page 37
TC12 update TC12 data transmission equipment was originally designed circa 1991 and is becoming increasingly difficult to manufacture due to obsolete parts Several key components within the TC12 data transmission hardware are now on their last, last, last time buy of the component Current stocks of these components will not support the continued manufacture of TC12 for ever New Gemini OTU offers an equivalent solution to TC12 operating UTMC over a leased line using dedicated modems Current planning is that TC12 will no longer be manufactured after September 2010 in conjunction with the withdrawal of hardware support for the Alpha UTC computers by HP Page 38
Above ground detection for SCOOT and MOVA Advantages of loops Accurate Precise detection zone and position Immune to weather and lighting conditions Almost invisible when installed Can t easily be stolen Disadvantages of loops Difficult to install Vulnerable to damage Movement of the road surface Destruction when services are accessed Difficult to repair SCOOT and MOVA are the strategies of choice for many Traffic Managers Both require accurate data about traffic conditions Traditionally this is supplied by loops Loops have many advantages, but also some disadvantages Obvious solution is to use above ground solutions! Page 39
Benefits of 24Ghz radar Good target resolution Able to deliver repeatable detection zones Important if SCOOT and MOVA loops are to be emulated accurately. Immunity to adverse weather Small antenna size Minimal visual impact on-street Widespread acceptance of the frequency band Detector could be used worldwide with few limitations Page 40
Experiences in practice First tests based on ground truth principals at Poole test site Loop comparison Various traffic and weather conditions Initially only count and occupancy gathered in 5 minute bins Results looked very good Page 41
Experiences in practice Flow : Loop Versus Heimdall (20/5/09 to 29/5/09) Reference loop v Heimdall 1000 Loop 900 Heimdall :00 06:00 12:00 18:00 00:00 06:00 12:00 18:00 00:00 06:00 12:00 18:00 00:00 06:00 12:00 18:00 00:00 06:00 12:00 18:00 00:00 06:00 12:00 18:00 00:00 06:00 12:00 18:00 00:00 06:00 12:00 18:00 00:00 06:00 12:00 18:00 00:00 06:00 Vehicle Count Time Page 42
Experiences in practice First tests based on a ground truth approach at Poole test site Loop comparison Various traffic and weather conditions Initially only count and occupancy gathered in 5 minute bins Results looked good But its is easy to be fooled by simple graphs! Focusing on the variation between the loop and Heimdall seemed to show a different picture Page 43
Experiences in practice 25 Delta Flow (Percentage Variation) Between Loop and Difference between loop v Heimdall (Extract) Heimdall Delta (%) 15 % Variation :00 11:00 22:00 09:00 20:00 07:00 18:00 05:00 16:00 03:00 14:00 01:00 12:00 23:00 10:00 21:00 08:00 19:00 06:00 17:00 04:00 Time Page 44
Experiences in practice % V a ria tio n Delta Flow Difference (Percentage between Variation) loop v Heimdall Between (Extract) Loop and Heimdall Delta (%) 00:00 11:00 22:00 09:00 20:00 07:00 18:00 05:00 16:00 03:00 14:00 01:00 12:00 23:00 10:00 21:00 08:00 19:00 06:00 17:00 04:00 Time Biggest variation occurred at night few vehicles in the sample set Loop was found to be missing some fast moving motor cycles which Heimdall detected. Also the loop detected a number of vehicles driving close to the loop but in the opposite direction, Its easy to adjust Heimdall to avoid these vehicles Overall conclusion was that Heimdall count and occupancy performance looks good Page 45
Implications SCOOT SCOOT uses a measure of linear discounted occupancy to model queue build-up and dispersal (Link Profile Units - LPUs) The way a detector responds can significantly affect the LPU values that SCOOT calculates Typical detector sample 250ms data LPU value significantly lower Discounted occupancy Resulting LPU value = Count value high 13 Detector with poor turn-on response LPU value only slightly lower 250ms data (but likely not be consistent) 000 Discounted occupancy Resulting LPU value = Detector with poor hold characteristics Count value accurate 250ms data Discounted occupancy Resulting LPU value = Page 46
Implications SCOOT LPU on test site Initial Heimdall LPU performance was disappointing! Further refinement of the detection algorithm proved necessary Performance much improved as a result. Still produces a slight lower LPU value than the loop Heimdall detection zone about 10% smaller than the loop Would be accounted for during normal validation of the link LPU 350 Loop 300 Heimdall LPU : Loop LPU:- Versus Loop Heimdall v Heimdall (20/5/09 to 29/5/09) 00:00 06:45 13:30 20:15 03:00 09:45 16:30 23:15 06:00 12:45 19:30 02:15 09:00 15:45 22:30 05:15 12:00 18:45 01:30 09:15 16:00 22:45 05:30 12:15 19:00 01:45 08:30 15:15 22:00 Time Page 47
Summary The Heimdall detector provides good correlation to a loop Count accuracy is excellent SCOOT LPU values are a little lower than a standard loop but this can be addressed during validation MOVA performance has also been shown to be acceptable A full report on the Heimdall trials is available from the Siemens website Page 48

Background to UG405 Traffic SCOOT signals systems have been successfully installed in Update many on locations SCOOT MC3 around the UK and overseas, effectively Benefits tackling of increasing congestion levels supervisor of congestion Details of Service Pack 1 SCOOT has in the past been constrained by the need for accurate, timely data from detectors to effectively model the conditions on street SCOOT MC3 introduced several new features which allowed greater tolerance of communications latency Up until now, the application of this has been limited by the communications protocols available to OTUs on street Page 50
What is UG405? DfT project which originally looked at options for UTC system communications SCOOT partners (TRL, Siemens, Peek) became involved in 2004/05 in parallel with the development of SCOOT MC3 The original proposed UG405 light weight protocol was considered to be limited in application and contrary to some of the UTMC technologies which were being used Following reviews by the SCOOT manufacturers, a new, common protocol (UG405) was published in TS004:2008 New Siemens UTMC OTU implements UG405 Page 51 Key feature of UG405 Time stamped control and reply data Control data sent up to 4 seconds in advance of being needed on street Much greater tolerance to communication delays Trials being undertaken to confirm operation of UG405
