2.7 Extension of Service Beyond the Telecom PSTN Area In providing the service to a customer, it may be necessary to extend the Telecom PSTN (in addition to the lead-in covered in above) either beyond a serviced area, or some distance away from existing reticulation within a serviced area. In cases where the Carrier requests service, or requests an upgrading of service, charges will be based on the criteria below. Business Connections Charges for business connections that require an extension of the Telecom PSTN will be based on the costs associated with each individual case. These charges will vary, and the Carrier should call Telecom before proceeding. Telephone Services Page 2.7 Note: All charges are GST exclusive

3 PSTN Line Rental Charges 3.1 Monthly Line Rental Charges Line rental is charged according to class of service and type of service. There are two classes of service: "standard" and "non-standard". Standard line rentals apply to most residential customers; and to business customers in areas which have local call charging. Metro Access line rental applies to those business customers with telephone lines originating off a Metropolitan or Urban classified exchange: Information on the selected Metro and Urban exchanges is available from Telecom. City Access line rental applies to those business customers with telephone lines terminating in any of the selected buildings Telecom has identified as City Access buildings. The City Access price applies automatically to all Standard Business telephone lines terminating in the named buildings. Normal connection charges (see Telephone Services section 1.1 Connection Charges ) and call charges apply to these lines (see Telephone Call Tariffs). Information on the selected City Access buildings is available by calling Telecom on 126. City Access II line rental applies to those business customers with telephone lines terminating in City Access classified buildings located off Metropolitan or Urban Exchanges. All such Standard Business telephone lines terminating in the named building are eligible for City Access II pricing. Non-standard line rental applies to residential customers with party lines. It also applies to business customers in areas which have modern exchanges but no local call charging. These customer lines are known as B1 (PBX trunks) and B2 (single lines). The "non-standard" class is further differentiated into two types of service: individual and party-line. (There is no such differentiation for "standard" rentals). It is Telecom's intention to progressively upgrade non-standard to standard service for all customers. It is dependent on the total number of all Telecom 2Mbit/s services delivered into a particular customer s site. Where the customer site is greater than 5 km from the nearest Telecom Exchange and additional electronic enhancement is required to ensure that the service is provided to the specified service quality, or the site is at a location that is beyond Telecom s standard access network, then installation charges will be based on the actual cost of providing service. 15 First time installation of 2Mbit/s access into a site in a major CBD or in a City Access building First time installation of 2Mbit/s access into a site not in a major CBD and not in a City Access building Subsequent installations (for any 2Mbit/s service) into a site $ /access $ /access $ /access Major CBD includes the following exchanges: Auckland Airedale Street and/or Mayoral Drive Hamilton Hamilton Central Palmerston North Palmerston North Central Wellington Courteney Place and/or Wellington Central Christchurch Riccarton and/or Christchurch Central Dunedin Dunedin Central Note: Multiple Installations Where three or more 2 Mbit/s circuits are installed at the same time into the same site, then the actual charge for the installation will be based on actual cost of labour and miscellaneous charges, however the total charge will not be less than the charge for installing two circuits. Monthly Access Charges Access charges for Digital Voice Access are composed of three charges: 1. Service Delivery Point (SDP) charge: Charge for service delivery point in a major CBD or in a City Access building $ Charge for service delivery point not in a major CBD and not in a City Access Building $ (This is a single fixed charge independent of the number of 2 Mbit/s links into the same customer's site.) 18 5 Internet Dial-up Charge The Internet Dial-up Charge is applied to Internet Dial-up Calls, as defined below. The Internet Dial-up Charge is charged to residential lines when dialing up a local 7-digit telephone number to make an Internet Dial-up Call. The first 10 hours of total monthly billable usage is charge free, thereafter the customer will be charged at 2 cents per minute, including GST. The free 10 hours billable usage per month is for each telephone line, so if the customer has 2 telephone lines the customer has 10 hours free usage for each line. The total Internet Dial-up Calls to more than one local telephone number from a residential line will count towards that line s free 10 hours usage. If an Internet Dial-up Call is less than 20 seconds in duration then the call is not charged for or included in the 10 free hours. Internet Dial-up Calls between 20 seconds and 1 minute duration are recognised as 1 billable minute, and calls over a minute are recognised as the total billable seconds. 5.1 Internet Dial-up Call An Internet Dial-up Call is a local call dialled to a local 7-digit telephone number used by a commercial organisation to provide its customers with access to Internet Services. Internet Services means the Internet and/or any games that can be accessed through an Internet protocol. Telecom may provide exemptions from the Internet Dial-up Charge where the number dialled is shown to be used by a bona fide non-commercial provider of Internet Services. Any Service Provider charges are additional to the Internet Dial-up Charge. Telephone Services Page 5.2 Note: All charges are GST exclusive

6 Extended Area Charges An extra charge may be made for new connections when amplification (line conditioning) is required to be installed to strengthen the signal so that the customer does not lose speech quality. Extended Area Charges are being phased out. Carriers who wish to know whether these apply in any particular area should call Telecom. Existing Extended Area Charges being charged to an End User prior to reassignment will carry over to the Carrier subsequent to reassignment. 22 7 Minimum Contract Period The minimum contract period for connection to the PSTN is 1 month. Telephone Services Page 7.1 Note: All charges are GST exclusive

8 Maintenance Charges 8.1 Network Maintenance Charges Telecom maintains the Telecom Network and there is no charge for maintenance of the Telecom Network. The Telecom Network ends at the demarcation point in the customer's premises. The physical location of this point will vary from place to place. 8.2 Premises Wiring Maintenance Charges If customers pay the standard wiring maintenance charge, they can report faults 24 hours a day, 7 days a week, by calling 120 free of charge. Providing the wiring has been installed by Telecom, or to Telecom s specification, Telecom will commit to restore service within 24 hours. If customers do not pay the standard wiring maintenance charge, and the customer does not have another maintenance contract with Telecom for their building wiring, then Telecom will charge for any fault-restoration work carried out on the internal telecommunications wiring of the customer's premises. This fault-restoration charge will be based on actual costs plus the appropriate call-out charge (see Telephone Services section 8.3 Equipment Maintenance Charges). Business Charge The charges for business customers will depend on the nature of the Telecom service provided and the ownership of the wiring and equipment. Other maintenance charges also apply where the wiring is found to be incorrectly installed or where on-site service is required outside normal business hours (see Telephone Services section 8.3 Equipment Maintenance Charges). These charges also do not apply if the customer has a negotiated maintenance contract. Telephone Services Page 8.1 Note: All charges are GST exclusive

Customers with direct exchange lines, leased circuits Where the customer has no PBX (which would effectively separate a number of exchange lines from a different number of extensions), the standard charge applies to each pair involved and covers the cabling and wiring from the Telecom Network termination right through to the sockets serving that pair. Monthly wiring maintenance charge per pair $1.52 Customers who own their own PABX Those customers who have purchased their own PABX system, whether from Telecom or any other supplier, are required to purchase any Telecom-owned cabling associated with the PABX. As a result, either the customer or the building owner will usually own any associated cabling. In some cases, a PABX supplier may also own the cabling. As far as Telecom maintenance of that cabling is concerned, there are several options.: The customer owns the cabling and seeks a standard Telecom wiring maintenance contract at standard terms. This is available at Telecom's discretion and the standard charge of $1.63 per pair used applies where the cabling complies with Telecom specifications. The customer owns the cabling and seeks a Telecom wiring maintenance contract with special terms, such as after-hours maintenance. Such services are available at Telecom's discretion and the changes are negotiable. Customers should call Telecom on 126 for further details. The building owner owns the cabling and the customer seeks a standard wiring maintenance contract. Provided the customer arranges right of access by Telecom and the cabling complies with Telecom specifications, this service is available at Telecom's discretion. The standard charge of $1.63 per pair used applies. The building owner owns the cabling and the customer seeks a Telecom wiring maintenance contract with special terms, such as after-hours maintenance. Provided the customer arranges right of access by Telecom, such services are available at Telecom's discretion and the charges are negotiable. The associated cabling is leased from Telecom either under a Short Haul lease agreement (see National Leased Services section 16 Short Haul Lease ) or at an annual charge based on the sale price. In such cases the lease charge includes the standard maintenance charge. Monthly wiring maintenance charge $1.63 Telephone Services Page 8.2 Note: All charges are GST exclusive

8.3 Equipment Maintenance Charges There is no charge for the maintenance of equipment rented from Telecom during normal working hours, subject to the conditions of an individual customer's contract. Maintenance will only be performed on equipment and wiring attached to a Telecom Access line. There is no charge for the repair of equipment bought from Telecom if it is still under Warranty (subject to warranty conditions). Telecom has two equipment warranties. Warranty 1 covers smaller items of equipment and covers parts only during the warranty period. Items must be returned to Telecom or an authorised Telecom agent. Warranty 2 covers parts and labour during the warranty period and on-site maintenance is provided. Maintenance charges are charged for repairing any fault caused by equipment not rented from Telecom. These charges also apply to the repair of internal wiring for which a wiring maintenance contract charge is not paid, or wiring is not installed to Telecom's specification. (See Telephone Services section 8.1 Network Maintenance Charges ). Customers without a maintenance contract will be charged a service visit fee per visit in addition to the charges for actual repair of equipment or wiring not installed to Telecom's specification. Customers who live in very remote locations may be charged travelling time instead of the standard service visit fee. These very remote locations are Arthurs Pass, Bealey, Coromandel, French Pass area, Glenfalloch, Haast, Hicks Bay, Hyde, Kiwi Hut NZFS, Lake Sumner, Lake Tennyson, Lewis Pass, Lochmara, Mangarakau, Manuka Point, Maruia, Middlehurst, Milford Sound, Molesworth, Mt White, Muller, Murchison, Owen River, Pelorous Sounds, Picton Sounds, Ruatoria, Springs Junction, Staircase, Te Kaha, Tokomaru Bay, Waikaremoana, Whataroa and Whitianga Telephone Services Page 8.3 Note: All charges are GST exclusive

Business customers Business customers with a maintenance contract will not be charged for maintenance during the hours covered by the contract. Outside of contracted hours, and for the customers without a maintenance contract, the following charges apply. These charges apply where maintenance work is carried out by, or on behalf of Telecom. Standard service visit fee during normal working hours $30.00 Standard service visit fee outside of normal working hours $60.00 Charges for actual repair of equipment or wiring are charged in 15 minute intervals with a minimum 15 minute charge during normal working hours, and a minimum 1 hour charge outside normal working hours. The charge-out rate that applies depends on the nature of the fault and work involved to repair. The charges-out rates are: Hourly charge-out rate during normal working hours for repair of premises wiring or single line phone faults $44.00 Hourly charge-out rate outside normal working hours for repair of premises wiring or single line phone faults $65.78 Hourly charge-out rate during normal working hours for repair of CPE including PBXs, Key systems and facsimile machines $60.00 Hourly charge-out rate outside of normal working hours for repair of CPE, including PBXs, Key systems and facsimile machines $88.89 Materials costs will vary depending on the work required. 30 12 Enhanced PSTN Services 12.1 Smartphone Services The following Smartphone services are available from Telecom, subject to the capability of the customer's local exchange: Monthly charge per individual Smartphone service (except Remote Divert and Call Waiting) $3.09 There is no installation charge for Smartphone services. Call Diversion (Call Forwarding) Immediate. Upon activation, the call diversion immediately transfers all incoming calls to a number of your choice. No Answer. An incoming call will divert after 4 rings (9 seconds). Callers will hear a message informing them of the call diversion. Group Diversion. This enables a call to be diverted from one number to another, within a group of numbers. Any one of the numbers within the group can have diversion control over the original number. Up to 9 numbers can be included in the group. Busy. An incoming call will divert if the called party is on another call. Callers will hear a message informing them of the diversion. Multiple. A customer can divert up to twenty incoming calls at a time to one of nine pre-registered destinations. Note: Calls which are diverted to a chargeable destination, such as the Telecom Cellular Network, to a Pager, or which require a local, national or international call so that they can be diverted to the number of the call diverter's choice, may generate a charge. All call charges arising from the call redirection are paid by the call diverter, not by the caller. Telephone Services Page 12.1 Note: All charges are GST exclusive

Remote Divert Service This service is only available in conjunction with Call Diversion. This service enables a Call Diversion customer to control their Smartphone Call Diversion facility from another phone. Monthly charge for Remote Divert Service $2.31 Charge for a Remote Divert access from a Telecom Payphone $0.44 Notes: Remote Divert service can be accessed from most touch-tone phones, Telecom Payphones or Telecom Cellular and Vodafone Cellular phones. Calls to the telephone with the remote diversion service, in order to control the call diversion facility, will be charged the appropriate local, national, cellular or payphone charge for these calls. (See Telephone Call Tariffs and Payphone Charges). Calls to the Remote Divert facility, in order to change the customer PIN, are not charged for, except for calls from cellular or payphones, in which case the service provider may levy a charge. Call Restriction For information on Smartphone Call Restriction Services, see Telephone Call Tariffs section 5 Call to other networks ). Call Waiting Incoming calls while the customer is already on the phone will be identified by 4 beeps to indicate a call is waiting. The customer can hang up and speak to the second caller, the first caller may be put "on hold" while the second caller is answered, or the customer can switch between the two. Monthly charge for Call Waiting $3.81 Monthly charge for Call Waiting on 6 months contract $3.09 Cancellation fee when subscribing Call Waiting 6 months contract at $3.09 $4.40 Do Not Disturb A message will tell the caller that the customer does not wish to be disturbed. The first number can be put on to Call Diversion or Do Not Disturb, but calls to the private line will still get through. Telephone Services Page 12.2 Note: All charges are GST exclusive

12.5 Direct-Dial-In (DDI) Service This is a service available to customers with Private Automatic Branch Exchanges (PABX) to allow direct dialling into extension telephones from the PSTN. The DDI Service is designed for the traffic characteristics typical of calls to PABX extensions. The maximum number of DDI numbers on any trunk group between a Telecom switch and a customer network is limited to 2,000. Monthly charge for each block of 10 DDI numbers $9.40 Monthly charge for each block of 100 DDI numbers $56.40 Note: These charges are additional to business line rental charges. DDI Charges will apply from the time DDI numbers are reserved. Telecom reserves the right to charge a higher price for the service if the average traffic from Telecom's network per DDI number exceeds 0.1 erlangs per DDI number on any specific trunk group. DDI numbers are issued in blocks of 10 or 100 consecutive numbers only. Telephone Services Page 12.3 Note: All charges are GST exclusive

12.6 Customerlink This is a permanent call redirection service that enables calls to the End User's PSTN number to be redirected to another PSTN number, or to a mobile telephone. All call charges resulting from the call redirection are paid by the Carrier who has the Customerlink service and not the caller. There is no restriction on the type of connection to which calls are directed, e.g. business, residential, mobile, etc. However, for call charging purposes, all redirected calls are charged at the rates applicable to calls from a standard PSTN business connection (see Telephone Service section 3 PSTN Line Rental Charges ). Applicable call charges are shown in section 2. There is no installation charge for Customerlink. Monthly rental charge $18.80 Note: There is no telephone line or instrument connected to a Customerlink number. Redirection is handled at the telephone exchange Cross-Bar Exchange Services These are services available only on Telecom's "crossbar" exchanges. Service availability is limited and may not be available in all cases. New connection charge for all services $35.20 Change of number charge for call diversion $35.20 Monthly charge for call diversion service $6.16 (This service diverts calls to a predetermined number) Monthly charge for abbreviated dial service Up to 10 numbers $3.52 Up to 20 numbers $ Customer-Controlled Diversion Service This is a cross-bar exchange service which allows the customer to change the number to which calls are diverted. New connection charge $ Monthly rental charge - this is the greater of: either: the appropriate V1 leased circuit rate for each circuit from the customer's premises to the local exchange (see National Leased Circuit Services section 3 Voice-Circuit Service (V1) ) Telephone Services Page 12.4 Note: All charges are GST exclusive

or the actual costs of providing the circuit(s) Caller Display Service Caller Display is a network service that presents calling party information to the called party (ie. calling party number, time and date). Special Caller Display CPE connected to the line will record, display and process this information. Caller Display Service will only be available on analogue lines connected to Telecom s NEAX 61E exchanges and their associated RLUs (Remote Line Units) and on ISDN PRA and BRA lines (see Telephone Services section17 ISDN Access to PSTN ). Business Caller Display Service Carriers pay on a per call basis, for all calls where the calling party s number is presented. Minimum charges per month apply to standard and non-standard PSTN lines and ISDN BRA lines. There is no minimum charge per DDI for PRA lines. Charge per call for displayed call information for each business line $ Minimum monthly charge for each PSTN business line $5.44 Minimum monthly charge for each DDI number associated with a ISDN BRA line $5.44 No monthly charge for each DDI number associated with a ISDN PRA line no charge Caller Display CPE Customers can have their Caller Display CPE supplied by Telecom or by other vendors. Telecom offers two CPE options, a Caller Display phone available for rental only, or a Caller Display adjunct unit compatible with most telephone types which is available for sale only. Monthly rental for RenTel Display telephone $9.35 Sales price for Caller Display Compact 64 Adjunct Unit $59.41 Number Withhold Service Number Withhold Service is a network service that allows the calling party to block the presentation of their number, thus preventing it from being displayed to a Caller Display customer. There are two Number Withhold options available: Per Call Number Withhold, and Automatic Number Withhold with Over-ride. There is no charge for either of these services. Per Call Number Withhold will block the presentation of the caller s number when a special access code (0197 or on a toll barred extension 197) is dialled before the required telephone number. Telephone Services Page 12.5 Note: All charges are GST exclusive

Automatic Number Withhold with Over-ride permanently blocks presentation of the caller s number unless a special access code (0196 or on a toll barred extension 196) is dialled before the required telephone number. Note: On older mechanical exchanges (Step by Step and Crossbar), Per Call and Per Line Number Withhold are not available. All lines on these exchanges will have numbers permanently with held with no over-ride capability CallTrack CallTrack is a telephone service that allows End Users to assign a CallTrack number to their bill, allowing calls to be allocated to a cost centre, caller or client. When a call is initiated from a telephone line that has CallTrack, the End User will be prompted to enter a CallTrack number. When the Carrier receives their telephone account all CallTrack numbers will be shown with their associated calls listed underneath. There are no installation/connection charges. End Users equipment may need to be reconfigured or programme to suit CallTrack. End Users will need to meet these costs themselves, likewise if new equipment is required. Monthly Charges Business Monthly charge per block of four numbers $4.23 (Call Track Charges are capped at $29.61 Ex GST). CallTrack is set up per account, so charge maximums are per account. If an End User or Carrier has more than one account, each account incurs charges. Telephone Services Page 12.6 Note: All charges are GST exclusive

14 Temporary Service Business customers who wish to have a connection to the PSTN for less than the minimum contract period (see Telephone Services section 7 Minimum Contract Period ) must pay a temporary service connection charge. Temporary Service connection charge $70.50 This charge replaces the standard network connection charge (see Telephone Services section 1 Connection Charges). Usual installation charges will apply to work required on a customer's premises (see Telephone Services section 1 Connection Charges ). Charges for line rental, Smartphone services or other services are charged at standard rates, pro-rated for the duration of the connection. Charges for the temporary lease of other equipment or services will be quoted by Telecom as required. Telephone Services Page 12.1 Note: All charges are GST exclusive
