22 Economic Intervention Model A tactical planning tool for effective leakage control. Helps to predict when it is economic to intervene to locate unreported leaks and bursts. It can also be used to prioritise interventions between many zones competing for the time of the same leakage team. If the Excess Cost exceeds the Intervention Cost for many zones, this would show that not enough resources are being allocated to active leakage control.
