DMA assessment & grading for improvement and monitoring CwMAG Autumn Conference 'Demand for Quality'

DMA assessment & grading for improvement and monitoring A system to highlight where network deficiencies exist, how severe they are and what performance metrics will be impacted by the deficiency Visualisation of network performance to multiple business users Prioritisation of schemes based on a Cost Benefit Analysis Risk consequence

Scope of Work Asset Management approach multiple drivers across Water Co business Analyse and understand historic and current performance A method of Internal and external benchmarking of performance (taking into account Risk and regulatory compliance)

Scope of Work Developed a system of Scores and Weightings allow for what-if analysis View results from Company level to DMA Prioritisation of schemes for maximum overall benefit at lowest cost

Scope of Work DMA Performance review & classification Phase 1: Assessment DMA List Budget Initial Design Meeting Design Development Design Review Design Pack Phase 2: Analysis and design

Phase 1: DMA Performance review & classification DMA Performance review & classification Phase 1: Assessment DMA List Budget Identify network hierarchy Quantify the policies, weightings and benchmarks for each DMA to be assessed against Develop the design budget

Phase 1: DMA Performance review & classification Populate database Extract data from calibrated network model and associate to data base Acquire historic performance data by DMA Analyse DMA performance and ranking based on these data Work through DMAs with Operational staff to grade performance Review results

Performance Measures Performance - Review the performance of the network past and present against agreed levels of service and indicators, such as Average Zonal Night Pressure (AZNP), Critical Point Pressure (CPP), Leakage etc Levels of service An indication of the level of service the DMA is capable of using age of water and customer contacts to assess the efficiency of the current design Asset configuration - The current condition of the physical assets and the way that they have been set up will indicate where optimisation of the asset can be achieved, if the asset is necessary or an improved configuration can be implemented.

Performance Measures Performance Measure 2 Measure 3 Measure 8 Critical Point Pressure (CPP) Average Zonal Night Pressure (AZNP) Velocity Measure 9 Levels of Service Leakage Data 1 Measure 10 Measure 11 Measure 12 Water Age Bursts by location and time Customer enquiries and complaints by type as measured by interventions Measure 14 Asset Configuration Water Quality complaints by type, location and over time 1 Measure 1 Number of properties (urban versus rural) Measure 4 Number of boundary valves Measure 5 Topography (model node points) Measure 6 DMA Meters Measure 7 Measure 13 Measured Flow Consequence of Failure 0 1 Measure 15 Main by material

DMA DMA

Phase 2 Initial Design Meeting Design Development Design Review Design Pack Phase 2: Analysis and design Gravity fed Single feed DMAs Stable pressures with AZNP of 38m and CP of 20m Correctly sized DMA meter Average size of 1000 to 1500 properties Limited ground level variation No dead ends or flow reversal Reasonable age of water throughout the DMA Low level of hydraulic losses across the DMA Low risk of failure

Design Benefits Quantitative Improvement to DMA grade Reduction in AZNP Reduction in leakage at the marginal water cost water cost saving Reduction in burst frequency based on pressure reduction at unit repair cost Resolution of DG2 issues Reduction in DMA sources / source metering / Number of properties Age of water Improvement in resource headroom / System capacity

Design Benefits Qualitative Reduction in Customer contact/ complaints Improved risk management Rationalised structure

Assessment Outcomes 205 Schemes have been put forward for detailed hydraulic design Reduction in AZNP Resolution of DG2 issues Reduction in the number of metered inputs First 75 designs have been delivered
