1 Telephone Services This section lists all the charges for Public Switched Telephone Network (PSTN) services. 4 1 Connection Charges Installation charges may also apply if work is required on the customer s premises to provide them with service (see Telephone Services section 2). 1.1 Residential Connection Charges New Connection Price on Application Reconnection $54.78 Change of customer name different person (see below) $54.78 Change of customer name same person (name changed by marriage or deed poll) no charge Change of customer telephone number $54.78 The New Connection charge will vary depending on the address for connection. The Reconnection charge applies where there has previously been a phone connected to the Telecom network. Change of name: Where the account holder of the telephone line is changing eg. from one flatmate to another flatmate (ie that person is already living at the house) or a flatmate s name is being added/deleted to an existing telephone line and account, the charge of $47.87 will apply irrespective of whether the new customer has been a previous Telecom customer. There is no charge to change a customer's telephone number if this is requested as a result of malicious calls to the customer's number, or as a result of calls directed at the previous user. 1.2 Business Connection Charges To obtain a connection to the Telecom Network business customers are required to pay a connection fee as shown in the table below. Centrex connections are priced using the relevant Network Connection Charge plus a $25.00 Centrex Conversion Charge ISDN Basic Rate (BRA) connections are priced using the relevant Network Connection Charge plus a $25.00 ISDN BRA Conversion Charge Example Customer wants to install 5 standard business lines onto a telephone system. Telecom will install the lines to the demarcation frame. Visit fee $55.55 Install 5 lines to demarcation frame (5 x $55.00) $ Total $ Charges for business connections which require an extension of the Telecom PSTN will be based on the costs associated with each individual case. These charges will vary, and customers should call Telecom on 126 before proceeding. 1.3 Moving Premises (withdrawn offer) 1.4 Temporary Connection Fee Business customers who wish to have a connection to the PSTN for less than the minimum contract period of 1 month, must pay a Temporary Connection Fee. Temporary Service Connection Fee $75.00 Installation charges will apply to all work carried out on a customer s premises. Rental charges for all services (line rental, Smartphone, etc) are charged at standard rates, pro-rated for the duration of the connection. 1.5 Change of Number Fee Business Customers who request a change of telephone number will be charged the following: Connection Fee $55.00 Telephone Services Page 1.2 All charges are GST exclusive

6 1.6 Business Reconnection Charge Customers who have been disconnected due to non-payment of an account, broken arrangement or failed Extended Credit Arrangement will be charged a reconnection fee of $ Telephone Services Page 1.3 All charges are GST exclusive

7 2 Installation Charges Installation charges will apply to all work on a customer's premises required to provide them with service. The following charges apply to all work carried out by, or on behalf of Telecom except where the CPE is owned by the customer Installation charges for CPE that is customer owned can be obtained from your Telecom Account Manager 2.1 Service Visit Charges Each visit to a customer's premises to undertake installation work will incur a service visit fee. Multiple visits due to no fault of the customer will not be charged multiple visit fees. Residential and Business A standard visit fee applies for residential and business customers Residential Customer Standard Service Visit Fee $60.00 Business Customer Standard Service Visit Fee $ Lead-In Installation Telecom owns the service lead up to the network demarcation point. Residential and Business For standard installation of Lead-Ins up to 65m a standard price applies. For non-standard installations, it will be quoted to the customer on the basis of the work involved. Installation of Lead-Ins (External Wiring) up to 65m in open trench $48.44 Labour charge per hour over 65m $88.00 (Minimum charge 1 hour) 2.3 Internal Wiring Installations Telecom does not own internal wiring on the customer's side of the demarcation point. The customer will be charged for installation of this wiring, including materials. Depending, on the work involved the customer may be charged a "standard charge" for the wiring work required, or if it is a "non-standard" Telephone Services Page 2.1 All charges are GST exclusive

8 situation, Telecom reserves the right to quote for the job on the basis of time and materials. Time and Materials Charges Residential and Business Labour charge per hour anytime for installation of premises wiring (Internal Wiring) $88.00 Materials costs will vary depending on the work required. The installer s quote will include materials required. Standard Charges The following standard charges apply to normal premises wiring installations. Prices vary depending on whether more than one socket connection is installed at the same time. Prices include materials. Prewire of Premises Prewiring of premises occurs before building completion (i.e. no internal wall cladding) and enables later installation of jackpoints. Prewire from point of entry to first socket installed $48.00 Prewire of subsequent sockets installed with the first one at the same time $26.22 Socket Installation - Premises prewired Installation of sockets and jackpoints when premises have been prewired. Prices vary depending whether the customer supplies the socket. Residential and Business Installation of each socket (Telecom supplies socket) $37.78 Installation of each socket (Customer supplies socket) $22.00 Socket Installation - Premises not Prewired Installation of sockets and jackpoints when premises have not been prewired. Prices vary depending on whether the customer supplies the socket. Residential and Business Installation of each socket (Telecom supplies socket) $ Installation of each socket (Customer supplies socket) $88.00 Installation of Demarcation Point This fee is applied when a customer only requires connection at the demarcation point and is in addition to the connection fee. The rest of the installation could have been completed previously by Telecom, or the customer or an electrician has completed the rest of the wiring. 9 Installation for a single line to demarcation point $80.00 This charge does not apply if the demarcation point is installed at the same time as the overhead or underground lead, in which case the installation of the demarcation point is included in the charge for installation of the lead-in. 2.4 Change of Socket Types Changing the telephone socket from fixed wiring to a plug-in socket. Prices vary depending on whether the customer supplies the socket. Charge per socket for changing socket from fixed wire to plug-in socket (Telecom supplies socket) $37.78 Charge per socket for changing socket from fixed wire to plug-in socket (Customer supplies socket) $ Other Installation Charges Installation of other PSTN or customer premises equipment (CPE) that is not Customer owned, is charged to the customer on a time and materials basis. In some CPE business situations, standard charges have been established, based on the average time taken to complete a standard activity. Information on these standard charges is available from Telecom. The labour charge out rates are charged in 15 minute intervals with a minimum 15 minute charge. The cost of materials will depend on the work required on a customer s premises. The installers quote will include any materials required. The labour charge-out rates used to establish the standard charges, and used when time and materials charges apply, are as follows: Residential and Business A standard rate applies for residential connections Hourly charge-out rate anytime $88.00 Design Rate This rate is used for pricing Network and System design work, and programming work such as developing least cost routing tables and competitor digit modifications. 10 3 PSTN Line Rental Charges 3.1 Monthly Line Rental Charges Line rental charges depend on the class of customer and the type of service. Residential Customers This service is no longer available to new customers from 1 October HomeLine: The standard service provided to residential customers is the HomeLine service. HomeLine is a service provided by Telecom to residential customers under the Telecommunications Service Obligations (TSO) Deed for Local Residential Telephone Service (the TSO Deed, which is the successor to the Kiwi Share obligations). The HomeLine service is detailed in Telephone Services section HomeLine Economy: This service is no longer available to new customers from July 2004 HomeLine Economy is an alternative that is available to residential customers who wish to take this service instead of the HomeLine service. The HomeLine Economy service is detailed in Telephone Services section (HomeLine Economy was sometimes previously referred to as HomeLine with Local Calls at 20 cents.) 60 Plus: This service is no longer available to new customers from 1 January Plus is an alternative that is available to residential customers who wish to take this service instead of the HomeLine service and who meet Telecom s eligibility criteria for this service. The 60 Plus service is detailed in Telephone Services section BudgetLink: BudgetLink is an alternative that is available to residential customers who wish to take this service instead of the HomeLine service and who meet Telecom s eligibility criteria for this service. The BudgetLink service is detailed in Telephone Services section Telecom currently offers value added and other services that are available to customers that wish to take them in addition to the HomeLine service. Many of those other services are described in other sections of this List of Charges and other services may be introduced by Telecom from time to time. Telecom may also from time to time introduce other line rental services that are available to Telephone Services Page 3.4 All charges are GST exclusive

11 residential customers who wish to take them as alternatives to the HomeLine service. Business Customers Non-standard line rental applies to business customers in areas which have modern exchanges but no local call charging. These customer lines are known as B1 (PBX trunks) and B2 (single lines). It is Telecom's intention to progressively upgrade non-standard to standard service. Information on non-standard line rentals is available by calling Telecom on 126. For further information on Standard Line Rental Charges for Business Customers, please contact your Telecom Account Manager or Telecom s standard line rental charges are set out in the following table. The HomeLine service provides Telecom residential customers with the following services, which meet the level of the service quality measures described below: local residential voice telephone service; and local residential dial up data service. 12 Telecom may currently, or from time to time in the future, provide services free of charge to Telecom residential customers that are not part of the local residential voice telephone service or the local residential dial up data service, or that exceed the service quality measures described below. The provision by Telecom of any such services free of charge to Telecom residential customers does not mean that those services are part of local residential telephone service or that Telecom will continue to provide any or all of those services free of charge to Telecom residential customers in the future. Local residential voice telephone service and local residential dial up data service are described below. Also, some of the other terms used in this section have particular meanings. Those terms are defined in the glossary at the end of this section Local residential voice telephone service Local residential voice telephone service means the following services (each provided by Telecom to a Telecom residential customer in accordance with Telecom s usual terms and conditions): local free-calling for standard calls for voice which are dialled by the Telecom residential customer to a local number and which: (a) originate from the demarcation point at the physical premises of the Telecom residential customer; and (b) terminate at the demarcation point of other physical premises, where the points described in each of (a) and (b) are in the same Telecom local calling area; a single standard listing of the Telecom residential customer s local telephone number in The Telephone Book (see Telephone Services section 9); one residential line; the offer of free residential directory assistance for certain customers with a physical or print disability or sight impairment (see Telephone Services section 10); and free genuine standard calls for voice to emergency service centres which are dialled by the Telecom residential customer to 111. Local residential voice telephone service does not include: local residential dial up data service (see below); any of the calls or services that are described below in the final bullet-point of exclusions from standard Internet calls; and the following calls and services (including any new or improved calls and services that are similar to, equivalent to, or that have characteristics closely related to those calls and services): (a) national and international toll calls; (b) calls to or from telephones or devices connected to cellular, mobile radio, paging and other non-pstn networks; Telephone Services Page 3.6 All charges are GST exclusive

13 (c) enhanced PSTN services (such as messaging and Smartphone services) and the calls enabling those services; (d) special telephone services (such as audio-conferences and called line busy tests) and the calls enabling those services; (e) value added services (such as 0900 service and Home 0800 service) and the calls enabling those services; (f) interconnect origination services and the calls enabling those services. Local residential dial up data service The local residential dial up data service means: local free-calling for standard facsimile calls; and local free-calling for standard Internet calls. Standard facsimile calls Standard facsimile calls are standard calls for facsimile provided by Telecom to Telecom residential customers in accordance with Telecom s usual terms and conditions: which are dialled by the Telecom residential customer to a local number; which: (a) originate from the demarcation point at the physical premises of a Telecom residential customer; and (b) terminate at the demarcation point of other physical premises, where the points described in each of (a) and (b) are in the same Telecom local calling area; which are for the exclusive purpose of facsimile services as were generally available to Telecom residential customers as at 19 December 2001; and which: (a) use standard facsimile apparatus; and (b) employ the procedures for facsimile document transmission, generally available to Telecom residential customers as at 19 December Standard facsimile calls do not include: standard Internet calls (see below) and any of the calls and services described below in the final bullet-point of exclusions from standard Internet calls; and any of the calls and services described in the first five bullet-points under local residential voice telephone service (see above) and any calls and services that are described above in the final bullet-point of exclusions from local residential voice telephone service. Standard Internet calls Standard Internet calls means standard calls provided by Telecom to Telecom residential customers in accordance with Telecom s usual terms and conditions: which: (a) originate from the demarcation point at the physical premises of a Telecom residential customer; and Telephone Services Page 3.7 All charges are GST exclusive

14 (b) terminate at a point, where the points described in each of (a) and (b) are in the same Telecom local calling area; which are dialled by a Telecom residential customer to: (a) a number in a number range specifically designated by Telecom as set out below; or (b) if Telecom has not specifically designated a number or numbers in a number range or ranges as set out below, any local number; and which are for the exclusive purpose of connecting Telecom residential customers to an ISP to access the Internet to use Internet services of the type which are generally available to Telecom residential customers as at 19 December 2001 (existing Internet services) and, after that date, Internet services of a type similar to or equivalent to, the existing Internet services. Standard Internet calls do not include (but these exclusions will not remove the Telecom residential customer s ability to access the Internet for the use of Internet services): any of the calls and services described in the first five bullet-points under local residential voice telephone service and the first four bullet-points under standard facsimile calls (see above); any calls and services described above in the final bullet-point of exclusions from local residential voice telephone service; and the following services (or the calls enabling those services): (a) games based server services accessed through an Internet based protocol; (b) eftpos and related services; (c) interactive television services; (d) data services of a speed that requires a frequency bandwidth greater than that required by standard calls (including xdsl and frame relay); (e) ISDN services; (f) voice over Internet services (and voice over Internet protocol services); (g) text and voice messaging services; (h) video services; (i) interconnect services; (j) services which depend on Internet capability which was not generally available or in common use as at 20 December Number ranges for standard Internet calls The number ranges designated by Telecom for standard Internet calls are: the numbers in the 0867 XXXXX and 0873 XXXXX number ranges. During the period of such designation the number or numbers must either be used by: an ISP in the Telecom PSTN; a carrier; or an ISP using the carrier s services, Telephone Services Page 3.8 All charges are GST exclusive

15 in each case for the exclusive purpose of connecting Telecom residential customers to an ISP to access the Internet to use Internet services of the type which were generally available to Telecom residential customers as at 19 December 2001 (existing Internet services) and, after that date, Internet services of a type similar to or equivalent to, the existing Internet services. Service quality measures The HomeLine service will meet the following local residential telephone service quality measures: Line connect speed capacity for standard Internet calls The measures (which apply for standard Internet calls from 20 December 2003) are: 95% of all existing residential lines meet the 14.4 kps connect speed; 99% of all existing residential lines meet the 9.6 kps connect speed. For the purposes of assessing Telecom s performance against these measures: an inability for an existing residential line to reach the kps connect speed measure arising from an event of force majeure or a specified matter beyond Telecom s reasonable control is to be disregarded; the measurement will consist of the application of a calibrated model to the installed local access plant records held by Telecom. Additional connect speed measures From 20 December 2001, connect speed will be generally maintained to the normally achievable connect speed of: in the case of existing residential lines, existing residential lines as at 20 December 2001; and in the case of existing residential lines that are altered or replaced by Telecom ( altered lines ), such altered lines as at the date of such alteration or replacement, as applicable. In meeting its obligation, Telecom is only obliged to act as a reasonable and prudent telecommunications service provider with: comparable network characteristics; a comparable physical and legal environment; and comparable telecommunications service obligations, would act. In assessing whether these additional connect speed measures are being met, the following matters will be taken into account: whether the lines are being maintained to a standard consistent with then applicable internationally acceptable norms; whether lines are being altered or replaced in a way that reflects the efficient management and evolution of the access network and associated services; the range of capabilities of dial up Internet service data modems generally available and in use at 20 December 2001; and Telephone Services Page 3.9 All charges are GST exclusive

16 that events of force majeure and specified matters beyond Telecom s reasonable control which impact on connect speed will be disregarded. For the avoidance of doubt, the additional connect speed measures do not guarantee that the connect speed of any particular existing residential line will be maintained at: the normally achievable connect speed of other existing residential lines; or the connect speed that applied to that line at 20 December Unsuccessful standard residential call attempts that under normal conditions cannot terminate as a percentage of total standard residential call attempts. The measures are: not in excess of a 1% average for non-nsbc linked call attempts; and not in excess of a 2.5% average for NSBC linked call attempts; computed nationally on a yearly basis for each year ended on 20 December. For the purposes of assessing Telecom s performance against these measures, unsuccessful call attempts arising from: an event of force majeure or a specified matter beyond Telecom s reasonable control; or an outage in an access network; are to be disregarded. Unsuccessful standard Internet call attempts that under normal conditions cannot terminate as a percentage of total standard Internet call attempts. The measures are: not in excess of a 1% average for non-nsbc linked call attempts; and not in excess of a 2.5% average for NSBC linked call attempts; computed nationally on a yearly basis for each year ended on 20 December. For the purpose of assessing Telecom s performance against these measures, unsuccessful call attempts that cannot terminate arising from: an event of force majeure or a specified matter beyond Telecom s reasonable control; or an outage in an access network; are to be disregarded. Whole minutes of Telecom complete switch downtime for standard residential calls. The measure is that the number of minutes of Telecom complete switch downtime for standard residential calls is no more than an average of 50 minutes per existing residential line per annum, computed on a yearly basis for each year ended on 20 December. For the purposes of assessing Telecom s performance against this measure: outages, including those arising from loss of links to remote line units due to bearer failure, are to be treated as complete switch downtime (except where (a), (b) or (c) of the bullet-point immediately below apply); Telephone Services Page 3.10 All charges are GST exclusive

17 the following are to be disregarded: (a) downtime arising from an event of force majeure or a specified matter beyond Telecom s reasonable control; (b) downtime arising from an outage in an access network; and (c) partial outages (for example, failure of a part of the exchange or failure of some calls routed via the exchange); the assessment is weighted by the number of lines affected so as to give an average national measure; exchanges that switch only toll and international calls will not be included in the assessment. 111 calls that under normal conditions are answered by the 111 National Service Centre within 15 seconds. The measure is greater than 85% of calls answered within 15 seconds, computed on a yearly basis for each year ended on 20 December. For the purpose of assessing Telecom s performance against this measure, calls that are not answered within 15 seconds as a result of the effects of: an event of force majeure or a specified matter beyond Telecom s reasonable control; or an outage in an access network; are to be disregarded. Whole minutes of complete 111 National Service Centre downtime that arise from reconfigurations in Telecom s network. The measure is no more than 120 minutes per annum, computed on a two year rolling average basis for each year ended on 20 December. For the first computation, data from the first year after 20 December 2001 and the year prior to 20 December 2001 will be used to calculate the two year rolling average. For the purposes of assessing Telecom s performance against this measure, downtime as a result of the effects of an event of force majeure or a specified matter beyond Telecom s reasonable control is to be disregarded. Whole minutes of complete 111 National Service Centre downtime that do not arise from reconfigurations in Telecom s network. From 20 December 2001 to 20 December 2003, Telecom will work with the Crown as set out in the TSO Deed with the aim of establishing a residential telephone service quality measure for whole minutes of complete 111 National Service Centre downtime that do not arise from reconfigurations in Telecom s network, which is to apply from 20 December Glossary This Glossary applies to section The Glossary in section 12 of TLOC does not apply to this section connect speed means the data speed a standard modem and standard associated software train to when the Telecom residential customer first connects via a dial up connection to an ISP, as measured from the demarcation point at the Telephone Services Page 3.11 All charges are GST exclusive

18 physical premises of the Telecom residential customer to the point at which the call terminates; dialled means dialled up, and to avoid doubt, does not mean accessed through a permanent or dedicated connection; event of force majeure and specified matter beyond Telecom s reasonable control have the meanings set out in the TSO Deed; existing residential line means a Telecom residential line (not being a second line) which at 20 December 2001 is an active connection; IPNet means the Telecom network known as IPNet ; ISP means Internet service provider; kps means kilobits per second; line means a line connecting the Telecom residential customer s physical premises to the Telecom PSTN; NSBC means non-switch based concentrator; NSBC linked means where the line is connected to an initial telephone service concentration stage which then connects the user to a trunked line on a telephone exchange, as opposed to a line directly connected to a remote telephone exchange that then extends dial tone back to the user. This includes: (a) multi-access radio systems and concentrators; but excludes: (b) the remote line unit that is part of the switched network; outage in an access network means: (a) a planned outage in an access network made by Telecom acting as a reasonable and prudent telecommunications service provider; or (b) an unplanned outage in an access network beyond Telecom s reasonable control; service includes part of a service; standard call is a dialled, switched communications service connection between two points lasting for the duration of the call, requiring an analogue transmission bandwidth of no greater than 3.1kHz. This limitation means that the maximum connect speed of a standard call is 56 kps; standard residential calls means standard voice calls, standard facsimile calls and standard Internet calls; standard voice call means a call described in the first bullet-point of the local residential voice telephone service description (above) provided by Telecom to Telecom residential customers in accordance with Telecom s usual terms and conditions and not including any of the calls and services described in the exclusions from local residential voice telephone service (above); Telecom acting as a reasonable and prudent telecommunications service provider has the meaning set out in the TSO Deed; Telecom local calling area means a Telecom local calling area as described in Telecom Call Charging and Network Numbering document as at 20 December 2001; Telecom PSTN means the part of the Telecom network over which local standard residential calls are provided by Telecom; Telephone Services Page 3.12 All charges are GST exclusive

19 Telecom residential customer is a Telecom customer with a residential line taking local residential telephone service in accordance with Telecom s usual terms and conditions; terminate means: (a) in the case of standard voice calls and standard facsimile calls, terminate at the demarcation point of other physical premises; (b) in the case of standard Internet calls to access IPNet, terminate at a point immediately before the IPNet port; (c) in the case of any other standard Internet calls, terminate at the demarcation point between the Telecom PSTN and the physical premises or fixed line of the ISP, or as the case may be, at the handover point between the Telecom PSTN and the network of another carrier (not being a cellular, mobile radio, paging or other non-fixed PSTN network); and unsuccessful in relation to a call attempt, means the call attempt is rejected solely as a result of a lack of Telecom network resources HomeLine Economy This service is no longer available to new customers from July 2004 HomeLine Economy features a monthly residential line rental and a local call charge. The service provided by Telecom to HomeLine Economy customers is currently the same as the HomeLine service, except that the charges are as set out below. Monthly Line Rental Line Rental $29.67 Local Call Charge Local call charge of cents for each local call lasting 2 hours or less. Local calls lasting longer than 2 hours are charged an additional cents for each 2 hours. 20 60 Plus is for those aged 60 and over and features a monthly line rental with a per minute local call charge. The following eligibility criteria must be met for the 60 Plus service: The customer taking the service must be the householder at their place of residence. One service only per customer is allowed. The service must be provided to the customer's permanent place of residence. The service provided by Telecom to 60 Plus customers is currently the same as the HomeLine service, except that the charges are as set out below. Monthly Line Rental Line Rental $20.29 Local Call Charge Local call charge per minute 0.10 All other calls, including national and international calls, and calls to telephones connected to the Telecom Cellular Network or other networks such as the Vodafone Cellular Network, are charged at normal rates. There is no reduction of other charges, such as standard wiring maintenance and telephone equipment rentals BudgetLink BudgetLink consists of 20,000 phone lines Telecom provides to the New Zealand Federation of Family Budgeting Service. These are supplied to NZFFBS clients, who are in financial difficulties and who meet certain criteria. The following eligibility criteria must be met for the BudgetLink service: The customer taking the service must be an individual (as defined in the Privacy Act 1993). The customer s household must not have previously been provided with the BudgetLink service. The customer must not have any outstanding debt with any of the Telecom group of companies. The customer must: have signed a copy of the NZFFBS Budgeting Agreement with an affiliated budget advisory service at least six weeks before applying for the BudgetLink service; have been a client of an affiliated budget advisory service since signing the NZFFBS Budgeting Agreement; and Telephone Services Page 3.14 All charges are GST exclusive

21 receive regular budgetary advice from an affiliated budget advisory service for as long as they are a customer of the BudgetLink service. All members of the household must have been without a telephone service at home for at least six weeks. No member of the household has any other means of making telephone calls. In particular, the BudgetLink service must be the only line rental service in the household and no member of the household may have a mobile phone. The service provided by Telecom to BudgetLink customers is the same as the HomeLine service, except for the limitations and charges set out below. Limitations The following services are not available to customers of the BudgetLink service. National and international toll calls Home 0800 and International Home 0800 Calling card services Call Minder Favourite place 0900 calls Calls to mobile phones and pagers or other networks Xtra connection Mobile phones. Charges Monthly Line Rental Line Rental $15.57 (plus GST) There is no charge for local calls. Any other calls are charged at normal rates. 22 Favourite Place is a service available to residential customers in any part of New Zealand. The service provides off peak, toll free calls to another local call area, in the case of Favourite Place New Zealand instead of the prevailing national toll rates. And in the case of Favourite Place Neighbouring Area 24-hour toll free calling instead of the prevailing national toll rates. A surcharge applies in addition to the normal line rental charges for this service. There are two Favourite Place options: Favourite Place - Neighbouring Area When the local call area chosen is a Neighbouring Area to the local call area that the customer s line is connected. Calls can be made in both peak and off peak times. Favourite Place Neighbouring Area Surcharge $17.73 per month Favourite Place - New Zealand When the local call area chosen is not a Neighbouring Area (any other area in New Zealand) to the one that the customer s line is connected. Calls can be made only in the off peak times. Calls during peak times attract the national toll rate applicable to the line. Favourite Place NZ Surcharge $25.78 per month Notes: Favourite Place is not available to business customers, or "Special Needs" customers receiving a concession on their business line rental due to their voluntary welfare status. Effective from 18 September 2000, toll free calls to the nominated area apply to direct dial voice calls from a customer's connection. Calls from other connections that are collect calls, or calls made using Calling Card, Home 0800 or calls to or from cellular phones will be charged as normal calls (see Telephone Call Tariffs) Toll free does not apply to 059 calls. Off Peak is the off peak times for national calls. Currently this is Monday to Friday 6pm-8am, all weekend and national statutory holidays. Peak is 8am 6pm, Monday to Friday. 24 5 Extended Area Charges An extra charge may be made for new connections when amplification (line conditioning) is required to be installed to strengthen the signal so that the customer does not lose speech quality. Extended Area Charges are being phased out. Customers who wish to know whether these apply in their area should call Telecom on 123 (residential customers) or 126 (business customers). 26 7 Maintenance Charges 7.1 Network Maintenance Charges Telecom maintains the Telecom Network and there is no charge for maintenance of the Telecom Network. The Telecom Network ends at the demarcation point in the customer's premises. The physical location of this point will vary from place to place. 7.2 Premises Wiring Maintenance Charges If customers pay the standard wiring maintenance charge, they can report faults 24 hours a day, 7 days a week, by calling 120 free of charge. Providing the wiring has been installed by Telecom, or to Telecom s specification, Telecom will commit to restore service within 24 hours. If customers do not pay the standard wiring maintenance charge, and the customer does not have another maintenance contract with Telecom for their building wiring, then Telecom will charge for any fault-restoration work carried out on the internal telecommunications wiring of the customer's premises. This fault-restoration charge will be based on actual costs (see Telephone Services section 7.3 Equipment Maintenance Charges). Residential Telephone Service Charge This service is optional, but applies only where the wiring is installed by Telecom or complies with Telecom specifications. Other maintenance charges apply where the wiring is found to be incorrectly installed (see Telephone Services section 8.3 Equipment Maintenance Charges). Monthly wiring maintenance charge for each exchange line $3.43 Business Charge The charges for business customers will depend on the nature of the Telecom service provided and the ownership of the wiring and equipment. Other maintenance charges also apply where the wiring is found to be incorrectly installed (see Telephone Services section 7.3 Equipment Maintenance Charges). 27 Customers with direct exchange lines, leased circuits Where the customer has no PBX (which would effectively separate a number of exchange lines from a different number of extensions), the standard charge applies to each pair involved and covers the cabling and wiring from the Telecom Network termination right through to the sockets serving that pair. Monthly wiring maintenance charge per pair $2.40 Customers leasing a Telecom PABX with associated cabling (a) Those using Telecom-owned cabling will pay the standard charge for each pair used between the Telecom Network Termination and the PABX, whether as a local or foreign exchange line, LDC or tie line. In addition, they will pay the standard charge for each extension pair served by the PABX. Monthly wiring maintenance charge for each working pair $2.40 (b) Those using privately-owned cabling, but requiring Telecom maintenance of that cabling under the standard wiring maintenance contract will pay as in (a) above. Customers who own their own PABX Those customers who have purchased their own PABX system, whether from Telecom or any other supplier, are required to purchase any Telecom-owned cabling associated with the PABX. As a result, either the customer or the building owner will usually own any associated cabling. In some cases, a PABX supplier may also own the cabling. As far as Telecom maintenance of that cabling is concerned, there are several options: The customer owns the cabling and seeks a standard Telecom wiring maintenance contract at standard terms. This is available at Telecom's discretion and the standard charge of $2.40 per pair used applies where the cabling complies with Telecom specifications. The customer owns the cabling and seeks a Telecom wiring maintenance contract with special terms, such as after-hours maintenance. Such services are available at Telecom's discretion and the changes are negotiable. Customers should call Telecom on 126 for further details. The building owner owns the cabling and the customer seeks a standard wiring maintenance contract. Provided the customer arranges right of access by Telecom and the cabling complies with Telecom specifications, this service is available at Telecom's discretion. 28 The building owner owns the cabling and the customer seeks a Telecom wiring maintenance contract with special terms, such as after-hours maintenance. Provided the customer arranges right of access by Telecom, such services are available at Telecom's discretion and the charges are negotiable. The associated cabling is leased from Telecom either under a Short Haul lease agreement (see National Leased Services section 16 Short Haul Lease ) or at an annual charge based on the sale price. In such cases the lease charge includes the standard maintenance charge. Monthly wiring maintenance charge $ Equipment Maintenance Charges There is no charge for the maintenance of equipment rented from Telecom, subject to the conditions of an individual customer s contract. Warranty If the customer has not signed an equipment maintenance agreement with us, the equipment may only be covered by a manufacturers warranty and any rights that the customer has under the Consumer Guarantees Act Manufacturers warranties usually only cover parts during the warranty period. If only a manufacturer s warranty applies, then charges will apply for any labour incurred and we will only provide you with back up equipment while your equipment is being repaired if we have spare equipment available and you agree to pay additional fees. We do not give any guarantees as to manufacturer s response or repair times. The manufacturer s warranty may be voided if maintenance is not carried out by Telecom. Fault Diagnosis Charge A Fault Diagnosis Charge will apply to residential and business customers if a technician is required to visit the customer and a fault is determined by the technician which is not caused by a fault: in the network; in Telecom maintained or rented CPE; or which is covered by Telecom's optional wiring maintenance service. The Fault Diagnosis Charge does not cover the cost of repairing the fault. Fault Diagnosis Charge $ Telephone Services Page 7.3 All charges are GST exclusive
