The Consultant Connectivity Practice is responsible for delivery of consulting engagements to provide Technology Performance, Cost Optimization, and Sourcing solutions with focus on Wide Area Network (WAN) architectures, data/voice services delivery, co-location/cloud services, and program management of migrations from legacy technologies. Consulting engagements include benchmarking and analysis of business and contractual terms, audit/reconciliation of vendor purchases to the contract, analysis of communications spend, mobility expense assessment, telecom expense management (TEM) assessments, Request for Proposal (RFP) development and/or response management, contracts negotiations, and cost reduction/optimization initiatives, and may include followon engagements for implementation of recommendations. Engagements are delivered in a variety of industries including healthcare, financial services, retail, manufacturing, technology and business services, and many others. The Consultant - Connectivity Practice will lead consulting engagements and teams of analysts or other consultants as needed to design and delivery the optimal solution for the client needs. RESPONSIBILITIES Simultaneously manage multiple engagements and project resources effectively within the scope, resource estimates, deliverables definitions, and timeline in a Statement of Work (SOW); Collaborate effectively with client representatives, account management, engagement management, executive sponsors and other stakeholders as required to achieve engagement outcomes; Quickly and accurately analyze technical problems, create solutions based upon expertise, industry knowledge, prior delivery experience, and creative, collaborative thinking; Continually develop subject matter expertise in the relevant domains; Ensure deliverables adhere to Advocate standards and meet mutually agreed-upon acceptance criteria through regular communications and review with clients; Sales support including fostering of senior level client relationships, solution design, identification of new proposal opportunities, and farming in existing accounts. SKILLS Outgoing, articulate, driven, focused, and passionate individual with the ability to communication effectively with people across all levels and functions of the organization In-depth expertise in negotiation of complex, multi-million dollar carrier contracts, with expertise in terms and conditions and negotiations strategy. Thorough understanding and/or direct experience in Wide Area Network (WAN) architecture design and implementation, data/voice services, co-location/cloud services, and migrations from legacy technologies. Results-oriented, pragmatic, with high quality standards, and ability to multi-task Demonstrated entrepreneurial spirit, customer relationship development, and management skills; Ability to effectively communicate (written and verbal) with all levels of Advocate and client organizations; Strong sense of urgency with the ability to manage competing priorities in a fast-paced environment Ability to author, read, analyze, and interpret complex business issues, contracts, addendums, service orders, technical documents, diagrams, policies, or regulations; Ability to write reports, business correspondence, and process/procedure manuals; Ability to effectively present information and respond to questions from stakeholder groups; Ability to think outside the box to solve problems and achieve goals;

3 CONSULTANT CONNECTIVITY PRACTICE APPENDIX RELEVANT DOMAIN EXPERTISE Carriers (network voice and data) LEC Local Exchange provider ILEC (Incumbent Local Exchange Provider) ATT VZ CenturyLink in old Qwest Territory) also referred to as RBOCs (Regional Bell Operating Companies there were 7 now basically three ATT, VZ and CenturyLink) ILEC (Independent Local Exchange Carrier) Small rural LECs that do not operate in competitive areas sometimes referred to as Rural LECs CLECs (Competitive Local Exchange Carrier) Level 3, CenturyLink in some areas. EarthLink XO. Typically operate their own switches and buy last mile from ILEC but can also use ILEC switching by making UNE-P purchases (Unbundled Network Element Platform) this was a pricing methodology set up by the FCC to encourage entry into the space without having to buy expensive switching gear Reseller buy services from carrier, bundled versus UNE-P above, and basically just change the billing aspect of service. Also referred to as aggregators (e.g. Megapath, Granite, Bullseye) Contracts MSA (master service agreement) Service schedules Pricing schedules Addendums Service Orders (individual circuit orders) Connectivity Wire structure o Fiber, Ethernet o Metro Ethernet EPL Ethernet Private Line (point to point) EVPL Ethernet Virtual Private Line (point to point or point to Multipoint) o Copper Twisted Pair Analog lines DS1/T1, o Ethernet over Copper o Coax T3/DS3 Cable Infrastructure Mobility o 3g, 4g, LTE o Radio o Microwave Voice Services Methods of delivery o SIP o TDM TDM Voice Products o Business line single line can be measured rate (cost by minute or call or both) or flat rate o Centrex: PBX functionality in the provider central office (CO) switch (this is the earliest version of Hosted voice)
4 o PBX trunks (old style connections to a PBX) largely replaced by PRI Can be provided in single lines or in T1s with 24 channels o PRI 23 voice or data channels and D channel to facilitate signaling/call handling o BRI (basic Rate Interface) 2b channels and a D channel often used for Video conferencing with 3 BRIs bonded together. Also radio remote sites. Originally used for voice and data connections over the same wires. Also used for switched backup for private line services o Dedicated LD access allows for lower rates requires customer to have dedicated access circuit to the carrier. The rate structure has modified over the years and often you can get dedicated rates on a local connection provided by the same carrier o Converged services, integrated T s (voice and data are shared on same circuit either channelized where voice/data do not share bandwidth or dynamic where they do. SIP Voice Products o a connection at each site with a shared structure between voice and data or o a centralized model where voice traffic consolidates at a single or pair of sites (redundancy) over the WAN and enters the PSTN there. Requires COS capability on the WAN. Data Products o Internet DIA - Dedicated Internet Access Broadband: DSL or Cable Satellite o WAN MPLS - Multi Protocol Label Switching Frame Relay/ATM (old school) VPLS Virtual Private LAN service Point to Point dedicated connection between two facilities VPN Virtual Private Network Switching Equipment Premise Based o Key System: typically used to connect 2-8 business lines at a site maybe more. Simple call handling functions o PBX Private Branch Exchange Big equipment used to handle large connections such as PRIs and handle a lot of onsite extensions Hosted Voice o UCaaS: multi-tenant hosted services o Dedicated Hosted you have dedicated equipment out there Mobility (Devices and Plans) Smart Phone Voice Only MiFi ( standalone data devices) Typically being replaced by Hotspots Hotspot: use Smartphone for external data connectivity through wireless connection Synch/Tether: data connectivity for external device Push to talk: Radio-like connectivity where only one person can talk at a time Billing and records Paper
