1 BME CO-LOCATION SERVICE DESCRIPTION January 2018 Co-Location is an optimized solution for collocating trading applications, built and managed by BME. o Available space The BME Data Center meets the highest standards of safety and reliability, providing redundant generators, UPS (uninterruptible power supply) rooms, electrical panels, air conditioning, etc. The BME Data Center was built in 2006 comprising 500m2 of floor space and located on the ground floor of the building. The BME Co-Location service has a floor space of 100 m2 placed in the same BME Data Center where the Cash and Derivatives markets matching engines are located. The technical infrastructure in place guarantees the same access quality for all entities. Requests for new racks will be handled in order of arrival, until the space available is completed. o Power supply The electrical system has been implemented as follows: Backup generators: Power line supported by two sets of 800 Kvas each. Electrical Distribution: there are 2 independent UPS rooms consisting of three units per room. Each unit has an output of 250 Kvas (total 750 Kvas per room). The Data Processing Centre (DPC) has four electrical panels, two of which feed on the first UPS room and the remaining two on the second one. o Cooling system The cooling system is made up of 10 units backed by emergency generators. Environmental levels of temperature: 24 ± 2 C Relative humidity: Between 40% and 60%. 1
2 o Cabling length Co-Location services are offered in the same BME Data Center where the Cash and Derivatives markets matching engines are located. The technical infrastructure in place guarantees the same quality of access for all entities, that is, the same connection length (22m) from Co-Location to Cash and Derivatives Markets. o Information access There are two types of access: BME Gate Servers BME Data Feed Servers From BME Co-Location service, access is guaranteed to the following platforms: SIBE SMART (Equities, ETFs, Warrants) MEFF (Derivatives) Market Data (BME Market Data) Order entry BME Gate Servers (FIX protocol): a dedicated server, which is individually connected to each market segment. A connection (FIX session) per segment (SIBE, MEFF, etc.) will need to be established. Each session will require Member ID + Operator Code. Market data BME Gate Servers (FIX protocol): a dedicated server, which is individually connected to each market segment. A connection (FIX session) per segment (SIBE, MEFF, etc.) will need to be established. Each session will require Member ID + Operator Code. 2
3 BME Data Feed Servers (consolidated market data feed) All market data information (SIBE, MEFF, etc.) will be delivered through one connection in a proprietary consolidated format. In order to establish connections to BME Data Feed Servers, the Entity will need credentials (User, Password and Target IPs) provided by BME Market Data. Each session will require its own User + Password. 4 o Market connectivity The Co-Location service provides their customers with an exclusive connectivity to BME infrastructure. As per the diagram above, BME Data Center is divided in two different areas: The upper area for BME Cash, Derivatives and Market Data platforms (BME Systems), and the lower area for the racks allocated to Entities. BME network links both areas, connecting the Entity s equipment with BME main network hardware. All network hardware and electric power supply is redundant. The Entity s equipment is connected to BME Main Switches. 4
5 o Technology BME infrastructure has redundant networks based on NEXUS technology. The two types of BME Gate Servers (order entry and market data), can be found in each network. Connections to BME are performed by means of two cross connects, one for each independent network. Through any of these two cross connects the Entity may access its own authorized services. Hence, BME recommends Entities to keep their connections balanced according to the specifications (i.e. split based on odd/even Operator Code). Static (peerless connection) and BGP dynamic routing protocols are available, the latter being recommended to those entities targeting additional services from equity and derivative frontends. The racks in which the Entities install their equipment belong to BME. The following options are available: Full Rack 60x120 cm, 42 Us; 2PDUsx 32 A/ 220V ½ Rack 60x120 cm, 21 Us; 2PDUsx 32 A/ 220V (Shared) o Technical support The basic Hands and Eyes (H&E) operations that BME has undertaken to carry out are the following: Physical activation/power down the equipment. External verification and check of the Entity s equipment as well as of networks devices, LEDs, display messages, etc. Manage the access to the Data Centre of the Authorised Individuals when required. Review and verification of the network cabling. H&E team is available from 07:00 until 24:00 (local time) on working days. During this timeframe, emergency work orders will be received by telephone or by . The installation of the equipment (excluding connectivity services to BME) can be carried out between 17:30 and 24:00 on working days, subject to prior notification. Connectivity services to BME Systems are performed between 20:00 and 24:00. Basic operations different from those indicated above or to be performed outside the time frame indicated, need to be booked at least 48 hours in advance. Operations to be performed during the weekend or during public holidays need to be requested at least one week in advance and are subject to availability. 5
6 o Messaging type BME Gate Servers (FIX protocol). BME Data Feed Servers (consolidated market data feed protocol). o Telecommunications There are two independent electronic networks for each type of connection operating simultaneously for redundancy purposes. BME Gate Servers connections BME Co-Location provides at present two bandwidth options for the connection to BME infrastructure, namely, 1 Gbps (copper) and 10 Gbps (fibre). 6
7 BME Data Feed Servers connections BME Data Feed Server connection can be established through both independent networks and is also available through two bandwidth options, 1 Gbps and 10 Gbps. Remote Access: In order to control their applications, participants may order the installation of external lines required to connect to their equipment installed in BME Co-Location. BME is not responsible of these communication lines. 7
8 o Products and related services -Accessible platforms from BME Co-Location service: SIBE (Equities, ETFs, Warrants) MEFF (Derivatives) Dissemination of information (BME Market Data) -Basic equipment: Cabinets in which participant s equipment shall be installed will be of BME property. The following options are offered: Full Rack ½ Rack The first pair (main and backup) of 1Gbps copper ports to connect to MEFF (derivatives) as well as the required cabling to perform the physical connection, will be included as part of the cabinet basic equipment. -Support and maintenance: BME support personnel will perform both technical and maintenance actions required by the customer. -Hosted User: Entities willing to access the market and not being a market member shall use other entities membership becoming a Hosted User. -GPS: A GPS allocation service is also offered. The usual procedure involves setting up the devices sent by our clients: GPS antenna, cabling from antenna to rack (around 85m) and server. 8
9 o Fees Racks 1 rack: 5, /month 1/2 rack: 3, /month Installation 2, /rack Entity connection and access to BME Systems Each Entity is connected to BME Main Switches through a 1 Gbps resilient copper port. Applicable fees for these connections: Access to SIBE: 2,200 /month. Access to MEFF: included in the general connectivity fee established by MEFF. Access to Market Data BME: included in the connection fee established by BME Market Data. Additional infrastructure The Rack fee includes the pertinent basic infrastructure supporting the connection with the allocation of two 1 Gbps ports each (copper) and the related cabling. Additionally, the Entity may request an upgrade of the basic infrastructure, under the following terms: The allocation of a new pair of 1 Gbps ports (copper) (main and backup): 1, per month. The upgrade from 1 Gbps copper connection to 10 Gbps fibre connection. This implies an addon fee of 1, per month per pair of connections (main and backup). Cross-Connects (between Entities racks or between the Entity s rack and the carrier, if applicable): Copper: per connection. Fiber: 1, per connection. Applicable Fees for the installation and maintenance of the Entity s GPS Equipment: Installation: (one off) Housing GPS Equipment: /month 9
10 Hosted User applicable fee: For the housing of the equipment belonging to the Entity s Clients, a hosted user fee of per month per Client applies. It will be necessary to assign a new dedicated port pair of 1 Gbps (copper) (main and backup): 1, per month. The upgrade from 1 Gbps copper connection to 10 Gbps fibre connection shall be optional. This implies an add-on fee of 1, per month per pair of connections (main and backup). Remote Hands and Eyes Services The BME Colocation service includes 20 hours per year of basic Hands and Eyes Service. The basic operation free hours not used during each year cannot be accumulated for subsequent years. The price per hour for basic operations is the same as in the case of additional interventions. Additional actions to those included as basic operations can be performed at the Data Center if requested in advance by an Authorized Person. The applicable fee depending on the time in which the service is to be provided, is detailed in the following table: Hours Hourly rate Working days from 07:00 to 21: Working days from 21:30 to 24: Weekends and public holidays from 08:00 to 24: The cost of the interventions will be billed upon termination. External connectivity (Remote Access): Connection from the Entity s own facilities through its own lines lays outside the scope of the BME Colocation Agreement. 10
11 o Service access requirements, including IT and operational procedures The services are aimed at the following Entities: Market Member with a Certified Application for trading in SIBE. MEFF Member, or Application Service Provider Entity, which fulfils the requirements, set by BME Market Data and which has been granted the corresponding authorization to receive the contracted information service. The Entities shall be able to install their own infrastructure or their Clients equipment in their racks. In this last case, BME shall consider the Clients equipment as if the belonged to the contracting Entity. The Entities may not rent the contracted racks to third parties. o Available latencies The connection to the market is presented in two different bandwidths, 1 Gbps and 10 Gbps. The length of the cable is equal for every client. Latencies provided by all servers based in BME Co-Location are equal, assuming some discrepancies on its value due to the bandwidth selected or when the servers are outside this service. 11
12 o Installation procedure The Entity is responsible for the shipment of its infrastructure to the site indicated by BME. In case the Entity appoints BME staff for the installation of its equipment, it will need to provide detailed rack layout and instructions to achieve the correct installation of the different devices. Access to the Data Centre is exclusively allowed to the Entity s authorized persons or hardware provider subject to BME s prior authorization. Equipment Installation: Phases Phase 1 Once the BME Co-Location Agreement has been signed, BME will notify the Entity of the date in which the rack will be provisioned with the requested technical features. Once the rack is available, the Entity shall notify with sufficient time in advance the delivery of its equipment. BME will manage the reception and transfer of the delivery to the Co-Location area. In case the Entity has requested BME to install its equipment, BME engineers will install the equipment in the rack allocated following the instructions provided by the Entity. Alternatively, BME will accompany the authorized Entity representative who will undertake the installation. The Entity is responsible for ordering the circuits needed for the remote access to its infrastructure installed at the BME Co-Location. BME will assist the carrier in the installation process of these lines and will connect the corresponding cables to the Entity s patch panel. Phase 1 will come to an end once the Entity has achieved remote access to its equipment. The same procedure is followed in case the equipment needs to be replaced or upgraded. Phase 2 In Phase 2 internal connectivity services from the Entity equipment will be performed based on the service which the Entity is requesting (access to the market, information services, crossconnect with another Entity). Once the services have been set up, a test will be performed to confirm that the Entity achieves access to the contracted service, in which case Phase 2 shall end. 12
