10 Commission COM(2014) 356 Benchmarking Report on Smart Metering 17 (+2) Member States have already rolled-out electricity smart meters or are proceeding with their plans, amounting ca. 250 million meters and about 45 billion of investments: o Granular metering data for new energy services o Data protection and security considerations Different data management models are driven by national retail market structures o o Independent data hub (UK), data hub under the TSO (Nordic countries), data service platform (AT), etc. DSOs are involved in data handling in most MS Dr. Manuel Sánchez-Jiménez European Commission. 13 Current views and the way forward New legislative framework adopted on 30 November 2016 to include a wider views/benefits towards the energy sector's digitalisation and set roles: o o o o o Focus on metering and consumption data for new services Consumer 's right to have smart meters Independently of the data management model, set EU requirements on non-discriminatory, easy, timely access to data Clarify issues such as costs for sharing data, common data format and procedures. Certification and authorization of party responsible for data management by Member States and needs for compliance officers Analysis of consumer issues (e.g. benefits, satisfaction, engagement) just launched.
