2 Request for Resolution: Approval of Proposals for EC Funding for BELLA The GA is asked to resolve the following: To delegate to the GÉANT Board the authority to approve BELLA proposals to be submitted to DG-CONNECT and DG-GROWTH. Contract approval request to follow later After procurement results known EC contracts finalised 2

3 BELLA Summary BELLA s overall goals: long-term IRU for 40% of spectrum on fibre pair over direct cable between Europe and South America 100Gbps wavelength for the use of the Copernicus Programme 100Gbps-capable RedCLARA backbone in South America Benefit to GÉANT: prefinanced ( by EC and LA NRENs) long term capacity to Latin America EC selected GÉANT and RedCLARA GÉANT to channel their funds from DG-CONNECT and DG-GROWTH into the Sea cable RedCLARA to channel funds from DG-DEVCO to upgrade RedCLARA backbone 3

5 BELLA Transatlantic Costs and Funding Cost to obtain transatlantic IRU ~ 25.4 million Funding: 10 million from DG-CONNECT ( 5M each from 2015 and 2016 SGAs) 8.56 million from DG-GROWTH (via 2015 service contract) ~ 8M (cash) via RedCLARA from Latin America partners. Costs for human resources, travel, dissemination, etc. will be covered by the difference between total funding and the total cost to obtain transatlantic spectrum. 5

9 BELLA Grant Agreements (SGAs) and Consortium Agreements (CAs) BELLA SGAs funded under the GÉANT FPA umbrella Active FPA partners will be DFN, GARR, FCT/FCCN, Red.es, RENATER, GÉANT (Ltd+Assoc) Other FPA partners are not active->no formal responsibility under BELLA SGAs Consortium Agreements BELLA activities governed by BELLA Consortium Agreement Grant agreements require description of governance + consortium agreement. Simplest solution is to create basic SGA CA that delegates powers to BELLA CA 9

12 Back up Notes General points Supplier commitments subject to GÉANT ensuring that all funding is secured. BELLA is 100% EC and LA funded EU NRENs/GÉANT benefit 25 years of transatlantic spectrum AND O&M paid upfront. Saving on 200k p.a. currently paid on link to LA uncertainties still exist to be resolved after procurement before commitments made Cost of extra interfaces beyond 2x100 Gbps pre-provisioned expected to be in the range of 200k ea. Current connectivity costs 200k per year which will cease when BELLA is operational (planned Q3/Q4 2018) Even if additional costs are incurred ( eg in Backhaul), the impact will be cost-neutral if these do not exceed 200k per year. Possibility that the EC will seek to reuse this model for future long term investments. 12

13 Back up Notes Landing Station to GÉANT Lisbon PoP: Tender requires spectrum to be delivered to GÉANT PoP The Lisbon demarcation point of the transatlantic spectrum cannot be known until the negotiations phase of the procurement is underway. GÉANT connectivity Lisbon to Madrid and further into GÉANT backbone Lisbon Madrid: FCT-RedIRIS CBF with two 10Gbps on diverse routes. Costs ~ 50,000 per year Ongoing project looking at upgrading the CBF to 100Gbps capabilities. Already investigating potential for NREN involvement in upgrading links from Madrid, to Marseille and on to Geneva and Milan. 13
